ADMINISTRATIVE SERVICES DEPARTMENT MEMORANDUM DATE: October 20, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager SUBJECT: FUNDING OF COMMUNITY DEVELOPMENT DIRECTOR POSITION AND DEFUNDING PLANNING MANAGER POSITION RECOMMENDATION: The City Council is recommended to approve: 1. Approve the funding for a Community Development Director position and defund the Planning Manager position; and 2. Approve an appropriation of $7,265 to the General Fund to reflect the increased salary costs arising from the adjustment in position being funded. BACKGROUND: 1. On September 20, 2019, the City’s Community Development (“CD”) Director position became vacant. 2. On September 23, 2019, the City’s Planning Manager was appointed as the Interim CD Director. 3. On January 15, 2020 and through February 17, 2020, the CD Director position was opened for recruitment. 4. On March 19, 2020, to mitigate the spread of COVID-19, state and county officials ordered residents to stay home or at their place of residence. 5. On June 29, 2020, City Council approved Resolution No. 20-5479 adopting the City’s Fiscal Year 2020-2021 (“FY2021”) budget which did not include funding for a CD Director position. City Council October 20, 2020 Page 2 of 2 ANALYSIS: Due to adjustments in City operations and concern of the initial fiscal impacts as a result of the COVID-19 pandemic, the recruitment for the CD Director vacancy was postponed. Subsequently at the time, because the COVID-19 pandemic continues to affect City revenues and the Interim Community Development Director was in place, the CD Director position was not funded in the FY2021 budget. Organizationally, taking into account for the size, function, and responsibilities under the Community Development department, it is important to have a director position to plan, direct, manage and oversee the CD department. Currently, the Planning Manager has been the Interim CD Director since September 2019. Therefore, it is recommended that the City Council fund the CD Director position and defund the Planning Manager resulting in no additional full-time position. It is requested that City Council also approves an appropriation increase of $7,265 in the General Fund for FY2021 as the Planning Manager salary was budgeted at the Interim CD Director costs. CITY STRATEGIC GOALS: Actions contained in this report align with the City’s strategic goal of good governance. FISCAL IMPACT: The fiscal impact to the FY2021 budget is an additional appropriation of $7,265 to the General Fund.
