HomeMy Public PortalAboutM 1935-01-02 - CC~ ~ ~~ REGULAR MEETING JANUARY 2ND, 1935 The City Council of the City of Lynwood met in a regular session, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. Mayor Bolter in the chair. Councilmen Lake, Meyer, Daetweiler, Snyder and Bolter answered the roll call. It was moved by Councilman Snyder and s®conded by Councilman Meyer that the previous minutes of the regular meeting of December 18th, 1934 b® approved as written with the exception that the Civil Service Board was to meet with the City Council at the call of the Council, in lieu of tonight. All members of the Council present voting aye, the Mayor declared the motion carried and it was so ordered. WRITTEN COMMUNICATIONS: , A communication bras received from the State 5treet~ Assessment, ReTief,Association, by A. G. Bolenbaugh, President, requesting the use of ' the Council camber for a meeting for Thursday night, January 24th, x.935. After due consideration, it was decided that there is no evening Qpen ' excepting Wednesday, theref ore, it was moved by Councilm~.n Meyer and s®conded by Councilman Daetweiler teat we grant bermission to use the Counci]. Chamber for a meet3.n~ on Wednesday_night, January 23rd, 1935. All members of the Council voting aye, the 142ayor declared th.e motion carried and it was so ordered. A petition was received signed by cleaners and dyers in the City of Lynwood requesting a reduction in license from X12.00 per year to 6.00 per year, contending that they sell no merchandise whatever, but their business is entirely labor. It was moved by Councilman Lake and seconded by Councilman Snyder that the business license ordinance be amended to provide for a license fee of ~p6.00 per year for cleaners and dyers, and that the City Attorney draft same. Roll Call: Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Bolter. Noes: None A communication was received from Judge Howard Hemmenway acknow- ledging receipt of letter from Deputy City C1 erk Pearl C. Morris with reference to a request that he sign all dockets, stating that he has always followed such a procedure, but that he cannot sign judgments which were made by his predecessor. There being no objection, the Mayor in- structed the City Clerk to express the Council's appreciation for his co- operation and that the Council do not expect him to sign the judgments of his predecessor. Reports were received from the Building & License Collector, Fire Department showing activities of their respective department for the month of December; also health reports for weeks ending December 15th and 22nd from the Los Angeles County Health Department. UNFINISHED BUSIATESS: ~ communica on was received from Water Superintendent Bateman reporting on the bids f. or copper service tubing, to the effect that all bids being equal (184 per ft. less 25~) and all bidders satisfactorily meeting Type K government specifications No. WW-T-799 for seamless copper tubing, and as the quantity required is to small to be split up amongst the various bidders, it is recommended that the award be made to Service Seel Company at the price as quoted in their bid. Thereupon it was moved by Councilman Snyder and seconded by Councilman Meyer that we accept the recommendations of Water Superintendent Bateman and award the contract for approximately 4000 feet of 3/4 inch copper tubin as des- cribed above to said Service Steel Company at the price of 18 per .f t. 1-ess 25~, and the City Clerk be instructed to return the certified checks acc©mpanying the bid of the unsuccessful bidders. '""' Noes: None ORDINANCE N0. 249, entitled: 'SAN ORDINANCE OF THE CITY OF LYN- WOOD, CALIFORNIA, PROHIBITING DRUNKENNESS OR INTOXICATION IN THE CITY OF LYNWOOD AND PRESCRIBING THE PUNISHMENT THEREFOR AND REPEALING ORDINANCE N0. 186, entitled: 'AN ORDINANCE OF THE CITY bF LYN~'VOOD RELATING TO IN- TOXICATION~", was read for the second time. Thereupon it was moved by Councilman Meyer and seconded by Councilman Daetweiler that said Ordinance No. 249 be adopted as read the second time, finally pass and be published as required by law. Roll Call: Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Buster Noes: None. 25~ ORDINANCE N0. 250, entitled: SAN ORDINANCE OF THE CITY OF LYN- R'OOD, CALIFORNIA, AMENDING ORDIT~?A~TCF N0. 241 OF THE CITY OF LYNWOOD, en- titled: 'AN ORDINANCE OF THF~ CITY OF LYNGVOOD, CALIFORNIA PROVIDING FOR LICENSING Ar1D REGULATIAIG THE CARRYING ON OF CERTAIN BT7STNESSES, PROFE55IONS TRADES, CALLINGS AND OCCUPATIONS FIXING A PENALTY FOR THE VIOLATION THEREGF REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH", was read for the second time. It was moved by Councilman Lake and seconded by Councilman Snyder that said C)rdinance No. 250 be adopted as read the second time, finally pass and be published as required by law. It was moved by Couneilrnan Snyder and seconded by Councilman Daetweiler that a telephone be installed at the City.yar~is for use by ~4r. O~Shaughnessy in his N. R. S. registration work. All members of the Council voting aye, the Mayor declered the motion carried and it was so ordered. NEW BUSINESS: It was moved by Counei~man Lake and seconded by Councilman Meyer that we confirm the urchase of two motorcycles, radio