The Committee Chair reported a desire of the committee to receive direction and guidance from Council on the committee’s future. During the EAC’s January 16, 2020 meeting, four of the five members were present and held discussions about the future of the EAC. The members voted to disband. The 5- member committee has had trouble meeting the quorum requirements, with only meeting 6 times in the past year. Open seats remain vacant for long periods of time despite advertising efforts. There has been little to no public comments or attendance during meetings. At the February 13, 2020 Council meeting, Council requested staff to return to the February 28 special work session to discuss options for the future of the EAC. Staff has identified three options for Council consideration. 1. Revisit the purpose for the committee; amend bylaws and workplan to conform to new purpose; or sunset committee and establish a new committee; advertise and recruit new members 2. Sunset the committee. 3. Keep the committee as-is and recruit new members Based on the feedback from the recent committee members and staff who worked with the committee, Option 3 is the least likely option to provide a new outcome. Option 2 was briefly discussed by Council at the February 13 meeting and feedback suggested there is a desire for an advisory committee to assist Council with policy issues regarding our environment, especially given the McCall Area Comprehensive Plan includes environmental policy goals and objectives and the importance of the environment to our community. If Council wishes to proceed with Option 1, the special work session will focus on developing the new purpose and expectations for the committee, membership, and timeframe for implementation. The current by-laws, Mission Statement, Environmentally Preferable Purchasing Policy, Environment and Natural Resources (From Comp Plan) are attached.
