REGULAR MEFTINCr NOVEMBER 20th, 1934.
The City Council of the City of Lynwood met in a regular
session, at the City Ha11, 11331 place Street, on above date, at 7:30 P.M.
Mayor Boster in the chair.
Councilmen I'~ake, Meyer, Daetweiler and Roster answered the roll
call.
Councilman Snyder was absent.
It was moved by Councilman Lake and seconded by Councilman
Meyer that the minutes of the previous adjourned regular meeting of
November 13th, 1934 be approved as written.

WRITTEN COMMUNICATIONS:
A communication was received from the National Engineering
Company relative to designing, constructing and financing of revenue
producing municipal utilities, which would require that the City make all
billings and collect all revenue--and from the gross revenues thus
collected, would pay all operating and maintenance costs; the revenue
bonds would not be a tax obligation of the city and would never be con- .
sidered as a general obligation of .the people, wishing an opportunity of
explaining in detail the plan, if the Council so desire. There being no
objection, the Mayor ordered the communication filed, with the request
that they appear before the Council and explain the matter further at the
next meeting.
A communication was received from Mr. G. W. Rehfeld protesting
because he was forced to pay a penalty amounting to approximately 5.00
because he was unable to pay his water bill on the 20th on account of
sickness in his family, however that re did pay same the first thing the
next morning, requesting that he be refl7nded the amount of the penalty.
There being no oh iection, the l~~avor rP~'erred tie matter to the ~9ater
Committee to take the matter un with the 5'Vater Superintendent.
An application was received from Mr. James `Rleslev Fly ativlying
for the position of motorcycle officer; also report of activities of """"'
Police Department was received from Chief of Police Bailey; also health
report for week ending November 10th, 1934. There being no objection,
the Mayor ordered same filed.
ORAL COMMUNICATIONS:
Mr. G. W. Rehfeld addressed the Council on the matter of weeds,
suggesting that weeds be cleaned off of the sidewalks on Long Beach Blvd.,
Imperial Highway and other streets; also protesting about dirt on the side-
walk on Long Beach Blvd.; also suggesting that people who are delinquent
on their water bills and are unable to pay same, could work out their bill
in the cleaning of weeds and the dirt off as alluded to.
Mayor Boster thanked Mr. Rehfeld for his recommendations,
.stating that this has been the practise that the Council have pursued and
that he will instruct the Chairman of the Street Department to contract
the Street Superintendent and see that weeds are taken care of as
suggested; also stating than application has been made to the SERA for a
weed eradication project and if approved all weeds will be cleaned off
of lots.
Mr. Floyd B. Rowlee addressed the Council relative to a water
bill standing against 3750 Platt Avenue, stating that the owner Mr. Hume
who lived there several years ago signed for the water, since which time
it has been rented and the tenant moved out about four months ago leaving
a 12.00 water bill unpaid and that RRrs. Bryant informs him that the bill
must be paid; Mr. Rowlee stating further that Mr. Hume had never been
notified of the delinquent water ri~1 and was not aware that his tenant "-"`
did not pay his water bills ae they were presented, requesting if there

There being no objection, the Mayor re.ferre~ the matter to the
Chairman of the 4Jater Department to investigate and report back to the
Council.

Engineer Bateman reported in writing with respect to the
petition of property owners on i~arlow tivenue, requestirg that the lights
be discontinued on said Street, to the effect that he has checked same
and finds that same represents 54jo of the assessable frontage and 59/ of
the improved property along Barlow Avenue, and is therefore a majority
petition, however, that he doubts the advisability to discontinue these

lights at the present time as requested, as the right of the Council to
so modify assessments of ter confirmation of the assessment roll and sub-
sequent levying of the assessment is seriously questioned. There being
no objection, the matter was carried over to next meeting for further
consideration.
Councilman Lake reported on the matter of the request of Orrin
Wright for refund of portion of water rent paid on the rear house on his
lot described as Lot 832, Tract 3078, stating that he recommends the
refund of 14.25 as requested as in checking the ordinance he finds that
he has been improperly billed as the ownership is in one name and the
charge for the rear house should have been 75~`per month in lieu of ~1.50~
Thereupon it was moved by Councilman Lake and seconded by Councilman
Meyer that the City Attorney be instructed to draft a Resolution
authorizing the payment of said claim.

wr at he has accomplished in the matter of nurcrasing 'bonds and coupons
in A. &. I. District No. 19 at a discount of 60~ for bonds and 50~ on
coupons as authorized at the last meeting of the Council, suggesting
authorization to purchase bonds and coupons in h. & I. District No. 16
(California Street), stating that he believes that he can purchase
45,100.00 bonds and X8,000.00 of matured coupons together with the
accrued interest from July 2nd, 1934, amounting to date in excess of
1,175.00 for the sum of ~10,Q00.00, which can be paid out of the Special
Assessment and Tax Relief Fund. There being no objection, the Mayor
ordered the matter tabled until next Tuesday night when the Council are
gong to convene to go into other bond matters to be discussed by the
City Treasurer.
An Ordinance of the City of Lynwood, California, Amending
Ordinance No. 241 of the City of Lynwood, providing for licensing and
regulating the carrying on of certain Businesses, professions, trades,
callings, and occupations, fixing a penalty for violation thereof;
repealing all ordinances in conflict therewith, by fixing the rate for
barber shops and beauty parlors at X6.00 per year, was lntrodueed and
read in full for the first time. It was moved by Councilman Meyer and
seconded by Councilman Daetweiler that ss.me be accepted as read the
first time and pass to the second reading.

