P!Iayor Boster in the chair. Councilmen Lake, T?eyer, T?at ion, Snyder and ~3oster answered the roll call. It was moved by Councilman Lake and seconded by Gouncilman Snyder that the minutes of the previous regular meeting of i+'ebruary 4th, 1936 be approved as written. All members of the Council voting aye, the T:":ayor declared the motion duly carried. "IRITTL'1'e COT;~,~iJT'ICATIOI~TS: eommunica ion was received frorn tTie Los Angeles Gounty League of Pdunicipalities calling attention to their next meeting at Burbank on Thursday evening, February 20th, to be held at the Sunset Canyon Coun- try Club. There being no objection, the l~Tayor instructed those inter- ested in attending to so notify the City Clerk in order that reser- vations might be made therefor. A communication was received from '°!. S. Kirby, making appli- cation to establish the business of sellin used furniture and other second hand articles to be located at 3232 I~Tulford Ave., with license fee of <6.00 attae:ned. Thereupon it was moved by Councilman Snyder and seconded b~T Councilman Rtation that permit be granted as requested and that the city Clerk be authorized to issue license therefor. All members of the Council voting aye, the T;~ayor declared the motion carried and it was so ordered. A communication was received from C. F. Mercer, 7istrict Superintendent to the effect that he is offering cash prizes to the children of the elementary school who gro~Ar the most beautiful flowers, but that they have not sufficient ground around the school grounds to plant such beds, therefore, stating that they are desirous of using va- cant lots, requesting that the City furnish water therefor. There being no objection, the Tvayor referred tY~e matter to the 1'~'ater Committee with power to act. P~~ayor Boster appointed Councilman T~~ation to fill the vacancy created by the resignation of Councilman Daetweiler to serve on the various committees previously designated. A communication was received from the Townsend. Club requesting that they be permitted to use the Council Chamber on Friday night in lieu of ''~!ednesday night to hold their regular meetings. Thereupon it was moved by Councilman Snyder and seconded by Councilman Treyer that the request of the Townsend Club be granted. All members of the Council present voting aye, the T,Tayor declared fine r~~.otion carried. A communication urge received from the League of Califoz~nia T~~"unicipalities regarding their ~A~ork on a uniform business license, sta- tir~g that they are working on the wholesale trucking end. There being no objection, ttie communication ~~~as ord_ered filed. A communication was received. from C. S~J. Fleming giving his idea on the matter of compromise settlement on bonds in tree ",entury Boulevard district. There being no objection, same vaas ordered filed. A communication was received from the T_ur~ieipal Ownership League rea1uestin.; the Cour~eil to place on ti:e ballot at the next munici- pal election the matter of acquiring of the lighting; system and selling bonds for ;'350,000.00 to purchase sa.rle. T,rcr. Ralph Burton also addressed the ".ouncil on the matter, sta- ting in part that trieir organization has been working on the matter for some time and people seem to favor a municipal system and Tie believes that the thought is that it ~+~ould not involve much additional expense to place it on the ballot at the npril election. Thereupon it was moved by Councilman nation and seconded by Councilman anyder tr;at the City of Lynwood. put the proposition of voting bonds in the amount of :550,000.00 to acquire the li~;•hting system on the ballot at the rseneral T~unicipal ^lection to be held on npril 14th, 19b6. Rogers th~..t moneys be turned over to the bond redemption fund to take care of certain delinquencies in District 'r~ir under the 1915 Improvement Bond Act; also demanding that a 10¢ levy be mace on each ~K'100.0U, stating that the law is unsettled as to the right of the bondholder to require the City to make a levy of one mill on all --, 3=~ taxable property within the City, and giving his opinion that there are no funds existing which the Bondholder could require funds to be applied to the satisfaction of said bonds. T~4o action was taken on the matter, other than the communication vaas ordered filed. A communication was received from Engineer Bateman on the matter of the communication from Lynwood Electric Co. submitting contract for the furnishing T`azda Lamps, recommending that contract be awarded to said Lynwood Electric Co. Thereupon it was moved by Councilman Lake and seconded by Coun- cilman Snyder that the contract to furnish mazda lamps be let to Lynwood electric Co. in the amount of X600.00, and that the Mayor be authorized to execute same. for Sri in behalf of tYie City of Lynwa od. _. A communication was received from City Attorr~~y Ruby reporting on the matter of zoning Ordinance for industrial sites as prayed for__by a certain Committee some time ago, stating that there are two ways to proceed, awaiting further instructions from the Council with respect to what pro- ceeding to pursue. There being no objection, the Mayor instructed the City Clerk to have copies made of the City Attorney's communication for study of the Council and send a copy of same to each member of the Council. TTE!~' BUSI?~?FSS : ~n ordinance of the City of Lynwood, California, Establishing loading zones, and regulating and parking therein upon streets of said City of Lynwood and providing a penalty for the violation thereof, by providing a loading zone at 3316-x:518 Imperial Highway, was introduced and read. It was moved by Councilman Lake and seconded by Councilman IZeyer that said Ordinance be accepted as read the first time and pass to the second reading. Does : I~Tone. It was moved by Councilman Snyder and seconded by Councilman flFeyer that 5 polling places be eatablished for the holding of the General rvTunieipal election on April 14th, 1936. A11 members of the Council voting aye, the I!rTayor declared the motion duly carried. It was moved by Councilman 1+~Teyer and seconded by Councilman Snyder that the City Clerk be authorized to choose the polling places in order treat the Council might pass the Resolution calling said election. All members of the Council voting aye, the R~ayor declared the motion duly carried. The budget report and letter was received from the City Clerk; also list of delinquent water accounts.
