R RR'i'TNf`T TTTTY ~`PN~ 1~~ The City Council of the City of Lynwood met in a regular session at the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. Mayor Boster in°the chair. Councilmen Lake, Snyder and Boster answered the roll call. Councilmen yieyer and Daetweiler were absent. It was moved by Councilman Snyder and seconded by Councilman Lake that the minutes of the previous regular meeting of Tuly 2nd, 1935 be appro- ved as written. All members of the Council present voting aye, the Adayor declared the motion duly carried and it was so ordered. ~TT'1'~fiT GQ A~[rnTTC~TT(~~; A communication was received from the automobile Club of Southern ,,,,.~ California to the effect that there is a sag in the grade on the west road- way of Alameda Street at 112th Street which is dangerous to motorists for the reason that water and mud collects after every rain, requesting the-City to investigate and ascertain if the low spot cannot be drained. There being no objection, the Mayor referred tge matter to City Engineer Bateman for re- port. A communication was received from Attorney Wm. Leroy Thomas, Attor- ney at Law, protesting against the location of several sign and bill-boards in the City and particularly the one on the northwest corner of Long Beach Boulevard and Wisconsin, stating that they obstruct the view of traffic at intersections when they are built so close to the boulevard, therefore, u r- ging the Council to consider passing an ordinance that would require adver- tising signs to be construced not closer than twenty feet to any boulevard. There being no objection, the Mayor referred the matter to Building Inspec- tor Collins for investigation and make his recommendation to the Council at the next Regular rn°etir~g. Reams complaining about the taxes being to 'high on Lot 838, Tract 3078 for 1934 tax year; also that the assessed value is higher than the actual value of the pro- perty. There being no objection, the Mayor instructed the City Clerk to ascertain if the Board of Lalualization is still in session in order that Mr. Reams can make his appeal to them for lower assessed valuation, and if so, t_o so notify Mr. Reams in order that he may apply for relief with. them. ;,,~ A communication was received from Chief of Police Miller to the effect that Mr. Baier has requested an additional six months leave of ab- sence from the Police Department, recommending that the request be granted for the period beinning July 1,1935 and ending January 1st, 1936; also re- commending that Mr. Hadlock be appointed to fill the position of Police Officer temporarily to fill the vacancy created du ring the absence of far. Baier. Thereupon it was moved by Councilman Snyder and seconded by Coun- cilman Lake that we accept the recommendation of Chief Miller and that Mr. Lisle Hadlock be appointed to the position of Police officer of the City of Lynwood temporarily at a swlary of X130.00 per month. Roll Call; Ayes: Councilmen Lake, Snyder and Boster. Noes: None. Absent: Councilmen Beyer and Daetweiler. It was moved by Councilman Snyder and seconded by Ca:~ncilman Lake that Blir. Joe Baier be granted an additional three months leave of ab- sencd beginning July 1st, 1935 ana ending on October 1st, 1935. All mem- bers of the Council voting aye, the Mayor declared the motion duly carried and it was sa ordered. A report was received from Willis Birdsall on the matter of money expended for transportation for persons employed on an SERA project con- ducted by the City on a tax survey, showing X31.60 expended thus far. The health report for week ending July 6th, 1935 was received and ordered filed; also report bf bar. Birdsall was ordered filed. FINISHED BUSINESS; A comrunication was received from Building Inspector Gollins with letter attached from City Attorney Boardman giving his 'opinion with respect to the demolition .of a residence located at Los Flores and Galif©rnia St., ruling that little can be accompolished unless the residence can be deem,~d a public nuisance as defined by Section 3479 of the Civil Code.. No action. was taken on the matter, other than the communicatior>swere ©rdered filed. The hour of 8 o'clock P. M. having arrived, said time being the hour fixed for receiving bids for the purchase of Cast Iron +~ater Pipe in accordance with Federal Specification W`,~-P-421. 