Councilmen L?ke, r~"eyer, Daet~.areiler, Snyder .,nd Roster answered the roll call. ,,, It was moved by Councilman Snyder and seconded by Councilman Meyer that the minutes of the previous regular meeting of January 15th, x.935 be approved as vuritten. kll members of the Council voting aye, the Manor declared the motion carried and it was so ordered. WRIT'1'Ed COI`d'11U~UIVICr~l'IUNS : A communication was received from E. S. Cavanaugh, Insurance Agent requesting insurance business. There being no objection same was ordered filed. A communication was received from Pioneer-Flintkote Company stating that they have checked the City Hall roof in connection with the 20 year guarantee thereon, an d that they find that same is in good condi- tion. There being no objection, the Mayor ordered same filed. A communication was received from Acting Chief of Police Miller requesting that Motor Cycle Officer H. C. Gardner and Nels Anderson be re- funded 3.00 each for the purchase of license plates for their motors. Thereupon it was moved by Councilman Snyder and seconded by Councilman Daetweiler that Officers Gardner and Anderson be reinbursed for the amount of license plate fee, and that a warrant be drawn on the City Treasurer for said amount of 3.00 each to cover same. Rohlwing, Manager of the Lynwood Cooperative Unit TTo. 4 informing that they are contemplating on establishing a store in connection ~.vith their Unit for the purpose of handling staple artir,les to sel~ to their mem?~ers only, requesting that they be excused from r.av_n~ a business i icense inasmuch as their enter- prise wi].) '^e a non-profit t~roposition; also reryuestjna sanction from the Council. There being no or jection, the P~Rayor ref. erred the matter to the City Attorney for investigation and report back his opinion ir. the matter for the next meeting of the Council. A communication wras received from lair. R. H. Rohlwing, Manager of Lynwood Cooperative tinit 1Vo. 4, requesting that they be supplied with water for land that they have leased in connection with their garden pro- jects. There being no objection, same wasref erred to Water Superintendent Bateman for investigation and recommendation. A communication was received from the Lynwood Emergency Relief Fund by W. E. Spicer, President, reporting what the organization has de- cided in connection with delinquent water accounts, commending the Council for action already taken to relieve the distressed, suggesting the execu- tion of a note to be .f. ollo~rred by work, thus enabling patrons to take ad- vantage of tre 25d discount, stating that for those who have neither sil- ver nor service to pay their water bill with, their organization will be glad to investigate through their investigating committee. There being no objection, the Mayor instructed the City Clerk to communicate with the Lynwood Emergency Relief Fund thanking them for their services in the mat- ter. ~~ communication was received from Jack Harris, Agent for PJlutual Building & Loan Co. of Long Teach to the effect that last year when the City paved the alley that runs from Fernwood to Beeehwood, the road was cut down so much that the dirt supporting their fence and a cement walk, has become undermined and tre property next to alley is in bad repair and very unsightly wishing to determine w~?ether the City is responsible for the repairing of this condition. McCauland, requesting that Pine Street be improved as i_t is in a very bad condition, favoring having same oiled x: graveled. There being no ob- jection, the lviayor referred same to the street Superintendent for investi- gation .nd report as to cost, etc. Report of activities of City Court for the month of January; al- so Fire and "Police Departments, dnd health reports for weeks ending January 19th and 26th, were received. REPORTS OF SPECIAL CONIT~IITTEES: ngineer Bateman reported in writing regarding the cost of repair ing Bullis Road from Imperial Highwasy to Morton Road and San Vineente St. north of Norton Avenue, stating that the cost of resurfacing would be ap- proximately 950.00. The matter was referred back to the City Engineer for report as to how much it would cost to scarify and roll Bullis Road in lieu of having; same resurfaced. ~~~ UNFINISHED BUSINESS: 'the matter of request of Autobank to construct a bu17 etin board on their Lots described as 306 and 307, Tract No. '>551 for advertis- ing their products, was again considered. NEIL"J BU:,INESS n Ordinance of the City ~f Lynwood relating to judgments of the City Court of City of Lynwood relative to payment of fines in instal- lments, was read for the first time. It was moved by Councilman Snyder and seconded by Councilman Lake that