REGULAR TuTEETING AUGUST 6TH, 1935. ~~~
The City Council of the City of Lyn~~=ocd met in a regulax session,
~.t the City Hall, 11331 Plaza Street,on above date, at 7:30 P. ~i.
i~Tayor Koster in the chair.
Councilmen Lake, Meyer, Daetweiler and Boster answered the roll
call.
Councilman S.r~yder was absent.
jt was moved by Councilman Meyer and seconded by Councilman Lake
that the minutes of the previous regular meeting of July 16th, l>35 be
approved as written. All members of the Council present voting aye, the
Mayor declared the moticn duly carried.
~",'FtITTEN COT,~~~UNICAIONS:
A communication was received from Laevrence Klink~r, Chairman cf
r-- Huntington Parr Lokge, inviting the Council and employees of the City to
be their guest on Friday, August 9th, v~~hich has been set aside as Civic
night, the hour being g:30 P. ~uT. There being no objection, the Mayor
ordered the communication filed with the re.uest that as many as poss-
able attend.
communication v~.as received from Caroline Bryant, Clerk of the
Vyater Department seeking; the Ccuncilrs guidance with respect to whether
mr not Mr. J. B. Norton who has made application for water to irrigate
some tomatoes on his property should be required to put up a deposit as
required by the Water "rdinance; also with respect to one Mr. Tandy v,=ho
is living at 11226 Linden who owed the Water Department ~2~,.00 for water
rent and the water was shut off for non-payment, ho~~~ever, Mr. ri'handy
turned same on himself, stating that she cannot accept a new application
until the bill is settled and he refused to work it out; also with res-
pect to one Mr. Dwelley who lived on Lei^is St., moved and left a back
water bill, later moving to lOg~,S Otis St., and nov~r owes another bill
there, and they cannot find him home to get him to work out his bill.
It titiTas moved by Councilman Lake and seconded by `'ouncilman Daet-
v~ eiler that the City r ttorney be instructed to draf t. an amendrrient to
the Water Ordinance that will not require a ~t'ater Deposit from bona fide
property owners. All members of the Council present voting aye, the Ma-
yor declared the moticn duly carried and it was so ordered.
It v~=as moved by Councilman Lake and seconded by Councilman i~eyer
that the City Clerk to instructed to notify Mrs. Bryant to not require
~ a water deposit for the service application of Mr. J. B. Norton inasmuch
as he is a bona fide property ovrner, however, that he pay the regular
water rate for such service. All members of the Council present voting
eye, the Mayor declared the rrioticn duly carried.
It was moved by Councilman 1'~ieyer and seconded by Councilman Lake
that the City Clerk instruct Mrs. Bryant to shut the water service of iVlr.
Tandy and 1Vir. Dwelley off unless they are willing to sign a note there-
f or as provided by the Council some time ago, end after executing same,
-they to make an attempt to pay the back bills by labor or otherwise, or
Mrs. Bryant is to comply v~~ith the ordinance have same cut off until the
water bill is paid in foil, which also applies to any othE:r delinquencies
unpaid, Mrs. Bryant to confer with City Attorney Boardman with respect
to interpretaticr~ of the water ordinance applying thereto.

The hour of g crclock P. ~vI. having arrived, said time being the
hour fixed for receiving bids for the furni:~hing of electric energy to
illuminate ornamental lighting standards and lamps cn suspended mast arm
poles for the fiscal year 1935-1936.
It was moved by Councilman Daet~~~Teiler and seconded bj- Councilmam
-Lake that the bids be publicly opened and declared. All members of the
Council _h~resent voting aye, the Mayor declared the motion duly carried.
;~- The Southern California Edison Co. submitted the only bid, being
as follows, said bid being accompanied with a certified check in the prin-
cipal amount of ~fi1,500.00.

~j'hereupon RESOLUTION NO. 9t,.7, entitled: ifA RESOLUTION OF THE CITY
OF LYN~'d00D AVuARDING FOR FURNISHING ELECTRIC CURRENT FOR PURPOSE OF ILL-
UMINATING CERTAIN STREET LAMPS IN SAID CITY TO THE SOUTHERN CALIFORNIA
EDISON COMPANY", was read. It was moved by Councilman Meyer and seconded
by Councilman Daetweiler that said Kesolution No. 947 be adopted.

Absent: Councilman Snyder. '
A communication was received from the Lynwood Press advising
that the contract for doing the Ciy printing expired June 30th, 1935,
submitting the following r<<tes for the present fiscal year:
50~ per column inch for the first publication and L~O~ per col-
umn inch for each subsequent publication, the size of the columns and _
type to remain the same as present contract.
Thereupon it was moved by Councilman Daetvleiler and seconded
by Councilman L~_ke that Baia proposGl of the Lynn°ood Press be acceptea
and the Mayor be authorized to execute a contract for City printing
for the fiscal year 1935-1936 for the price as quoted above.

