SUBJECT: PARKS AND RECREATION COMMISSION ACTIONS – REGULAR
MEETING OF OCTOBER 21, 2020
RECOMMENDATION:
The City Council is requested to receive and file the Parks and Recreation Commission
(Commission) actions from their regular meeting of October 21, 2020.
BACKGROUND:
On October 21, 2020, the Commission held their regularly scheduled meeting.
ANALYSIS:
Following is a summary of actions taken at the October 21, 2020, Commission regular
meeting:
1. ROLL CALL:
Present: Commissioner - Haddad, Tarin, Vance, Vice-Chairman Baroldi,
Chairman Rosso
Absent: Commissioner - None
Excused: Commissioner - None
2. PRESENTATIONS
Director of Parks and Recreation Matsumoto recognized Eagle Scout, Ethan Mo
for refurbishing and cleaning the barbeque stations at Live Oak Park.

3. CONSENT CALENDAR
The Commission approved the regular minutes of the September 16, 2020 meeting
and received and filed the Monthly Report for September 2020.
4. UFINISHED BUSINESS
A. COMMITTEE ON AGING UPDATE
The Commission received a verbal update from Director of Parks and
Recreation Matsumoto regarding agendized items including the Aging
Adults Database and education opportunities for the senior community. The
next Committee meeting will be held on October 27, 2020.
B. PRIMROSE PARK UPDATE
The Commission received a verbal update from Director of Parks and
Recreation Matsumoto regarding Primrose Park. He stated that the City is
working with David Volz Design to complete the construction documents
which will be presented to the City Council Standing Committee and
eventually the City Council. He concluded that the City is scheduled for
groundbreaking before the end of the year.
C. PARKS & RECREATION FALL PROGRAMMING UPDATE
The Commission received a verbal update from Director of Parks and
Recreation Matsumoto regarding the Virtual Classic Car Show, Healthy TC,
Family Trivia Game Night and plans for the upcoming Halloween Drive -Thru
Event.
5. NEW BUSINESS
A. MASTER TREE LIST AMENDMENT
The Commission recommended that the City Council approve an
amendment to the Master Tree List. The proposed Master Tree List
amendment includes a fourth tree for consideration along Oak Avenue and
Woodruff Avenue along with adding the 9000 block of Bogue which was not
previously included. The Commission is proposing to include a Pink
Trumpet Tree (a slow growing tree) to avoid overhead utility lines.
6. UPDATE FROM PARKS & RECREATION DIRECTOR

CITY STRATEGIC GOALS:
Reviewing the Commission actions of October 21, 2020, furthers the City’s Strategic
Goal of Citizen Education and Communication.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 20 20-21 City Budget.