equipped, for the principal amount of 912.89, less allowance on Hendersonfs owned by Folice Officers Baier and Dederick in the amount of 250.00, and that ~ warrant be drawn on the City Treasurer for the principal amount of 400.00 as payment down and the remainder to be paid in 60 days, which upon roll call showed the follmiving result: Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Boster. Noes: None A communication was received from Acting Chief Chas. J. Miller requesting that the amount of X125.00 be allowed Motorcycle Officer J. Baier and C. Dederick for their old motors as the transaction has been completed and the new Cit~r owned machires sre now in service in the Police Department. This matter was tabled until a liter date when it is deter- mined how tax collections will be forthcoming. A communication was received from Water Superintendent Bateman with lettar received from Pacific Electric Railroad Company attached en- closing form lease covering the installation of 12 inch cast iron mains under the Company's right-of-way at caress St, and a point west of Long Beach Blvd., Lynwood, requesting the. City to arrange for a deposit w1.th the company in the amount of X200.00 to take care of any track work that will be necessary, plus check of ~-11.00 to cover the crossing west of Long Beach Blvd., Engineer Bateman stating that he believes that the only cost to the City will be the ~I1.00 and the200.00 will be returned in the event there is no damage to the P. E. property, therefore recommending the execution of said forms., Thereupon it was moved by Councilman Snyder and seconded by Councilman Lake that we accept the recommendations of Engineer Bateman end that the Mayor be authorized to execute said lease for ~a.nd in behalf o-f the City of Lynwood. _ Roll Call: - Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Boster. Noes: None. A'communieation was received from Zeiler & Zeiler stating that 'they have a policy in the principal amount of 6,500.00 covering City ~uildir~gs and contents agai nst loss by fire which expires on January 30th, '1935, requesting renewal of same. The Citg Clerk also stated that there are two other Policies of like amounts that expire on said date., There being no objection, the Mayor instructed the City Cle~rl~ to prepare a list of policies and who the agent was that wrote each for study of the Council in awarding further insurance. Councilman Lake addressed the Council to the effect that some time ago a Mr. H. W, Swanby deposited a check in the amount of X150.00 for salvage materials in connection with the proposed water project, stating Rthat he believes that something should be done about it. After due con- sideration it was decided to wait action on the matter until after the ~'vb is completed when the Council will be in a better position to determine the true value of salvage materials, therefore, it was moved by Councilman Lake and seconded by Councilman Daetweiler that the check be returned to Mr. Swanby with the inf ormation that as soon as the job is completed he will be permitted to bid on any salvage materials to be sold. RESOLUTION N0. 929, entitled: 'RESOLUTION OF T1~.E CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA,_CANCELLING UNPAID WEED REMOVAL ASSESS- MENTS FOR THE YEARS 1926 AND 1927 .AND TERMINATING, CANCELLING AND DIS- CHARGING T,IENS ARIST>\TG OTJT OF SAID ASSESSMEAITS~', was read. It was moved ~~~ by Councilman Snyder and seconded by Councilman Daetweiler that said Re- solution No. 929 be adopted. Roll Call: Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Boster. Noes: None. An Ordinance of the Cit y of Lynwood, California, Amending Ordi- nance No. 76, entitled: "AN Ordinance of the City of Lynwood regulating the keeping and running at large of dogs, providing for immunization of dogs against rabies, fixing certain license taxes therefor and providing penalties for the violation there of and repealing certain Ordinances", fixing the fee a~ X2.00 for femal es and ~p1.00 for males, was read for the first time. It was moved by Councilman Meyer and seconded by Councilman Daetweiler that said Ordinance be accepted as read the first time and pass to the second reading. Roll Call: ~ - Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Boster Noes: None A report of activities of R. Y. O~Shaughnessy is connection with N. R. S. registration work, was r eceived. Mayor Boater requested ter. Matheney to explain .bout using Union men only at the School job. Thereupon Mr. Matheney addressed the Council relative to the matter stating in part that some of the trades require union men only and some do not; that the fee to join the union is 25.00 for new membership which must be paid in advance before they are permitted to work, Mr. Matheney stated that he believes that the other school jobs will have different requirements as the contractor has indicated his willingness to cooperate with the School Board and to take recommendations from them with respect to tradesmen to work on construction work. Discussion ensued relative to whether or not it could be arranged so that the initiation fees could be'paid by installments rather than the whole amount at one time, however, no action was taken relative to the matter.
