HomeMy Public PortalAbout20020916REGULAR COUNCIL MEETING SEPTEMBER 16, 2002 1 CALL TO ORDER The Regular Council Meeting of September 16, 2002, was convened at 6:00 P.M. by President Pro Tempore Edith Vogel in the absence of Mayor Tom Rackers. Prayer was offered by Councilman Dan Klindt, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY There were no presentations from the Gallery to come before the Council at this time. ANNOUNCEMENTS BY THE MAYOR There were no announcements made by President Pro Tempore Edith Vogel at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Bernie Fechtel of Jefferson City presented the City with a grant check for $10,000 to expand the Sober Chauffeur Program beyond just the Christmas holiday season. He stated that $5,000 are from his company, Fechtel Beverage, Inc., and $5,000 from the Miller Brewing Company. The City Council thanked Mr. Fechtel for this substantial grant. CONSENT AGENDA The following items were presented to the Council for their approval by consent: a. Council Meeting September 3, 2002 b. Sole Source Procurement from Steffen, Inc. for Stanley Hydraulic Tool Attachments, Fire Dept. REGULAR COUNCIL MEETING SEPTEMBER 16, 2002 2 c. Designation of Charles Lansford as Employer Representative at LAGERS Annual Meeting Councilman Larry Vincent made a motion to approve items on the Consent Agenda, The motion was seconded by Councilman Roy Viessman, and approved unanimously. Bill 2002 -76 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13444: Aye: Angle, Ferguson, Groner, Klindt, Olsen, Smith, Viessman, Vincent, Vogel and Weber Nay: None REGULAR COUNCIL MEETING SEPTEMBER 16, 2002 6 INFORMAL CALENDAR Bill 2002 -56, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REAFFIRMING THE CURRENT ORDINANCE RELATING TO FINANCIAL DISCLOSURE BY MUNICIPAL OFFICIALS AS CITED IN CHAPTER 2 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI. Councilman Larry Vincent requested that Bill 2002 -56 be removed from the Informal Calendar for discussion and then planned to place it back on the Informal Calendar so that Council Members will have time to read information they just received on the matter. A lengthy discussion was held regarding the issue of requiring elected officials to file Personal Financial Disclosure forms with the state Ethics Commission. Several Council Members stated their position on the matter. City Counselor Allen Garner was asked to explain the difference between what the City's officials currently sign and the Ethics Commission's form. Councilman Cliff Olsen suggested if elected officials are required to file the longer form that City board and commission members should also be required to file them. Following the discussion, Councilman Vincent requested that Bill 2002 -56 be placed back on the Informal Calendar at this time. Bill 2002 -64, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 2002, TO OCTOBER 31, 2003, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Councilman Larry Vincent requested that Bill 2002 -64 remain on the Informal Calendar NEW BUSINESS Councilman Kenneth Ferguson mentioned calls he has received from constituents in the First Ward regarding dilapidated buildings and the City's policies about maintaining property. He stated he is concerned about the redevelopment of such properties and wondered if a meeting should be scheduled to discuss these concerns. Councilman Larry Vincent suggested that Councilman Ferguson may want to contact city staff when he receives such calls so the citizens' concerns can be directed to the right department and any necessary action can be expedited. City Administrator Rich Mays stated that if Councilman Ferguson thought itwas necessary to have a meeting, he would be attend such a meeting. UNFINISH REGULAR COUNCIL MEETING SEPTEMBER 16, 2002 7 ED BUSINESS Councilman Cliff Olsen suggested that the Mayor's ad hoc committee to review the parking ticket issue schedule its first meeting. The five members of that committee, Councilmen Klindt, Olsen, Smith, Vincent, and Vogel, agreed to meet at 5:30 PM on Tuesday, September 24. Councilman Clyde Angle asked if the committee could expand its scope and look into issues he has brought up recently about collection of unpaid court fines and costs. The committee members stated they would prefer to wait to see specifically what the committee is charged with looking into before they agree to expanding its scope. COUNCIL LIAISON REPORTS Councilman Larry Vincent reminded the Council of the Finance Committee on Wednesday, September 18, at 5:30 PM. Council was also reminded of the Thursday, September 19, Public Works and Planning Committee meeting at 5:30 PM. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Dan Klindt for adjournment, seconded by Councilman Larry Vincent and approved unanimously at 7:10 PM.
