HomeMy Public PortalAbout04) 7B - PC Actions - from 2020-10-13COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM D ATE: November 4, 2020 TO: The Honorable City Council FROM: Bryan Cook, City Manager Via: Scott Reimers, Community Development Director By: Sandra Scott, Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF OCTOBER 13, 2020 RECOMMENDATION: The City Council is requested to receive and file the Planning Commission (Commission) actions from their meeting of October 13, 2020. BACKGROUND: On October 13, 2020, the Commission held their regularly scheduled meeting. ANALYSIS: The following is a summary of actions taken at the October 13, 2020 meeting: 1.ROLL CALL: Present: Commissioner - Guan, Lee, O’Leary, Cordes, Haddad Absent: Commissioner - None Excused: Commissioner - None 2.CONSENT CALENDAR The Commission approved the minutes from their regular meeting of September 8, 2020. AGENDA ITEM 7.B. City Council November 4, 2020 Page 2 of 3 3. PUBLIC HEARINGS A. PL 20-2482: 5329 BALDWIN AVENUE DESCRIPTION: A request for a site plan review and a conditional use permit to improve the convenience store on the subject site. The applicant is proposing to expand the size of the building by 55 square feet, improve the façade, and sell beer and wine. ACTION: The Commission voted 5-0 to approve file PL 20-2482, and adopted the resolution finding that the project is exempt from CEQA, subject to the proposed recommended conditions of approval. B. PL 20-2522: 9953 LAS TUNAS DRIVE DESCRIPTION: A conditional use permit for the establishment of a tutoring business. ACTION: The Commission voted 5-0 to approve file PL 20-2522, and adopted the resolution finding that the project is exempt from CEQA, subject to the proposed recommended conditions of approval. C. PL 19-2017: 5134 SERENO DRIVE DESCRIPTION: A tentative tract map and a major site plan review to allow the construction of five condominium units in the R-2 zone. ACTION: The Commission voted 5-0 to approve file PL 19-2017, and adopted the resolution finding that the project is exempt from CEQA, subject to the proposed recommended conditions of approval. 4. UNFINISHED BUSINESS – None 5. NEW BUSINESS – None 6. COMMUNICATIONS – None 7. UPDATE FROM THE PLANNING MANAGER Community Development Director Reimers stated that the Series A Code Amendment went to City Council on October 6, 2020. The second reading is scheduled for October 20, 2020. A Municipal Code Amendment dealing with swimming pool maintenance and vector control will also go to City Council at the next meeting. In addition, staff will be taking to the City Council a contract with Lisa Wise Consulting to help prepare the Housing Element update, which is due to the City Council November 4, 2020 Page 3 of 3 State next fall. The city will be appealing its Reginal Housing Needs Assessment (RHNA) allocation for the upcoming cycle. 8. ADJOURNMENT The Commission meeting was adjourned at 8:54 p.m. CITY STRATEGIC GOALS: Reviewing the Commission actions of October 13, 2020, furthers the City’s Strategic Goals of Citizen Education and Communication. FISCAL IMPACT : This item does not have an impact on the Fiscal Year 2020-21 City Budget.
