The City Council of the."City of Lynwpod met in regular session
at the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M.
Mayor Bolter in the chair.
Councilmen Lake, Meyer, Daetweiler, Snyder and Buster answered
the roll call.
In the absence of the City Clerk, Mrs. Pearl C. Morris, deputy
Clerk, acted.
It was moved by Councilman .Snyder and seconded by Councilman
Daetweiler that the minutes of the previous regular meeting of December
4, 1934, be approved as written. All members of the Council voting aye,
the Mayor declared the motion carried anal ~_t was so ordered.
The hour~of 8:00 o'clock P. M. having arrived, said time being
the hour set for receiving bids for-cast iron pipe and cooper tubing, in
accordance with specifications on file and as-per notice of inviting bids
published in the Lynwood Press. The Mayor inquired of the audience if
there were any further written bids to be submitted. There was no re-
sponse.` Thereupon the Dfiayor asked the Clerk if she had received any bids,
whereupon the Clerk presented bids filed Frith her on or before 8:00 P.M.
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Daetweiler that the bids be opened a.nd declared.

Certified checks or bonds accompanied each bid equallying at
least 10 per cent of the respective hi_d.
It was moved by Councilman Lake and seconded by Councilman Meyer
that the bid of the American Cast Iron Pipe'Company be accented-for the
cast iron pipe as followsc 6" pipe @.66~ ft., 8" pipe @.AB~ ft., and 12"
pipe @1.69 ft., and all other bids be rejected. Bids for copper tubing
be referred to City sneer for checking over & report to Council.

WRITTEN _COMMUNICATTONSs
A eommu'nication was received from Fire Chief Dunlap calling the
attention of the Council to Ordinance No. 229 and sections 1-2-3 and 4 of
said Ordinance that same have not been in full force and effect as con-
tained in said Ordinance. It was referred to the City Attorney to go over
the ordinance, which ordinance is the Civil Service Ordinance, and the
Clerk be instructed to notify the civil service committee or board to meet
with the Council at their first meeting after the first of the year.
A communication was received from the Superintendent of Los An-
geles County Animal Shelter, Mr. J. L. Ewing, asking for renewal of contract
for one year for the collection of dogs licenses and picking up of stray
dogs in the City of Lynwood. The Mayor asked Mr. Ewing to explain just
what the nature of this work was and at this time Mr. Ewing presented Mr.
Gifford who is a director of the firm giving the Council an outline of the
work they did.
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Meyer that said contract be renewed for the coming year and that
the Mayor be authorized to execute said contract for & in behalf of the City
of Lynwood.

A communication was received from the Lynwood Epic Club re-
gizesting that the City Council of Lynwood favor the Public ownership
of gas and electricity by the City of Lynwood.
It was moved by Councilman Meyer and seconded by Councilman
Lake that the Council go on record as favoring municipally owned lights
and Power.

The Health Reports for the weeks ending December 1, and 8th
were ordered filed. '
A Fetition was read protesting Ordinance No. 246 of the City
of Lynwood, requesting the City Council to reconsider and entirely
repeal same, signed by 323 persons, said ordinance being entitled "An
Ordinance of the City of Lynwood, California, regulating Dance Halls,
Dancing Clubs and Public Dances in the City of Lynwood", which was
adopted on the 13th day of November, 1934.
The Mayor spoke regarding this Ordinance stating that at the
time the ordinance was passed it was done for the good of the community
and is still of the same mind and at this time reading a letter from
the Lynwood Co-ordinating Council stating that they at their regular
meeting had adopted a Resolution commending the action of the City
Council in the passage of the recent ordinance known as the Dance Ordina-
nce. At this time the Mayor asked if any one had anything to say and
Mr. Vices, in the audience stated that his Ticense did not expire until
in Maq, 1935, the Manor stated that all licenses would be void on
January 1, 1935, and that he be kind en ouch `to turn his in at that time.
It was moved by Councilman Meyer and seconded by Councilman Lake that
said petition be filed.

two bb ids for the next 90 day period to furnish gasoline to
the City of Lynwood were read. one from the Standard Oil Company and one
from the Bryant Oil Company (Gilmore Oil Company).
It was moved by Councilman Snyder and seconded by Councilman
Meyer that the Bryant Oil Company be awarded the contract to furnish
gasoline to the City of Lynwood for the period of 90 days beginning
January 1, 1935.

