M. Mayor foster in the chair. Councilmen Lake, Meyer, Nation and Boster answered the roll call. Councilman Snyder was absent. In the absence of ~%ity Clerk y'. ~'. It was moved by Councilman Lake and seconded by Councilman Meyer that the minutes of the previous regular meeting. of .October let, 1935, be approved as written. All members of the Council present voting aye, the Idayor declared the motion duly carri®d. iNRITTEN COMMUNICATIONS: common ca on was received from Mrs. Robt. Manchester, Pres., of the Compton Union Council of California Parents and Teachers, Inc., wishing the cooperation of the City Council, and asking them to set aside October 16th to 31st inclusive as Parent-Teacher week, whereupon the Mayor presented a proclamation designating this time as Parent-Teacher Week and asking allcitizena to cooperate with them to the end that their associa- tion may have as large a nom®rical strength as possible to carry on the splendid work on behalf of the school children of this State which is their sole objective. Thereupon it was moved by Gouncilman Lake and sec- onded by Councilman Meyer that the proclamation presented and read be adopted. All members of the Council present voting ay®, theMayor declared the motion duly carried. A communication was received from Frank H. Dobson, Mayor of Cul- vert' Gity urging the Manor and members of the City Council to be present at a meeting of the r#os Angeles Count4 League of Municipalities on Thursday October lryth, 193 same to re held in their City, a committee appointed a few days ago in Inglewood to investigate the !~. p. A. situation relating to small communities will be there and make their .report. The Mayor re- quested all members present to try and make it possible to atl~end, and to notify the City Clerk so that reservations can be made not ]a ter than Wed- nesday. A communication was received from Chief of Police Miller asking that the Council pass an ordinance relating to the control_of vicious dogs in the City of Lynwood, and attaching a copy of a proposed.. ordinance .for their consideration and adoption. Thereupon Ordinance.No. , entitled: "An Ordinance of the Gity of Lynwood, California,. requiring .owners off' vicious dogs to keep them under control, and providing for penalties for violation of the provisions hereof, was introduced and read the first time. It was moved by Councilman Meyer and seconded by Councilman Nation that same be accepted as read the first time and pass to the second reading. Roll Call: Ayes; Councilmen Lake, Meyer, Nation and Boster. Noes: None. ' Absent: Councilman Snyder. Mayor Boater addressed the Council relative to work being carried on through the N. R. S. presenting a report for two weeks ending October 16th, 1935, stating that this work was being handled by Mr. M. E. Chandler, showing some very good results in placing men to work, but that inasmuch as Mr.' Chandler had done this on his own time it would be only fair of the City to reimburse him for the amount of expense for gasoline need in the amount of 3.00. Thereupon it was moved by Councilman Meyer and seconded byCouncilman hake that Air. M. E. Chandler be allowed X3.00 for expense of gasoline used r~ him fn the work he has done for the N. R. S. Dunlap asking that he be reinstated as Fire Chief, stat- ing that of ter giving the matter consideration, he does not believe. that the position of fire chief can be created by ordinance, nor does ha believe that the Council can delegate their right to discharge subordinate officers and employees to a trial board. " OrDINANCE NO. 262, entitled: 'SAN ORDINANCE OF THE CITY OF LYNWOOD, CALIFORNIA RELATING TO THE CARE AND EXPENDITURE OF MONEYS RECEIVED FROM THE STATE OF GALIFORNIA UNDER THE PR OVISIONS OF ARTICLE 5, CHAPTER 1, DIVI- SION 1 OF THE STREETS AND HIGHWAY CODE, '~ was read for the" second time. NEW BUSINESS: n application for permission to erect a billboard or advertis- ing sign at the corner of Long Beach Boulevard and Elizabeith Avenue was requested by C. H. Johnston. Thereupon it was moved b9 Councilman Lake and seconded by Councilman Nation that the application be granted and that the City Attorney check over the Ordinance pertaining to signs. A communication was received from Engineer Bateman recommending that the Gity Council pass a Resolution cancelling their application with the P. W. A. Thereupon ReSO?,UTION N0. 950, entitled: "A RESOT~UTION CANCELL- ING APPLICATION TO THE PUBLIC ?~ICRKS ADMINISTRATION FOR LOAN AND GRANT FOR THE CONSTRUCTION OF A STORI~?~ nRATN SYSTEM», was read. It was moved by Councilman Meyer and seconded by Councilman Lake that said Resolution No. 950 be adopted. Roll. Call Armes: Councilmen Lake, Meyer, Nation an~Boster. Noes: None. The matter of insurance on City Hall and contents was discussed' as to the amount and number of years coverage, at some length, by the Council, and the matter was laid over to a later date that same might be taken up with the City Clerk and City Treasurer as to the best policy do be carried by the amity, and that License Collector Collins be instructed to check over carefully the names of Insurance Agents who have regular offie~s for their business, a paid City license and State license to date and report to the City ~ouneil. RESOLUTION N0. 9~1, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNtN00D, REQUESTING DISBURSEMENT OF FUND ALLOCATION BY THE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY, AUTHORIZING APPROPRIATION TO AID VARIOUS ASSESSMENT DISTRICTS IN THE CITY OF LYNWOOD AND EXFRESSING APPRECIATION THEREFOR; was read. It was moved by Councilman Meyer and seconded by Councilman Nation that said Resolution No. 95I be adopted. Roll Ca11: Ayes: Councilmen Lake, Meyer, Nation and Boater. Noes: None. Absent Councilman Snyder. It was moved by Councilman Nation and seconded by Councilman Lake that the City Clerk be instructed to write a 1®tter of thanks and appreciation to the Board of Surervisors for the apgc~priation of ~10,- 000.00 from the Special Gasoline Tax Fund to the City of Lynwood.