Mayor Boster stated t~+at they are endeavoring to solve the
parking situation at t?~e S~',RA office, stating that shortly they are
going to have crossi.r.~ men stationed there to take care of the matter; .
also stating that some of the office force will re moved.
A communication was received from Chief of Police Bailey to
the effect that he has seen fit to revoke that certain temporary permit
issued to -rlrs. Niona Spawn, 11188 Long Beach Blvd. to conduct a dance
hall in connection with a beer parlor, which took effect on November
15th, 1934, requesting confirmation of his action in said matter.
Thereupon it was moved by Councilman Lake and seconded by Councilman
Meyer that the action of Chief.Bailey in said matter be confirmed by
the,Council, and upon roll call showed the following result:

The audit report for quarter ending September 30th, 1934 was
` submitted by Louis H. Decker, C. P. A. The Mayor suggested that the
members of the Council look same over as to errors and ommissions and
check over the recommendations made by the Auditor.
A. communication was received from Chief of Police Bailey
requesting that he be allowed X50.00 expense money in connection with
his trip to-Idaho to apprehend NTr. Vern Johnson who escaped from the
City Jail as the money allowed by the State was not sufficient to
cover all the expense involved. Thereupon it was moved by Councilman
Meyer and seconded by Councilman Daetweiler that said demand be allowed
and, warrant be drawn on the City Treasurer f_or said amount.

A communication was rec~ei.ved from Chief of Police Bailey sub-
mitting his resignation as C,rief of Po]~ce of Twnwood to take effect on
December 20th, 1Q34.
Councilman. Daetweiler addressed the Council recommending that
action be deferred on tris matter until next meeting when we have a full
Council.
Mayor Boster stated that he is not in sympathy with deferring
the matter, stating that the matter has been handled in a gentlemanly wag,
and that he does not care to make any passing remarks, but recommends ""
that action be not deferred, but that the Council take action on the
matter at this time.
Whereupon it was moved by Councilman Lake and seconded by
.Councilman Meyer that the resignation of Chief of Police Leo Bailey be
accepted to take effect on December 20th, 1934, however, that he be re-
leased from all duties as Chief of Police immediately.

Thereupon it was moved by Councilman Meyer and seconded by
Councilman Lake that Police Officer Miller be appointed temporary Chief
of Police at a salary of 175.00 per month.

Not Voting: Councilman Daetweiler.
Absent: Councilman Snyder.
At this time Chief Miller came forward and the City Clerk ad-
ministered the constitutional oath o~' orfjce, wrereupon Mr. Miller was
inducted into tre office of Chief of ~'olice.
Manor Roster stated to Mr. Miller that voU have teen appointed
acting Chief of Police until the further pleasure o.f this Council. You
are to perform the duties of Chief of Police, and to be the head of the "'"
Police Department not only in name but in fact; that it is the duty of
the police department to maintain law and order in the City fairly and
impartially, and to insist upon the absolute loyalty and cooperation of
every member of your department in order that police duties may be per-
formed efficiently in every respect, stating further that the Council
will not countenance any act of any officer at any time which tends to
bring discredit upon the office or the department or which tends towards
inefficiency.
Mayor Bolter also presented a Notice to be posted on the door
of the Police Department from the Police Commission, reading as follows:
"No person is to be permitted to enter this door except on police
business requiring his presence within the enclosure"; also one reading
as follows: "This space is provided for the transaction of the business
of the ,Police Department. No loitering will be permitted"; also one to
be presented to the Fire Chief reading as follows: "This Department is
maintained by the City of Lynwood for protection against Fire. No
loitering will be permitted in or about the Fire Stations'.

It was moved by Councilman Lake and seconded by Councilman
Daetweiler that the demands be allowed and warrants be drawn on the
City Treasurer for said various amounts.,

It was moved by Councilman Meyer and seconded by Councilman
Lake that the Mayor be authorized to appoint a committee to carrying on
the program as outlined by the National Housing Act. ,

Absent: Councilman Snyder.
It was moved by Councilman Meyer and seconded by Councilman
Daetweiler that the meeting adjourn to November 27th, 1934, at 7:OOP.M.
All members of the Council. present noting aye, the Mayor declared the
motion carried and it was so ordered.
