PARKS AND RECREATION COMMISSION
1 Regular Meeting - April 20, 1983
INITIATION
1. The Regular .Meeting of the. Parks and Recreation Commission was
called to order by Chairman Caswell at 7:30 p.m. in the Council
Chamber of the City Hall, 5938 N. Kauffman Temple City, CA.
2. Chairman Caswell led the Pledge of Allegiance to the Flag.
3. ROLL CALL: PRESENT: Commissioners Adams, Burlingame, Crump
Shaw and Caswell

ALSO PRESENT: Victor B. Kobett, Director, Parks
and Recreation Department
4. APPROVAL OF MINUTES
It was moved by Commissioner Crump, seconded.by Commissioner Shaw
and unanimously carried that the minutes of the Regular Meeting
of March 17, and the Adjourned Meeting of April 5, be approved as
written.
NEW BUSINESS
5. REQUEST RECEIVED FROM TEMPLE CITY AYSO FOR USE OF. LIVE OAK.PARK
FOR 1983 -84 SEASON
Chairman Caswell asked if anyone was present in the audience
representing AYSO. There being no one, Chairman Caswell tabled
this item to be discussed later in the meeting.
6. REQUEST RECEIVED FROM TEMPLE CITY GIRL SCOUTS TO CONDUCT DAY CAMP
AT LIVE OAK PARK JULY 25, 27, 28, 29, 1983.
The Commission reviewed the request received from the Temple City
Girl Scouts for use of Live Oak Park to conduct a Day Camp from
9:30 a.m. to 3:00 p.m. July 25, 27, 28, 29, 1983.
Chairman Caswell recognized Mary L. Manning, Director, who advised
that the area being requested was the same as last year, that being
use of the Picnic Shelters and the grassed area North of the Shel-
ters to the Ball Wall.
Director Kobett stated that this activity would not conflict with
Department use.
Commissioner Crump stated he felt this was a very good use of the
Park facilities and moved that the request be granted subject
to the usual insurance requirements. Motion was seconded by
Commissioner Shaw and unanimously carried.
7. REQUEST RECEIVED FROM TEMPLE CITY QUOTA CLUB FOR RESERVED USE
OF A PORTION OF TEMPLE CITY PARK FOR HEARING AWARNESS DISPLAY
Commission reviewed request from Temple City Quota Club for
reserved use of a portion of Temple City Park, the area adja-
cent to the Library, to display Hearing Awareness material in
connection with hearing tests to be conducted in the Library.
Request was for May 14, from 9:00 a.m. to 4:00 p.m.
Commission recognized that former. Mayor Jack Tyrell has pro-
claimed the week of May 8 through May 14, as "Shatter Silence
Week ".
It was moved by Commissioner Shaw, seconded by Commissioner

8. REQUEST RECEIVED FROM? TEMPLE CITY AYSO
Chairman Caswell stated that discussion was open on the request
for use of Live Oak Park from the AYSO 1983 -84.
The Commission reviewed the request which was for the regular
season from September 6, 1983, Playoff season from February
1, through March 11, 1984.
Commissioner Adams questioned Sunday use by AYSO except for
makeup games.
Director Kobett stated that it was the policy of the Depart-
ment not to allow any Sunday use of Live Oak Park with the
exception of makeup games and only then with the approval of
the Department.
Commissioner Shaw stated he was under the impression that no
playoff games were played on Sundays - but only the All Star
teams.
Commissioner Crump felt that Sunday'use of the Park by organized
groups should not be considered unless for a makeup game.
It was moved by Commissioner Adams, seconded by Commissioner
Crump and unanimously carried that the request for use of the
fields for 1983 -84 be referred to the City Council recommen-
ding approval of all use dates with the exception of the Sun-
day requests and subject to coordination of use with Temple
City Youth Football and American Little League; also, that the
AYSO was required to be responsible for the cleanliness of
the Concession Stand and restrooms therein, litter control, pro-
tection of turf area used, not holding practice or games during
or immediately after a rain or when the turf is excessively wet,
electrical energy conservation, payment for electricity and
insurance.
9. COMMUNICATIONS
There were none.
10. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK
No one came forth.
11. DIRECTOR'S REPORT
Commission reviewed Director's report which gave background in-
formation on the items before the Commission.
Director's Report also gave information regarding the March
activities on the playgrounds and also adult sports at Oak
Avenue.
Report gave information on a broken swing at Live Oak Park.
Commissioner Crump questioned the type of swing seat to which
Director Kobett stated this was a safety seat and the swings
are regularly tested by staff.

Director Kobett also advised the Commission that the City
Council at their regular meeting of April 19, 1983 had ap-
proved the Commission's recommendations for the improvement
of the Live Oak Park Facilities.
12. MATTERS FROM CITY OFFICIALS
Chairman Caswell stated that the Governor had proclaimed May
7 through 15 as "Historical Automobile Week ".
No other Commissioners had comments.
13. ADJOURNMENT
It was moved by Commissioner Shaw, seconded by Commissioner
Crump that the meeting adjourn to the next regular meeting of
the Parks and Recreation Commission to be held at 7:30 p.m.
May 18, in the Council Chambers of the City Hall. Chairman
Caswell adjourned the meeting. at 8:00 p.m.