3Q'~ It was moved by Councilman Snyder and seconded by Councilman Lake: that the bids be publicly opened and declared. It was moved by Councilman Lake and seconded by Councilman Snyder that the bids be refereed to City Engineer Bateman for checking ar~d to report back to the Council. The hour of 8 0' clock P. ~d. having arrived, said time being the hour fixed for hearing protests or objections in connection with furnishing of electric energy to maintain and illuminate the suspended electric street lamps and the lamps on ornamental standards in the City of Lynwood as per Resolution of Intention No. 941 and as per notice ad- vertised in i;he newspaper and as posted, The Mayor inquired 'of the City Clerk whether he had received any written protests., whereupon the City Clerk presented two which had been filed in his office, from the following; Farmers and Merchants Trust Company of Long Beach, protesting as to levying the assessment against the NWT- of Lot 12, Tract 2794; the East 50 feet of Lot 64, Tract 2794; Lot 106, Tract 2551 and Lots 40 and 41, in Block 13, Lynwood. ° ~. Farmers and Merchants Bank, protesting as to the levying the assessment against Lot 20, Block 2, Tract 7816 and Lot 1288, Tract 3335. Thereupon RESOLUTION N0. 945, entitled; " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD OVERRULING PROTESTS, ORI~RING THE WORK ANT) LEVYING THE PROPOSED ASSESSMENT FOR SERVICE NECESSARY TO MAIN- TAIN AND ILLUI9IINATE THE SUSPENDED ELECTRIC STREET LAMPS AND THE LAMPS ON ORNAMENTAL STANDARDS IN THL 'CITY OYw' LYN"~(OOD," was: read. Absent: Councilmen Meyer and Daetweiler. The City Clerk was instructed to communicate with the L. A. County~League of Municipalities inviting'them to convene at Lynwood for the meeting after the next session. • The matter of the proposal of the Southern California Edison Company to furnish additional energy to illuminate orna~ental lighting standards in addition to those already served at a 50~ discount, was brought up for consideration again, the City Engineer recommending by letter that the agreement be accepted and. the City Clerk be instructed to file acceptance with the Edison Company, as there isa possibility that the City may desire to take advantage of the offer some time prior to the ex- piration of same in July, 193?. ~-- Thereupon it was moved by Councilman Lake and seconded by Coun- i Gilman Snyder that we accept the recommendation_of Engineer Bateman and accept the proposal of the Southern California raison Company. A1°l mam- bers of the Council present voting aye, the Mayor declared the mgtiot~ duly carried. ~&+'~l T T'~TT~', A communication was received from Chief of Police Miller request- ing that the Council consider the work done by Officer Floyd Richardson and that he be reappointed as a Motorcycle officer in place of his present rank of patrolman as he has been filling such rank since Mr. Baier~s leave and to date had been satisfactory. Thereupon it was moved by Councilman Snyddr and seconded by Coun- cilman Lake that we reclassify Mr. Floyd Richardson from that of Patrolman to r~otoreycle officer to take effect as of July 16th, 1935, he to receive the salary of X150.00 per month provided for such work. RESOLUTION NO 946 , entitled, " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYN~i00D REQ,UESTiNG APPROPRIATION ~7ROM THE HONORABLE BOARD OF SUPE.-~VISORB OF LOS ANGELr,S COUNTY, CALIFO.B.NIA, AND FOR THE PURPOSE OF PUR- CHASING ~ATLRIALS TO REPAIR C~TAIN STREETS IN SAID CITY", requesting X10,590.00, was read. It was moved by Councilman Lake and seconded by Coun- cilman Snyder that said Resolution No. 946 be adopted. Roll Call: Ayes: Councilmen Lake, Snyder and Boster. Noes: None. Absent: Councilr~en Meyer and Daetweiler. The statement of condition of 'budget as of the close of the fiscal year, 1934-35 was received from the City Clerk, recommending that all pur- chases of office supplies in any quanitity such as paper, etc., be bought by one Department as he believes a substantial saving can be effected tncx•~,~ because purchases can be made in larger quantities. Also recommending that Resolution No. 796 be repealed or co~IpliedTwith. Thereupon it was moved by Councilman Snyder and seconded by Coun- cilman Lake that the City Clerk be instructed to make all purchases for of- fice supplies that is used in large quanities for x,11 Departments as recom- mended, and that he notify each Department head of such action. ~~oll.
