SUBJECT: GRANT FUNDING OPPORTUNITIES
RECOMMENDATION:
The City Council is requested to receive a presentation on available grant funding
opportunities for new facilities and other improvements.
BACKGROUND:
1. In March 2019, a grant funding opportunities list was presented to Council to consider.
Council directed the City Manager to pursue certain identified funding opportunities, such
as the Statewide Park Program – Round 3 to develop Primrose Park.
2. In September 2019, staff finalized a list of potential grant funding opportunities in
partnership with Avant Garde, a grant writing and compliance management firm. The
exercise identified viable funding opportunities for various City projects or improvements
in the coming years.
3. City Staff and Avant Garde continuously review applicable grant opportunities based on
needs and Council approved initiatives.
ANALYSIS:
Tonight’s presentation will review the attached matrix (Attachment “A”), followed by
discussion on the following:
1. Sustainable Transportation Planning Grant
This program was created to help provide safe, sustainable, integrated, and
efficient transportation systems to enhance California’s economy and livability.

Eligible planning projects must have a transportation nexus and directly benefit the
multi-modal transportation system. Projects are also expected to improve public
health, social equity, environmental justice, the environment, and provide other
importation community benefits.
Examples of eligible project types include safe routes to school plans, context-
sensitive streetscapes or town center plans, complete streets plan, active
transportation plans, bike and pedestrian plans focused on safety enhancements.
The FY 2021-22 call for applications should be released in early Fall 2020 with a
due date before the end of 2020. Staff is considering applying for funding to
develop a safe routes to school (SRTS) plan which would identify SRTS
infrastructure in need of improvement around Temple City’s schools.
2. Urban Greening
This grant program supports green infrastructure projects that reduce Greenhouse
gas emissions by sequestering carbon, decreasing energy consumption and
reducing vehicle miles traveled, while also transforming the built environment into
places that are more sustainable, enjoyable, and effective in creating healthy and
vibrant communities. These projects will establish and enhance parks and open
space, using natural solutions to improving air and water quality and reducing
energy consumption, and creating more walkable and bike-able trails. All projects
must either acquire, create, enhance, or expand community parks and green
spaces, and/or use natural systems or systems that mimic natural systems to
achieve multiple benefits.
The City is considering eligible projects for next cycle. Two options include
greening of the parking lots behind Las Tunas Drive shops to improve the existing
paseo and a possible further enhancement to greenspace opportunities within
multi-use trail along Eaton Wash in coordination with Los Angeles County.
3. Statewide Park Program – Round 4
Approved by California voters in 2018, Proposition 68 provides funding for state
and local parks through competitive grants and allocations. The Statewide Park
Program awards grants of up to $8.5 million for projects that create new parks and
expand or renovate existing parks. Temple City was awarded nearly $3 million
through this program for the development of Primrose Park.
Round 4 was announced in August 2020 with applications due December 14,
2020. Approximately $395 million is available for new projects. Staff researched
the eligibility and competitiveness of Live Oak Park and found that while the park’s
location does meet the eligibility threshold, its Community Fact Finder data outputs
may not by competitive enough to be awarded in Round 4 at this time. And the

likelihood of awarded a 2nd grant from the same program is not strong.
4. Youth Community Access Grant
California voters passed Prop 64 in 2016. This proposition created the Youth
Education, Prevention, Early Intervention, and Treatment Account whereby the
State deposits 60% of marijuana tax for programs that emphasize accurate
education. Effective prevention, early intervention, school retention, and timely
treatment services for youth, their families, and caregivers. This grant program
supports public programs, educational programs, job training programs, outreach
programs and small capital asset projects to support youth access to natural or
cultural resources.
Examples of eligible projects include: cultural festivals and outreach events for
youth; youth-led outdoor experiences; youth-led volunteer stewardship programs;
free or reduced admission to a natural or cultural resource; free bus passes to
youth for access to resources; workforce development and job training programs;
youth-led outdoor education programs; acquisition of clean vehicles to transport
youth to natural and/or cultural resources; construct ADA improvements to
increase youth accessibility to natural and/or cultural resources; create cultural
installations and exhibitions for youth; and build a garden space and create a
hands-on program that teaches youth how to grow and prepare healthy foods.
Staff will coordinate with City stakeholder to develop a proposal for next year’s
funding cycle.
5. Cal HOME
The purpose of Cal HOME is to support existing homeownership programs aimed
at low and very low-income households, or moderate-income households affected
by disasters. The goal is to increase homeownership, encourage neighborhood
revitalizations and sustainable development, and maximize the use of existing
housing stock. Eligible activities include first-time homebuyer mortgage assistance
loans; owner-occupied rehabilitation assistance loans; Accessory Dwelling
Unit/Junior Accessory Dwelling Unit loans for construction, reconstruction, repair,
or rehabilitation; and homeownership development project loans - all to
households at or below 80% Area Median Income.
With the recent approval of PHLA funds for homeowner improvement assistance, staff
recommends waiting until the next cycle to apply.
