Mayor Boater in the chair. Councilmen Lake, Meyer, Nation, Snyder and Buster augwered the roll call. It was maned by Councilman Snyder and seconded by Couneilman,Meyer that the minutes of the previous rPg~~lar meeting of February 18th, 1936 and of the Special meeting n° "e~?"t7£arv 6th, 1936 be approved as written. All members of the Council voti_n~ are, the Mayor declared the motion duly carried. There being no ob3ection, the Mayor ordered the communication filed: Report of activities of Police, Fire and Health reports were re- ceived and ordered filed; also iity court. It was moved by Councilman Meyer aid seconded by Councilman Lake that said. Ordin~n ce be adopted as read. the second... time, finally pass and be published as required by law. Roll Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder and Buster. Noes: None. An Ordinea~ce, entitled: "An Ordinece of the City of Lynwood, County of Los Angeles, State of California; providing for the creation and appoint went of a planning commission; prescribing the powers and duties of such commission; providing for the levy of a Special Tax for the support of a planning commission and making certain expenditures legal charges against the funds of the City; and repealing all Ordinances or parts of Ordinances ire conflict with this Ordinance", was introduced and read by title. Thereupon it was moved by Councilman Lake and seconded by Council- man Meyer fast said Ordinance be accepted as read the first time and pass to the second reading. Roll Call: Ayes: Councilmen Lake, Dueyer, Nation, Snyder and Buster. Noes: None. Mayor Boater announced his eg~pointees to serve as members of said Planning Commission., being as follows: Mr Edmund Qanavaugh, Bill Jones, Louis Decker,_Agnes E Copeland, Steve Kuhle_and Councilman. Lake, also that the Mayor, City Engineer an d Chief of Police will be Ex-officio members of said Commission. . Thereupon it was moved by Councilman Nation add seconded by Council rnaaoSnyder that said appointments made by Mayor Buster be approved b, the City Council. _ Roll Call: F _Ayes: Councilmen Lake, Meyer, Nation, Snyder and Buster. Councilman Meyer was instructed to cheek into the matter of request forawate~ to plant flowers in vacant lots adjacent to the Woodrow Wilson School and see if something cannot be worked out. _ NEW BUSINESS: o. 957, entitled: "A RESOLUTION OF THE CITY COUNC7Z OF THE. An Ordinance, entitled: "An Ordinance of the City Council of the City of Lynwood, Calling for a Conno lidated Election to be held inn the City of Lynwood on Tuesday, the 14th day of April, 1936, and submitting to the qualified voters of said City the proposition of incurring a bonded debt im the sum of Teo Hundred and Ninety-Five Thousand Dollars for the con- struction and/or Acquisition of certain light and power works consisting of a distribution system for the transmission and sale of electricity for light, heat, power and other purposes, including distribution sub- stations, switchboards, transformers and all other necessary appurtenances, -- in the City of Lynvno od, and Establishing Consolidated election: precincts and voting places and naming election officers for said election", was introduced and read for the first time. It was moved by Councilman Meyer and seconded by Councilman Nation that said ord~na~ee be accepted as read the first time and pass to the second reading. Roll Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder and Boater. Noes: None. A communication was received from Mr Y E Chandler giving report on registration during month of February; also on placements, requesting 1.00 for the purchase of one hundred one penny postal cards. It was moved. by Councilman Nation and seconded by Councilman Snyder that Mr .Chandler be authorized to purchase one hundred penny postal esr ds as re- quested. All members of. the Council voting aye, the Mayor declared the motion carried. Councilman Lake addressed the Council on the matter of a herd of sheep that is being pastured in the Century Square Tract area and wonder- ing if it °is necessary to prepare an amendment to the Nuisamr3e0rdinanee t® eliminate same. There being no objection, the matter was referred to the City Attorney to check into whether or not there i`a a provision in the State Law that would apply, however, ii' ndr~ to prepare an amendment to the Nuisance Ordinance to include s!~een. There being no objection, the Mayor instructed the City Engineer and City Attorney to make demand on the Southern California Edison Co. for reduction of rates as aonl4ing to the goose-neck type of street lights; also to check up if W P A f„nr~s are ara~ lable for payment of lighting bills from Edison Company. There being no ob ieeti on, Ma~ror instructed City Attorney Ruby and City Engineer °ateman were also rer~~ested t~ check into the matter of tY!e poss~.bil.itq of the Gi ty se1_lj_ng the bonds, n the event the bond issue carries for the acquiring off' the lighting di str'huti on system o_f Lynwood, to the Government through the P W A Act or other means. There being no ob3ection, the Mayor instructed the City Engineer and Building Inspector to check all City Streets to ascertain whether there are any hazardeua conditions existing in the City where the City might be held liable in the event of accidents. City Attorney kuby was instructed to prepare notices for the Building Inspector to serve on ovaYers to show cause why certain earthquake dsnaged buildings and of her delapita~ed buildings should not be removed or ~- repaired, when they would be sighted to spear at the next meeting of the Council to show such cause. Mayor Bolter stated that he had an option from the Shell Oil Compsn y to serve the City wtuh gasoline at the same price as now charged for a period of 90 days. There being no objection, the Mayor also instructed the City Clerk to advertise for bids for the furnishing of gasoline Por tree period of one year, said bids to be opened at the regular meeting to be held on March 17th, 1936. It was moved by Councilman Lake and sec n ded by Councilman Nation that the meeting adjourn to March 10th, 1936, at 2 PM.