same be accepted as read tie first time and pass to the second reading. Roll Call: Ayes: Councilme n Lake, Meyer, Daetweiler, Snyder and Boster. Noes: None. An Ordinance of the City of Lynwood, California, amending Sec- tion 21 of Ordinance No. 2,41 entitled : "An Ordinance of the City of Lyn- wood, California, providing for licensing and regulating the carrying on of certain businesses, professions, trades, callings and occupations, fixing a penalty for the violation thereof; repealing all Ordinances in conflict therewith", by fixing li • apse fee for pressing or dyeing of clo- thes at 6.00 per annum, was read for the first reading. It was moved by Councilman Lake and seconded by Councilman Meyer that same be accepted as read the first time and pass to the second reading. Nir. Henry Doebler requested ~4.UG to pay f'or space used by the Street Department in the dumping trash and dirt. Building Inspector Col- lins stated that he had investigated and finds that it is well worth the price. Thereupon it was m~~ ed by Councilman Daetweiler and seconded by Councilman Meyer that Mr. Doebler be paid 4.00 for using his land for dumping rubbish and dirt, and that a warrant be drawn on the Treasurer for said amount. Roll Call: Ayes: Councilmen Lake, Meyer, Daetcreile.r, Snyder and Boster. Noes : t~?one. The City Clerk stated that recall petitions directed against Councilman Lakeand NTayor Boster have been filed, stating that he does not believe that i_t will be necessary to employ extra help to check same, however, in the event he does, if it will beagreeable with the Council, and the Council members all expressed themselves agreeable to the expen- ~ diture if and when it becomes ncessary. # Report of activities of Mr. R. Y. O~Shaughnessy, N. R. S. Registrar requesting that he be allowed an expense account for the use of his car in his work. Discussion Teas rad relative to the matter; al- so regarding how long to continue said work, however, the matter was laid over and no action was taken hereon. The matter of t he salvage material that might accrue because of the water project that is now in operation, was again brought up for consideration, and bids h aving not been called for as per action of the City Council at their reg ular meeting held on January 15th, 1935, and it belting determined that it would be more advantageous to accept the pro- osal of one H. W. Swanby who submitted a check in the principal sum of 150.00 to remain as a deposit with the City as a guarantee, offering to remove from the broung a7.1 the wooden mains and haul same away at no ex- pense to the City; also all old metal pipe and Sunk at the rate of 3.05 per ton, and as soon as 25 tons have been moved he will furnish the scale tickets and pay 76.25 for each lot of 25 tons, Theref ore, it was moved by Councilman Snyder and seconded by Councilman Daetweiler that the action-of the Council taken at the last regular meeting in instructing the City Clerk to advertise for bids for the selling of said salvage materiels, be and the same is hereby rescin- ded. Sr+ra.nby be accepted as per bis bronosal alt contained in his letter of November 26th, 1934, and that the CitTT Clerk notify Mr. Swanby of the action taken, which motion was seconded by Councilman Deaetweiler, and upon roll call showed the following result: Ayes: Councilmen Lake, w~eyer, Daetweiler, Snyder and Boster. Noes : tvone. w b ~~ TViayor Harold Pomeroy of South Gate addressed the Council regard- ing the matter of the Mattoon Act problems, stating that at the present time there is no validating statute to undertake the refunding of the in- d~btedness of the Mattoon Act districts, however, that there is a case be- fore the Supreme Court of California that was enacted by the Legislature of 1933, and it was believed at first that the act would be declared invalid, however, the Court has decided to hear further arguments, so it is believed that there is a cance of upholding the constitutionality of the act, and along this line their City Attorney, Clyde 'Noodworth is preparing a brief wishing to know ~thether or not the City of Lynwood wish to participate in the expense to an amount not to exceed X100.00, stating further that other Cities will be asked to contribute an amount in proportion to the benefits that will be derived if the case is successful, stating that said brief wI 11 be drafted subject to the approval and suggestions made by your. own ,,,,,,~ City Attorney. After due deliberation, it was moved by Councilman Lake and se- conded by Councilman Snyder that we underwrite an amolznt not to exceed 50.00 towards the drafting and nresentin~ o~' said brief to further the interest of the City of T;~wood.