A communication was received frorr, Zeiser and Zeiser stating
that a Mr. Berens who reuresents a large Board Insurance Company offers
to make a complete examination of all policies of the Ciy ~~~ithout
charge; also a communication was rec eived from Mr. Berens ti~~herein he
points out a few errors in a casual survey of present insurance poli-
cies, requesting a hearing on the matter before the Honorable Council.
A hearing, v~~as agreed on for Friday afternoon August 9th, at 1 P. M.
A communication ~r~Tas received from Von~s Grocery Ccmpany pr®-
testing to an ordinance which vt~ould limit parking on Long Beach Boule-
vard to a maximum of fifteen minutes, believing that such an ordinance
would be to the detriment of all the merchants in Lynwood, requesting
that the Council disregard any such measure. The Cry Clerk v~~as inst-
ructed to communicate <<;ith Von's Grovery Company informing that there
are but 5 30 minute narking zones established on Long Beach Boulevard
and no more proposed at this time.
A communication was received from T~Tr. E. ~~ . Lewis, Captain
in Charge of the Fire Department, recommending the appointment of Ro-
Bert Rutter as vacation relief man, who is now employed as night call-
. man and is qualified to fill the position. Thereupon it ~~~as moved by
Councilman M Byer and seconded by Councilman Lake that the recommenaa-
tion of hrir. Lewis be accepted and TUr. Rut ter be employed at 100.OJ
per month.

A communication was received frotr~ Mr. Grace, Foreman of the
I~Jater Department reporting cn a water leak in the main at 310. Lyn~rrood
road, when some 15 chickens and one turkey v~rere drowned; also a com-
munication was received from Mr. Tom Leal, residing at said address
claiming 21 chickens drowned and one turkey, submitting a bill there-
for in the amount of X22.00. Zhere being no objection, the Mayor
appointed Chouncilman Meyer ana Daetvreiler a committee to check in-
to the matter as to value of chickens and to report at the next meet-
ing.
A communication ~nTas received from H. L. Byram, County Tax
Collector, submitting a schedule of projects in Lynv~Tood under the Im
provement Bond Act of 1915 and the amount of delinquent assessments
in each for the fiscal year 1934-1935 as of June 30th, 1935, demand-
ing the Council to provide funds for payment of all delin~,uent as-
sessments and the delinquent interest thereon as required by statute.
There being no objection, the communication was ordered filed ana no
further action was taken on same.
A communication was received from the yVomants Council, Lynarood
Compton, protesting because of the arrest of representatives cf their
organization, a Mrs. Lauretta Adams, Mrs. Alice Robinson and Mrs. Mcn-
emet, hc~vever, in conferring with the Chief of Police it was determined
that no such arrests have been made by the City of Lynwood, therefore,
no action vaas taken thereon.

Mr. Leal addressed the Council about the bill that he presen-
~ed for drowned chickens, hcti4ever, rao action was taken other than the
ommittee is to investigate as per action of the Council previously.
UNFINISHED BU~'INESS:
ngineer Bateman reported on the matter of projects submitted
to 'J`~orks Progress Administration for vd.icus projects; also on the mat-
ter of application for storm dr~:in, stating that plans are well under
ve=ay, suggesting that necessary easements be procurred, submitting des-
cription of three that v~~ii11 be necessary to procure deed for same.
There being no objection, the Mayor ordered the City Clerk to furnish
City Attorney Boardman with descriptions of same in order that the mat-
ter can be checked.
Water Superintendent Bateman reported on the bids for water
~"'' cast iron pipe opened at the last meeting of the Council, reporting
that the American Cast Iron Pipe Company are the lowest responsible
bidder at ~10,Ob7.00, therefore recommending that the award be made to
them. Thereupon it was moved by Councilman Lake and seconded by Coun-
cilman Meyer that the American Cast Iron Pipe Co. be awarded the con-
tract to furnish Cast Iron Pipe for V~tater Department as per their bid,
said Company being the lowest responsible bidder.

x communication was received from Building Inspector Collins
reporting that he finds nc bill board constructed at Long Beach Boule-
vard and Y~'isconsin as reported by one Leroy Thomas, Attorney; also that
the rest of the Boards constructed come within the requirements cf the
building ordinance and the set back ordinance applying thereto. There
being nc objection, Collins was instructed to check the sign adjacent
to John Pinto's restaurant.
NE~~'~~ BUSINESS:
The budget for fiscal year 1935-1936 calling for the expenditure
of ~101,1~33.OJ far the conduct of the various functions of the C.~y Govex°n-
ment, v~ras received, setting forth anticipated revenues of ~lOl,l~54.30.
It was moved b,- Councilman Lake and seconded by Councilman Deetweiler that
the budget for the fiscal year 1935-1936 be adopted.

The matter of Resolution No. 796, which requires that all requisi-
tions be approved by the City Clerk before their issuance as to whether
or not they are within the budget allov~Tance, was brought up for discussion
and it was duly moved by Councilman Deetweiler and seconded by Councilman
.Meyer that the City Clerk be instructed to submit copies of same to each
Department head with the request that same be complied with. All members
of the Council present voting aye, the Mayor declared the motion duly car-
ried.
It was moved by Councilman Lake and seconded by Counci man Meyer
that the following salary increases be made to take effect ~s9~uly 16th,
1935, as provided in the budget for year 1935-19;6.
That the salary of IVIrs. Pearle Morris, Helen McNeil, Mrs.Isabelle
Corning be increasedte X100.00 pE~r month; Mrs. Caroline Bryant to 110.OG
per month; Police Lieutenant Paul M. Kerr to X155.00 per m~onth~ E. W. Letiwris
to ~1L~5.0.~ per month; Warren Deetweiler to X135.00 per month; early Galla-
her and Chas. Lorton to X120.00 per month, and Mr. Bert Dyer to X105.00
per month.

It was moved by Councilman Deetweiler and seconded by Councilman
Meyer that the amount to be paid by the City for transportation for SERA
(P.l'4'.A.) workers, wording on the tax survey :project be cut to a maximum
of 20¢ per day per person.
