Mayor Boster in the chair. Councilmen Lake, ~rleyer, T~ation, Snyder and Boster answered the roll call. It was moved by Councilman Meyer and seconded by Councilman Snyder that the minutes of the previous adjourned regular meetings of i,~Iarch 10th, and of :March 11th, 1936 be approved as written. All members of the Council voting aye, the Mayor declared the motion duly carried. 'eJRITTBN COPrL4NNICATIONS: A communication was received from the Los Angeles County League -~ of Municipalities inviting the Council to attend their next meeting to be held at Signal Hill on T~iarch 19th, 1936 when prominent speaker will be heard, dinner meeting at 6 P M. All who are mnterested in attending were directed by th, Mayor to so notify the City Clark in order that reser- vations might be made. A communication was received from Bngineer Bateman requesting a legal opinion by the pity Attorney as to who certain pipe belongs to that was formerly owned by a sir ?i ~ Idiller, said pipe being in Tract No. 6575, and having subsequently been incorporated into the City and are now being used by the Lynwood '4`Jater System. `i~here being no objection, the Mayor referred. the matter to the City Attorney for his opinion. A communication was received from License Collector, itl~ Anderson, requesting t hat the council approve t~~e appointment of Mr Horace B Kirmey and IV~rs Pearl i:Torris, as deputy license collectors a~~d that IvTrs Morris be bonded in the amount of ~~1,000.00. A communication was received from the Lyn~~ood Post T1o. 85, American Legion, requesting that the customary 10~ alloti-!ance on civil service ~:gaminations and also to .wive the age limit to ~~orld 'm'Jar veterans -~ on civil service positions. `T'here being no objection, same was laid over for future consideration. A communication was received from irTrs I ~~ Corning, Secretary of the Civil Service Commission, stating., that the term o f rdr J 0 haw, ~s :a .~e~nber of the . The City Attorney stated that the Ordinance now provides that said office holds over until a successor is appointed, therefore, the natter leas laid over to be considered at a later date. A communication was received from the royal Indemnity Compe.rsy submitting a compDOmise offer of :750.00 in the matter of defalcation of accounts of Ldilliam H Collins, in lieu of the full amount of the bond of X1,000.00, giging certain reasons therefor. There being nb objection, the natter was turned over to the City Attorney for action. A communication r°~as received from Chief of Police hiller recommend- ing. that a membership be taken out in the recce Officers Association of Las Angeles County on behalf of Chas. G. Boster, iviayor; also that his be renewed. Thereupon it t~ras moved by Councilman Lake and seconded by Councilman Snyder that a new membership be taken out in the Peace Officers Association of L A County as recommended by Chief I;iiller; also that the one now held be renewed; and that a warren t be drawn on the City `t'reasurer for the amount of 5.2& to cover same. moll Call: Ayes: Councilmen Like, Meyer, Nation, Snyder and Boster. IToes: None. "°"" A bulletin was received from the League of California Municipalities reporting on relief problems, public works, etc., and a copy was submitted to each Councilman for study. The hour of 8 0' clack P M having arrived, said hour the time fixed for opening bids for the furnishing of gasoline for the City for the y~a.r beginning April 1st, 1936 and ending i~iarch 31st, 193"x. It was moved by Councilman Snyder and seconded by Councilman Meyer that the bids be publicly o~~ened and declared. It was moved by Councilman Snyder and seconded by Councilman IVieyer that said bids be referred to the qty Engineer for checking and report his findings at the next regular ~.eeting of the Council. OR~I, CO;JiIdiTNI CA T I ONS : , Mr~J J Ligett addressed the ~auncil.callin g attention to .the bad condition of Lugo Avenue and requesting that said Street be repaired. Mr,E L Latchaw also spoke on said matter and also on the matter of lighting facilities, stating that they are in the dark there withou t a street light and seeking information thereon; also spoke on weeds. Mayor Boster .and Councilman Lake informed I~dr Latchaw that ~,he light had been tinned off because the district ,was more than 50o delinquent and the ~remai.nder of the pe ople who were _paying their assessments could not afford to carry those who ~iid not pay, however, that those that were not being served with lights were not assessed therefor as it is not paid out of the General Fuxid but from a special lighting funds. hrT~' A. B Hanson also addressed the Council about the bad condition of Lugo Avenue; also suggesting that a request he made to the Postal author- ities to furnish r~^.ail to all districts in Lynwood twice a day, stating that such is not the case where he resides on Lugo Ave.; also stating that the mail boxes at the curbs should bn done away with as they are unsightly. "There being no objection, the %~Isyar referred the r.~atter of the Street complaint to Street Commissioner Li yer and :y~.ngineer Bateman for investiga- tion and action. It was maved by Councilman Lake and seeon ded by Councilman Nation that the City Attorney be instructed to draft a resolution petitioning our Congressman and Senators and the Postmaster.of Lynwood to bstablish mail deliveries twice a day to all residing within the corporate limits of Lynwood. till members of the Council voting aye, the I~llayor declared the motion duly carried. UNFTNISHED BUSIT~ESS: ullding n~pee or Y~i.mmey submitted Tluisance Compisints with rela- tion to dilapitated buildings in the City of Lynwood signed by property aaners and tenants, said buildings being located at 11139 L B Blvd., 11468 L B Blvd., 11445 L B Blvd., 11179 L B Blvd., and 3507 Los Flores Blvd.,; also notice was received from the Building Inspector regarding same. The City Council set April 21st, 1936 as the hearing date when cause must be shown why such buildings should not be taken care of as required by lava. NEYV BiTSITdESS: e City Clerk stated that the Coordinating Council wishes the use of the City Park for the holding of an master Sunrise Service on raster morning at 5:26 A M; wishing the pity to cooperate with a tru©k to haul a platform to the location, etc. 't'hereupon it was moved by Councilman Meyer and seconded by Councilman l~Catian that the request be granted. All members of the Council voting aye, the mayor declared the motion duly carried. It was moved by Councilman Tlation and seconded by Councilman bTeyer that the Chief of Police be instructed to check up on needed pedestrian crossings in front of all churches in the City in order to eliminat® any hazardous condition that might exist and to provide such crossing at a suitable location at an early date. Noes: tdone. xeport of the delinquent water users was received from the eater Department; also budget report for first eight months of the fiscal year, with the comment that the lighting fund shows the small Bala nee of X1,644.00 and with small payments coming in, it will be enough only for two more months bills, and with no mores y hereafter to pay for the months of Pviay and. June, recommending that some steps be taken to reduce expenditures, which is largely due to the overcharge for goose-neck type rentals.
