The City Council of the City of Lynwood met in an adjourned.
regular session, at the City ~-gall, 11.31 llaza atreet, on above date,
a t 7 : 30 P . Tti-T.

Councilmen Lake, Tieyer, Snyder and .:foster ans4~rered the roll
call.
Councilman Baetreiler ,-ras absent.
It ~~ras moved by Councilman Snyder and seconded by Councilman
TTeyer that the minutes of the previous regular meeting of TTovember 6th,
1934 be approved as written. All members of the Council present voting
aye, tTie ivTayor declared the motion carried and it was so ordered.

A communication was received from Los Angeles County League
of T~:Tunicipalities inviting the Council to attend the next meeting to be
hold at San Gabriel on Tfoverr.ber 15th, at 6: 3G P'. ~dT. , c~hen Gordon ,~hit-
nall is to be the Urincipal spca.ker. i~he l:Ta~TOr suggested that as many
as can attend said meeting aria notify the City Clerk of their desire in
order that reservations might be made.
A communication was received from ~~~r. Orrin :iri7ht, 35<34
Agnes Avenue, requesting refund in the amount of ti~14.25 covering over-
charge for ~~rater service in the amount of '751 per month since T~Tay, 1933,
due to the fact that there are two houses on his Lot 832, Tract 30'78,
and. he has been charged. X1.50 for each house, whereas in T~Tay 1933 the
rear house has not been occupied, being the date when his mother passed
away. There being no objection, the T.~Ta~ror referred the matter to the
Chairman of the ','rater Corrmittoe for investigation and report back.
Report of activities of Building Inspector and license
collector for the month of October was received; also monthl~T health re-
port and report for ~~~reek endinra Tovember 3rd, 1934.

Councilma n Trieyer reported for the Street Committee on the
matter of application of one Tom Phillips to operate a gush cart in the
City of Lynwood, stating gnat he finds upon investigation that he does
not intend to occupy any Lot permanently, but is going to move around
Trrhich will comply t-rith existing ordinance covering the matter, therefore
he recommends granting; of the license.
At this ti~:e Councilman Daetweiler arrived and took his seat
at the Council table.
It was moved by Councilman Lake and seconded b,y Councilman
Snyder that T.,Tr. Tom Phillips be granted a license to sell hot tamales
from s, push cart in the City of Lyn'yood, subject to the license required
therefor.

Councilman Snyder rej~orted for the Kuilding Committee on the
matter of application for license to keep Pekingese doffs and birds at
12302 Long Beach Boulevard by one P;rs. Prince, reporting that he finds
upon ina=estigation that there are no houses on each side of said resi-
dence, however there is one directly in the rear of sane, therefore
making a motion that the applicant be required to circulate a petition
and procure the signatures of the two nearest neighbors and 50;0 of the
other residents within.a radius of 300 feet of the proposed location,
which was duly seconded by Councilman T~Teyer and upon roll call showed the
follocring result;

Councilman Snyder reported for the committee consisting of the
TvTayor and the City Engineer to investigate tine complaint of Tdir. Ihznning
at the previous meeting relative to an unprotected culvert at the P. n.
right of way and also relative to necessary improvement to grade crossinn,
stating that he interviewed the City _~~ngineer and he eras of the opinion
that the P. ~. authorities vrould not take care of the culvert as same is
not their function as they improve only one-foot on each. side of the
tracks, however, that they might da more if they were approached on the
matter, tnerefore, it was decided to take the matter up further; also
regarding requiring the cars to stop before crossing Long Beach. Koulevard.

A communication was received from the City Clerk reporting
that in checking the protest petition against the dance hall ordinance he

has found that the total number tiaho signed same is 216, I07 being
Lynwood residents and I09 outside residents, and that 59 s,re registered
voters; also reporting that he has today received other petitions on the
same subject matter signed by 58 persons, 30 being registered voters and
28 non-registered; also tiro other petitions signed by 54 persons 26 being
registered voters and 28 non-registered voters.
Communications ~rere also received from the Chas. Lindbergh
Parent Teacher Association; Lynwood Junior High School Parent Teachers
Association; 't"taodrow '~'~ilsan Parent Teachers Association; ~.latts Ca-
Ordinating Council and the Coordinating Council of Compton, favoring the
adoption. of the proposed dance hall ordinance as they da not favor the
sale of liquors in dance halls, believing that it is a detriment and a
menace to the youth and highly deleterious to the morals of our City.

the proposed ordinance.
After due consideration, it eras duly moved by Councilman Snyder
and seconded by Councilman Lake that said Ordinance No. 246 be adapted
as read the second time, finally pass and be published as required by law.

Tea yar Boster stated that he is sorry that the Council have not
been able to have the lots cleaned of tweeds because of lacT~ of money in
the treasury, harrever, that an application has been filed with the SERA,
requesting; that the City Attorney explain same and other projects contem-
plated.
Thereupon City Attorney Yennedy stated that he her made appli-
cation to the S'~RA fora project to eradicate the weeds an Lots in Lynwooc
which has been approved. by the Los Angeles office and "nos been forwarded
to San Francisco for final approval, ~-rhich calls for the use of 100 men
per day fora period of four months far said purpose, stating further
that it may be possible to get said project through in conjunction tiaith
a County project in crhich event .work brill be commenced within a short
time.
City Attorney Yennedy also stated that application has been
made to the Public 'y~orks Administration far a .aster project calling for
an expenditure of 265,000.00, ~~125,000.00 for material and supplies
and X135,000.00 for labor, and it is hoped that the P. 'I. A. tiaill make
available more funds in order that the projject will be accepted; also a
project is being considered which will call far a recreation park for
Lyn,aood T~ahich twill provide for football field, a base-ball diamond, a
stiaimming-pool, tennis courts, etc., and will cover a tract of land 35 or
40 acreas in area, statinf that the estimated cost of same has not yet
been received from the Engineer, but application will be made within a
short time and if approved grill be without cast to the taxpayers;
"^' stating further that thEy are also considering a storm drain project,
the estimated cart of which is being prepared by the ngineer and grill
be stabmitted to the P. '~I. A. also tiaithin a short time. It is estit~ated
that the total benefits to the City from the proposed projects grill be
three quarters of a million dollars, 65'o to be spent far labor.

License Ordinance fixing the license fee for barbers at :6.00 per year,
payable semi-annually in lieu of 12.00 per year as nom provided..
