A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
MIDPENINSULA REGIONAL OPEN SPACE DISTRICT
MAYJNG A DETERMINATION OF NO PROPERTY TAX
EXCHANGE PURSUANT TO THE PROVISIONS OF
DIVISION 1,PART 0.5, SECTION 95 ET SEQ. OF THE
CALIFORNIA REVENUE AND TAXATION CODE
WHEREAS, the Board of Directors of the Midpeninsula Regional Open Space District
has adopted a Resolution of Application and Request for Sphere Amendment("Resolution of
Application")to be filed with the San Mateo County Local Agency Formation Commission for
annexation of territory described therein as the Coastal Annexation Area and more specifically
described in Exhibit A thereto, and for incorporation of the Coastal Annexation Area into the
District's sphere of influence; and
WHEREAS, state law requires that local agencies, including the City of Half Moon Bay,
which receive property tax revenues from the proposed annexation area negotiate any exchange
in property tax revenue that may occur as a result of the annexation; and
WHEREAS, the District Board of Directors has determined that it shall not seek any
property tax transfer or exchange to the District from any local agency, whether city, county, or
special district, in connection with the proposed annexation of the Coastal Annexation Area and
that, therefore, no negotiated property tax exchange is requested; and
WHEREAS, this determination has been made prior to and as a condition precedent to
the Executive Officer of the San Mateo County Local Agency Formation Commission issuing a
Certificate of Filing for the Resolution of Application.
NOW, THEREFORE, this Resolution of Determination of No Property Tax Exchange is
hereby adopted and approved by the Board of Directors of the Midpeninsula Regional Open
Space District; and
BE IT FURTHER RESOLVED that there shall be no transfer or exchange of property tax
revenue to the Midpeninsula Regional Open Space District from any affected local agency,
including but not limited to the City of Half Moon Bay and any special district located within the
proposed Coastal Annexation Area, and no such exchange or transfer shall be sought by the
District, in connection with the proposed annexation of any territory to the Midpeninsula
Regional Open Space District pursuant to the Resolution of Application for Annexation.

the above is a true and correct copy of a resolution duly adopted by the Board of Directors of
the Midpeninsula Regional Open Space District by the above vote at a meeting thereof duly
held and called on the above day.

The following described lands and those referred to are all within the County of San
Mateo, State of California:
Beginning at a point where the centerline of the middle fork of San Pedro Creek inter-
sects the southerly line of the corporate limits of the City of Pacifica as described in that
certain"AFFIDAVIT OF COUNTY CLERK OF THE COUNTY OF SAN MATEO,
STATE OF CALIFORNIA, RELATING THE INCORPORATION OF THE CITY OF
PACIFICA AS A GENERAL LAW CITY"recorded November 22, 1957, in the Office of
the County Recorder of the County of San Mateo, Recorder's File No. 99677-P; thence
from said point of beginning southeasterly along the center of said creek and continuing to
follow the general westerly and southwesterly lines of the lands described in the Proposed
Annexation to the City of Pacifica being Ordinance Number 241 dated October 26, 1962
and recorded on January 9, 1963 in said Office of the County Recorder, 9200 feet more or
less to the southeast comer of the Northwest 1/4of the Southeast 1/4of Section 24 in
Township 4 South, Range 6 West, Mount Diablo Base and Meridian; thence leaving said
corporate city limits and running west from said southeast comer along the southerly line
of the North V2of said Southeast 1/4of said section 1320 feet more or less to a point of
intersection with the North/South centerline of said Section 24; thence South along said
centerline 1320 feet more or less to the North 1/4comer of Section 25; thence along the
northerly line of said Section 25 West 2640 feet more or less to the northwest comer of
said section; thence along the west line of said section South 4600 feet more less to the
general northerly line of the Rancho Corral de Tierra(Palo Mares); thence in an easterly
direction along said Rancho line and continuing along the general westerly and
southwesterly lines of the lands of the SFSF&GR various courses for approximately 10
miles to a point of intersection with the general northerly line of the Half Moon Bay Road;
thence westerly along said general northerly line to a point of intersection with the
easterly line of Section 14 in Township.5 South, Range 5 West, Mount Diablo Base &
Meridian; thence southerly along said easterly line and the general southeasterly boundary
of the Midpeninsula Regional Open Space District as exists on January 1, 2002 a distance
of thirty-five(35) miles more or less to a point of intersection with the San Mateo/Santa
Cruz County line; thence along said common County line in a general southerly, westerly,
southerly and westerly direction to the mean high tide line of the Pacific Ocean; thence
northerly along said mean high tide line to a point where such line intersects the
southwesterly line of the incorporated limits of the City of Pacifica; thence in a general
southeasterly direction along said city limits to the point of beginning.
TOGETHER WITH the Northeast '/4 of Section 27 in Township 7 South, Range 3
West, Mount Diablo Base & Meridian.
