The City Council of the City of Lynwood met in a regular session, at the City Hall., 11331 Plaza Street, on above date, at 7:30 P. M. Mayor Boster in the chair. Councilmen Lake, Meyer, DaetTfreilPr,~Snyder and Boster answered the roll call. It was moved by Co~ar.cilm~n bake and seconded by Councilman Daet- weiler that the mir_utes of the rrevious rPr?izlar meeting of April 2nd, 1935 be apx~roved as ZRmitten. California Muni- cipalities of Los Angeles County inviting the Council to attend their next regular meeting to be held at the University of Southern California, when there will be a talk on "Traffic safety", dinner at 6:.30 P. IVi. There being no objection, the Iviayor ordered same filed. A communication was received from IWr. Chas. Halbert requesting 21.00 for destroying plam trees in parkway by the Water Department when they installed a pipe line in front of his place located at 10849 Califor- nia Avenue. There being no objection, the 11~ayor referred the matter to the Water Committee to investigate the matter and report back to the Coun- cil their findings. A communication was received from City Clerk Langley of Monterey Park requesting the Council to pass a resolution endorsing bills now be- fore the State Legislature with respect to Revenue Bonds, with resolution attached adopted b y the City Council at Monterey Park. There being m ob- ~ection, the Mayorc~dered the communication filed as the Council had al- ready gone on record favoring such legislation. A communication was received from Mr. John Pinto making applica- tion to operate a Club in his building located at 10234 Long Beach Boule- vard, known as the Dunbar Club which is incorporated under the laws of the State of California for the purpose of promoting the recreational fa- cilities of its members, stating that said Club are wishing to lease his premises, stating that said clue ~^~ili not cater to the general public, and will have a legitimate membersh~n. .Attorney William L. Thomas addressed the Council in hehalf of Mr. pinto's Arrlication stating in part that he has known Mr.. pinto ~^rhen he ~.Nas in '~u~ine~~ in uuntin~;ton Park and he is the one that induced him to move to Lyn~rvood believing; teat it would be a better location and he did very good for a few years, ?~ia.t ?rohen beer came in he started a beer garden with dancing and since dancing has been eli- miniated it is difficult for himto pay his rent, stating that if the club is permitted that while it will not be open to the general public it will be open to the Police at all times ana no children will be permitted there- in. Mayor Boster spoke on the matter stating that he is strictly op- posed to grafting the application if there is going to be any liquor ser- ved in connection with the club as wine and women does not mix, and that the City had some ill experience with the beer gardens in the past, how- ever, if it is a dance application and. there will be no liquor servedr the Council may look favorably on same. After due deliberation, the Mayor referred the matter to the City Attorney for an opinion if such an establishment would comply with existing ordinances. ~j'he health report for weeks ending March 30th, 1935 and April 6th were received and ordered filed. Mayor Boster addressed the Council and the audience relative to different stories that have been passed in the City with respect to Civil service bills that have been passed by the State Legislature,etc., read- ing a telegram that he had received today relative to the matter, being as follows: "AS amended Assembly Bill 2174 does not contain emergency clause. It is before Senate for bassa~;e having passed assembly. Assembly Bill 1970 passed both houses and went to Governor April 1st. (Signed)Louis Burke". Mayor Boster state? teat when the bills are finally in effect that the present Civil Service Or~in~nae will be rescinded and a new one drafted to conform t~rith a uniform ordinance to be drafted b;Q the League of California. Municipalities, if the people want it rescinded and a new one adopted, stating that he believes it will take annroximateTv 600 names to rescind the present ordinance, stating that it is not the Council's desire to fight civil service, and that they are not opposing civil service, but we believe the people should say whether or not we should have it,or what kind we should have. ~uayor Boster also spoke on a plan that the Council are going to follow whereby each organization of the City will be requested to appoint two members of their organization to represent it on a citizens committee to act in an advisory capacity with respect to matters that the Council will refer to them for consideration,said committee to make their recommendations as to conclusions and decisions reached by tY~e Committee, giving as an example the proposed pro3ects th at have been submitted to the State Planning Commission to be included in the P. The fallowing addressed the Council favoring the plan: Mr. Willis Birdsall, Roy Gilliland, Carl Bfiorehouse, Mr. Chas. W. Weber, Mr. I. Seufert and Mr. A. B. Gray. UNFINISHED BUSINESS: uilding Inspector Collings reported on the matter of the applica- tion of Foster & Kleiser to construct a doublt bill board to display adver- tising matter, stating that in checking the re-cords he finds that many of the lots where signs are now located have been sold to the state and the address therefore is unknown so he doubts if said firm are paying any ren- tal for the sign boards at all. After consideration of the matter, same was tabled for further investigation until next meeting of the Council. NEtiY BUSINESS communication was received from Mr. John W. Denny tendering petitions purported to be signed by not less than twenty per cent of the qualified electors of the City as of the last General State Election,;re- questing the Council call an election to submit to the electors of the City the question of whether or not the City of Lynwood shall disiricor- porate, the City Clerk announcing teat the petitions are signed by 962 as far as he could dtermine in a snap tally of same. Manor Boster addrressed the Council and audience that he is strict- ly opposed to such a move. Councilman Lake addressed the council to the effect that the Coun- cil are endeavoring to economize as much as possib~ in running the City Government and have worked out an economy move in the Fire Department. Thereupon it was moved by Councilman Lake and seconded by Council- man Meyer that the office of Fire Chief of the City of Lynwood be vacated, / to take effect on May 1st, 1935, however, that Chief Dunlap be released from duty as of this date, the remainder of the time to be his two weeks vacation, and that a warrant be drawn on the City `T'reasurer for said two weeks vacation period, eing compensation from April 16th, T935 to May 1st, 1935, in ~he amount of 8(?.00. ouncilman Snyder addressed the Council stating that Chief Dunlap has another position in mind anyway and he believes that it will relieve further friction as far as he is concerned in the Fire Department. Roll Call on motion: Ayes: Councilmen Lake, Meyer, Snyder and Boster. Noes: Councilman Daetweiler. ~~ It-was moved by Councilman Snyder and seconded by Councilman Meyer that Tire Captain E. ~.~V. Lewis be appointed as Captain in Charge of the Fire Department at a salary of 140.00 per month. Roll Call: Ayes: Councilmen Lake, Meyer, Daetweiler, Snyder and Boster. Noes : .one. It was moved by Councilman Meyer and seconded by Councilman Snyder that Building Inspector Collins be given the additional duty of Fire Inspector on the outside and also assist in fire fighting, without additional compensation therefor. Roll Call: - Ayes: Councilmen Lake, Meyer, Daet~.veiler, Snyder and Boster. Noes: None. It was moved by Councilman Take and seconded by Councilman Meyer that the salary of City At±-ornev rP reduced from 100.00 per month to ~75.~0 per month to t?ke effect R~az* l.st, 1Q:~5. Mayor Boster announced that City "ttorney Kennedy is in charge of some SEKA projects,including a center line survey, which will take about a month to complete and that he will continue in office until such a time when he will go on other work, after which his resignation will be turned in and accepted. It was moved by Councilman Lake and seconded by Councilman Meyer that the meeting adjourn to May 7th, 1935, a~ 7:30 P.M.
