The City Council of the City of L~rnwood met in a re ular session, at the City Hall, 11331 Plaza Street, on above date, at ?t3~ ~.M. Mayor Boster in the chair. Councilmen Lake, Meyer, Snyder and Boster answered the roll call. Councilman Daetweiler was absent. It was moved by Councilman -nnder and seconded by Councilman Meyer that the minutes of the previous regular meeting of September 3rd, 1935 be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly' cAr~ied. Merrill, Prtanaging Becretary--Treasurer of the acifie Co~.st Building Officials Conference -announcing a conference to be held in Pasadena, California on October 8th to 12th, inclusive, sug~,esting that the Oouncil authorize the atten- dance of the Building lnspec;tor. `T'here being no objection, the Mayor ~3-nstructed the City Clerk to notify the rSUilding Inspector to attend as he finds time. - A communication was received from Arch Iv~cLay to the- effect that ~Mr. R. L. Dunlap has retained him to -file an ,action against the Board for reinsta~tment to his position as Fire Chief, for his salary accruing since the time of his removal and damages i~n whatever sum he may have sustained ./by virtue of his necessity-to seek Co-unsel for purpose of bringing this ac- t ion, stating that he is forwarding the letter with the hope that we may be able to -compromise this matter without an extended lawsuit. There be- ~ing no objection, the ~'layor referred -the matter to the City Attorney .for investigation and to report back to the City Council his findings. - A communication was received from Mrs. A. M. Knowles, Secre~- °tary of Junior High School P. T. A. offering their cooperation in the matter of a recreation center for both adults and children. There be- ~ing no objection,the Nia.yor ordered the communication filed. _ A communication was received from Mr. T~ouis H. Decker, C.P.A. making application for doing the auditing of the City Books for fiscal 'year 1935-36 for 800.00, pavane i n .four quarterly payments of X200.00 each at the time that the gt~arterl~r reports as outlined in the letter ~" are-submitted. Paul Norman making app- lication for permit to pre~ctise the pr ofessiori of psychology in the City at 11102 Long Beach Boulevard. Thereupon it was moved by Councilman Lake and seconded by Councilman '`'nyder that the Building and License Collector be authorized to issue license to said applicant. All members of the Council present voting aye, the I~iayor declared the motion duly carried. A communication was received from I~'Ir. E. S. Cavanaugh to the effect that some interest is being directed towards Lynwood as offering suitable locations for Industrial Plant, and should negotiations le-a.d to the actual selection of Lynwrood properties for industrial pruposes, then the matter of zoning will be presented, offering any assistance along this line that the Council may demand. It was moved by Councilman Lake and seconded by Councilman I~ieyer that the Mayor be empowered to ap- point a committee of seven (7) men to submit to the City ouncil their ,,.,,~ findings as to zoning the City of Lynwood for industrial purposes. All members of the Council present voting ^ye, the Mayor declared the motion duly carried and it was so ordered. A communication was received from. the General Pipe Line Com- pany of California making a-onlica±-i nn for t?^.e right to assign to General Petroleum Corporation of Ca~_i forma those portions of the pipe line fran- chise originally granted her tre County of T c~ Ange7_es, v~-hicr are now within the corporate limits of the Ci.tsr of ?~yn~,Frood under ?cos Angeles County Ordinance TTo. ry81; also the right to assign that certain franchise granted by the City of Lyn?!rood under Ordinance No. 79. There being no ob ~eetion, the matter was referred to the City ~'ttorney to report back at the ear- liest possible rrioment relative to r~is findings. 321 A communica~ion was received from Paul V~f. Brown calling attention to the bad condition of ~vallison i~venue, requesting that the street be re- pwired and surfaced. There being no objection, the matter was referred to engineer Bateman and Chairman of Street Committee to investigate and repor t to the Council their recommendations. A communication was received from E. ti°°~. Lewis, Captain in Charge of the Fire Department, recommending the appointment of Mr. Joe Dodson, 10721 Barlow Ave., as night callman to fill the place of Mr. Rutter while on vacation relief. Thereupan it was moved by Councilman Snyder and sec- onded by Councilman Meyer that the recommendation of Mr. Lewis be ratified with respect to said matter and that Tti~r. Dodson be employed as night call- man at a sRalary of X15.00 