The writing off of the. old Sneed Balances for the ,years 1926
and 1927 was discussed.
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Daetweiler that the City Attorney draft a Resolution to
write.. off the old. balances for 1926 and 1927 weeds as nor appear on
the City~s books.

The City .gttorney read an agreement from John T. Fairbanks,
who collects garbage and cans for the City that in addition to the
usual service heretofor he, without cost to the City of Lynwood or its
residents collect all wire, iron and metals on the same days that the
~~"" cans and bottles are collected.
Thereupon it was moved by Councilman Lake and seconded by
Councilman Snyder that they accept with appreciation this additional
service.

Resolution No. 928, entitled RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD WAIVING REQUIREMENT OF CORPORATE SURETY PROVIDED
IN CONTRACT DATED DECEMBER 1, 1934, BETWEEN CITY OF LYNWOOD AND JOHN
T. FAIRBANKS, was read. -
It was moved by Councilman Snyder and seconded by Councilman
Lake that said Resolution No. 928, be adopted.

An ordinance, entitled An Ordinance of the City of Lynwood,
California prohibiting drunkenness or intoxication in the City of Lynwood
and prescribing the punishment therefor and repealing Ordinance No. 186,
entitled "An Ordinance of the City of Lynwood relating to intokication
was read for the first time.
It was moved by Councilman Snyder and seconded by Councilman
Lake that same be accepted as read the first time and pass to the second
reading. --.

An ordinance, entitled: "An Ordinance or the City of Lynwood,
California, regulating the parking of vehicles upon certain streets,
alleys and restricted zones in the City of Lynwood and repealing ordin-
ance No. 15, entitled "An Ordinance of the Board of Trustees of the City
of Lynwood, California regulating all vehicles in the City of Lynwood,
and fixing penalties for the violation thereof," Ordinance No. 78 entitled
"An Ordinance of the City of Lynwood regulating the parking of vehicles
upon certain streets, alleys, and restricted zones,' Ordinance No. 145
entitled, "An Ordinance of the City of Lynwood amending Ordinance No. 78
regulating the parking of vehicles upon certain streets, alleys and res-
tricted zones, Ordinance No. 177 entitled an Ordinance of the City of
Lynwood regulating the time of parking motor vehicles on the public streets
of said City", Ordinance No. 196 entitled "An ordinance of the City of
Lynwood prohibiting parking of motor vehicles, "Ordinance No. 236 entitled
"An Ordinance of the City of Lynwood amending Ordinance No. 194 and es-
tablishing an additional loading zone" and ordinance No. 237 entitled "An

It was moved by Councilman Snyder and seconded by Councilman
Meyer that same be accept as read the first time and pass to the second

Discussion was had on the sign or hill-board ordinance but no
action was taken e.'lso the hand hill ordinance and -after discussing this
ordinance the Council asked that the City Attorney ureAare commies of the
one adopted by South San Francisco for each of the councilmen to read and
take up at another meeting.
The Mayor presented draft ofi form to be transmitted to the Chief
of Police to be issued by him in the return of badges, to his deparment.
Rules and Regulations of the mater Department of the City of
Lynwood governing discontinuance of water service of delinquent water
users was read.
It was moved by Councilman Snyder and seconded by Councilman
Daetweiler that this plan be put into effect and that the Clerk transmit
a copy to the Water Clerk, Water Superintendent and Relief Committee.

Meyer that a National Reemployment Service Representaitive be a pointed by
the City Council for a 30 day trial period compensation to be 80.00 per

It was moved by Councilman Snyder and seconded by Councilman
Meyer that same be accepted as read the first time and pass to the second

It was moved by Councilman Meyer and seconded by Councilman
Snyder that the demands be allowed end warrants be drawn on the City
Treasurer for various said amolznts.

Mr. Fredericks of the Long Beach Press Telegram, addressed
the Council requesting an add from the City of Lynwood for their annual
edition.
It was moved Tory Councilman Snyder and seconded by Councilman
Daetweiler that the City of Lynwood give the Long Beach Press telegram
1~8 page add costing ~p60.00 for their annual edition.
