Mayor Boster in the chair. Councilmen Lake, Meyer, Nation, Snyder and Boster answered the roll call. Thereupon the City Clerk entertained a motion for the ap point- ment of a Chairman of the City Council and Mayor of the City of Lynwood. Whereupon Councilman Meyer addressed the body to the effect that Councilman Boster has handled the position in a creditable man per and is now farr~iliar with the work and will be better fitted from raw on account of such experience, therefore mak;ng a motion that Councilman Boster be appointed Chairman of the City Council and Mayor of the City of Lynwood, which motion was duly seconded by Councilman Snyder, and passed by the following vote: Ayes: Councilmen Lake, Meyer, Nation and Snyder. Noes: None. Declined to vot®: Councilman Bas ter. H communication was received from the Honorable Board of Super- visors of Los tin~;eles County with attached Resolution Hereto which they adopted on April 15th, 1y~6 declaring certain Street as peat of County system of highways to be improved with the construction of oil and rock wearing-surface, being as follows: Elizabeth Ave., from Century Boule- vard, Virginia Avenue and San Antonio to North boundary of Lynwood, San Carlos Avazue, from Tweedy and Abbott Road, San Gabriel Avenue and San Juan Avenue, to north boundary of Lynwood, provided the consent is granted from the Gity of Lynwood. Thereupon RESOLUTION N0. 962, entitleds ~iA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYN4~l00D CONSENTING TO THE IMPROVING OF CER-~ TAIN STREETS IN THE CITY OF LYNWOOD BY THE COtTNTY OF LOS ANGELES, CALIFORNIA, was read. It was moved by Councilman Lake and seconded by Councilman Nation that said Resolution No. 962 be adopted. Ro11 Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder and Boster. Noes: None. A communication was received from Mrs P J Zmyslony submitting bill for X7.50 for 15 young diaeks and damage to chicken house caused by a break in the water main.; a?so aamagin~ feed; also requesting a load of sand. Thereupon it was moved by Councilrtian Lake and seconded by Councilman Snyder that the recommendations of rater Superintendent Bateman be accepter and a warrants be drawn on the City Treasurer for sale amount of ~?.50 in favor of P J Zmyslony. A communication was received from Mrs Pearl H Carter widow of Mr W H Carter former Mayor of Santa Monica, thanking Council for their thoughtfulness in adoption a Resolution of Condolence upon his passing. A bulletin of the League of California Municipalities sho~iring activities thereof and giving information on "In .Lieu Tax payment", "Mandatory Civil Service", etc, was received. There being no objection said bulletin was received and ordered filed. It was moved by Councilman Snyder and sec- onded by Councilman Meyer that said matter be referred to the Build- ing Inspector and the Planning Commission for recommendation. All members o_f the Coun^il voting aye, the Mayor declared the motion duly carried and it was so ordered. The hour of 8 P M having arrived,.said time being the hour fixed for the rece_ving of bids for the purchase of 400 ft. of 22" Standard Brand double jacket hose, coupled, and capable of with- standing a water pressure of 400 pounds. It was moved by Councilman Nation and seconded by Councilman Snyder that said building be declared a nuisance and the matter be turned over to the Building Inspector and Building Committee for immediate action in connection therewith.. Residence 3118 Century Boulevard: Mrs Chatterson, 3120 Century Boulevard adjacent to said build- ing addressed the Council about the bad condition thereof. A communication was received from tre Pennant Oil ~ Cxrease ,,.-., Company owners of said building, stating that they are making arrange- meets to have the hog: se and old garage thereon moved off of the lot. In view of the letter from the Pennant Oil & Grease Company agreeing to take care of the matter at an early date, the hearing was continued to next meeting. Store Building, 11468 Long Beach Boulevard Communication was received from the ov+n er, Mortgage Guarantee Company, stating teat the building in question went to escrow on the 20th for sale, which will be consummated within the next three weeks, when the new ova~er plans to build a new building thereon, therefore requesting postponement of any action. There being no objection, the Mayor declared the matter postponed until the next meeting of the City Council. StHel name structure along P E Railroad Tracks: A communication was received from the Lorraine Corporation to the effect th at same has been sold and will be dismantled within the next 'ten days to two weeks. In view of such communication, the City Council continued the matter in connection therewith until the next meeting. There being no objection, the Mayor referred the matter to the Chief of Police for investigation and recommendation. An invitation was received from the City of Pomona inviting the Council and Ci.tq 0~'ficials to attend the League meeting of Los Angeles County in a~njunction with the Citrus Beit League to be held at Pomona, Thursday, April 23rd, 1936, 6:30 P P,'I at the Ebell Clubhouse, 585 E Hold Avenue; opposite Pomona High School, general topic "Civil Service" for city employees. f Application for employment were received from Herman H Young, Grover~C Hodge and Henry E Gallaher and-health reports. In connection with the request of the American Legion that Veterans be allowed lOf on examinations in connection with Civil Service, and that the age limit be way ved to World War Veterans, the City Clerk was instructed to communicate with Civil Service Commission of the Federal, State County and City Government to get an idea what practise is Pmllowed in other jurisdictions on the matter. NEW BUSINESS: An Ordinance, entitled: "An Ordinance defining Nuisances, providing for the abatement thereof, and for Criminal prosecution there- for, and penalties for violations of said Ordinance", was introduced and read.. It was moved by Councilman Snyder and seconded by Council- man Meyer that same be accepted as read the first time and pass to the second reading. Counc i7_man Nation suggested that in the future when anything comes up for consideration of the Council and the facts regarding same are known in advance, that same be conveyed by the Departments heads to the Commissioner in charge of their respective department in order that amore satisfactory solution can be arrived at.