per month. oll Gall: Ayes: Councilmen Lake, Meyer, Snyder and Bolter. Noes : None . Absent: Councilman Daetweiler. A communication was received from Chiefl Miller stating that he is in receipt of a communication from P.Zr. and Mrs. J. D. Soot' of 1OS10 Long Beach Boulevard, requesting that a pedestrian zone be created at or near said address for the nurno~e of assisting people who desire to trade at said address f^r t'^e rurnose of assisting; people who desire to trade at their nlacP of holiness, recorrmendin~ trat the matter be deferred until it 3 s seen carat ef"ect the existing; ?ones are ~oin~ to 'wave on the motor- ing public a_nd the way in which they respond to these zones; also pointing out that according, to the Vehicle Code of California any person is within their right in crossing the boulevard at the intersection of any stf'eet if they stay within the zone which the sidewalk of the intersecting streea creates whether the zone be painted or not. `t'here being no abjection, the communication vras ordered filed. A communication was received from Chief of Police iuii_llr, suggest- ing certain changes with respect to book entries with respect to capital investment and an overhead light constructed over a pedestrian sign; also requesting that adequate signs warning motorists to drive carefully and slowly be posted around the various Schools, suggesting that warning signs be painted upon the pavement as same are just as effective as wood or metal signs. The Mayor instructed the City Engineer to investigate all pedes- trian and school crossing signs to ascertain whether or not they are pro- perly painted, and if not, to paint same in order that the public might be fully cognizant of same. Chief N~ille r also stated that Mr. Joe Baier reported back for duty on the 16th of September, not using all of his time extended, request- ing that the Council ratify his action in placing Mr. :'Baier back in his old position as motor cycle officer at the salary of ?150.00 per month. A. approve a project for crossing guards as maintained under the CWA and SERA tame and that a letter be directed to them outlining the necessity of same. Thereupon it was moved by Councilman ~tke and seconded by Councilman Snyder that the Mayor be authorized to ex- ecute an application for a crossing guard project to Yff. P. A., and to also direct a letter in connection therewith as.suggested by Chief Miller. Roll Call Ayes: Councilmen Lake, Meyer, Snyder and Bolter. oes: None. Absent: Councilman Daetweiler. Reports of activities of Police Department for month of August was received; also health reports for two weeks. A cormunication was received from the County of Los Ar~_ eles • Health Department, by J. L. Pomeroy, TrT. D., requesting renewal of contract for health service up to July 1st, 1936 from October J+st, 1935 at the same rate as preceding fiscal year, i. e. 500.00 per year, stating that it will not be possible for the City to procure a cheaper rate as provided by Assembly Bill No. 542 as a resolution or ordinance must be passed and adopted and a certif ied copy thereof served on the Cler k of the Board of Supervisors on or before the first day of I~Zarch of any year and the ser- vices of such County Health Officer in such City shall commence on the first day of July next succeeding the giving of such notice. Thereupon it was duly moved by Councilman Snyder and seconded by Councilman Meyer that the Mayor be authorized to execute said contract for and in behalf of the City of Lynwood, covering said period to July 1st, 1:936. Berens, Special Agent .for the Commercial ?Tni_on F3 re Insurance Company, enclosing binder extending rare and Theft Coveragq on all motor vehicles ommed by the City and including ~25.C0 Duductil;le ~'ollision on the Chevrolet "elan, which said binder became effective Snetember 14th,1935 and will be replaced with the necessary policy immediately upon rece3_pt of the special fire and theft rates to be established by the Bureau. Absent: Councilman Daetweiler. ~• ~''~c Co~~ncilman Snyder addressed the Co~ancj 7 a~rnat the advisability 'of 'opening up Fernwood Avenue, between Imperial Highway and State Street, ~' as persons residing, on Fernwood, Pear and Plum Streets west of State St. must now come back to State Street in order to get to the north side of pacific Electrial rtailroad tracks on r'ernwood Avenue and to Imperial and Alameda Avenues. Thereupon it was moved by councilman Snyder and seconded by Councilman l~ieyer that the City ttorney be instructed to negotiate for deeds for Street purposes in order to open said Fernwood Avenue up to Imperial Highway. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered.
