application for license to operate professional psychology at 12622
Long Beach Boulevard. i~ir Lamar also was present and addressed the
Council on behalf of his application, submitting reference that he
has proeurred in ,years past. It was moved by Councilman Nation and
seconded by Councilman Meyer that tre application be referred to the
Chief of Police for investigation ar.d if favorable he to so notify
the License Collector in order that license might be issued.
At tris time Councilman, Snyder arrived and took his seat
at the Council table.
All members of the Council vote ng a?te on th? motion, the
Mayor declared the motion duly carried and it was,. so ordered.
A communication was received from Captain in Charge E W
Lewis suggest;ng that 2 Type E Cylinders for the Resusitator, as
they now have to depend on su ply from Huntington Park Fire Depart-
ment, the cost of same being 30.50. Thereupon it was moved by
Councilman Snyder and seconded by Councilman Lake teat the Fire Capt-
ain be authorized to purchase sa~~ eoninment t'~e cost not to exceed
X30.50.

A communication was received from Chief of Police t~iiller
recommending triat a red wax~nine light be installed at the intersec-
tion of 'tweedy Boulevard and State Street in an endeavor to eliminate
accidents thereat. Chief miller also addressed the Council Qn the
matter to the effect that he does not know if it will be a remedy,
however, that it will not cost but two or three dollars to give it a
trial.
Thereupon it was moved by Councilman Nation and seconded
by Councilman Lake that tre Chief o° Police be authorized to expend
money for the installation o~' said red light at said intersection.
All members of the Council voting aye, the Mayor declared the motion
duly carried.
A communication was received from Chief riiller recommending
that the City take out a membership in the International Association
for Identification on behalf of Mr Paul M Kerr, the cost beirxg X5.00.
Thereupon it was moved by Councilman Meyer and seconded by Councilman
Lake that said recommendation be accepted and that a membership be
taken oi~t in said organization and teat a warrant be drawn in favor
of same in the amount of X5.00 to cover membership fee.

written protests had been filed. The City clerk reports that none had
been received. Vuriereupon rile i~~ayor inquired whether there was any one
present wno wished to enter any protests in connection with said
matter. There was no response
There being no protests filed against said project, it was
duly moved by Councilman 1~leyer and seconded by Councilman Lake that the
Street Super`ntendent be instructed to abate the weed nui:~ance in the
City of Lynwood by having the weeds referred to removed, and he and his
assistants or deputies are hereby expressly authorized to enter upon
private property for teat purpose. Provided, however, that any property
owners shall have t}~e right to have any such !veeds removed at his oval
expense providing thesame is dose prior to tre arrival of the Street
Superintendent or his representatives to do the same.

A communication was received from the League of California Mun-
icipalities reporting on the matter of revenues from the new tax on
automobiles, to tre effect t~^a.t a suit has been filed by Tax Research,

ing the constitt~ti ons7 ity ~° t'-,e "in lieu" tax and the constitutionality
of the allocstion to fihe Cities a~,d counties, and if carried on through

Report from lr,o~~ris L Chandler, rtegistrar of Los Angeles County
Co-Ordinating t~ureau, Lynwood r'ree t~mployment, with expense account
of ~p15.00 for month of April. Thereupon it was moved by Councilman
Nation and seconded by Councilman Lakethat a wattant be drawn on the
City Treasurer to cover said expense account of ~p15.00.

was again brought up. The City Clerk having written to Cities, State,
Federal and County Governments to learn what their practise is with

and others did not.

to the effect that it is his opinion where the equipment is in good
order and of a standard make and the City maintains a trained personnel
to administer same, that he believes that no judgment could be entered
against the City by t:~e use ui'such inhalator, making other suggestions
with respect to tk~ie matter in order to escape possibility of liability
judgments. There being no oi~jection, the ivayor ordered the communi-
cation fil ed.
ORDINANCE N0. 271, entitled: "AN ORDINANCE DEFINING NUISANCES,
PROVIDING FOIE THE ABATEMENT THEREOF, APdD POR CRIMINAL PROSECUTION
THEREFOR, AN?~ PENALTIES T'OR TtIOI,AT?ONS OF SAID ORDINAN CE", was read
for the second time. It was moved by Councilman Lake and secs ded
by Councilman Maver that said Ordinance be adopted as read the second
time, finally pass and be bublished as required by law.

A communication was received from Building Inspector Kimmey re-
porting on the matter of application of. one J Z Adams to erect a fert-
ilizer Warehouse at the rear of 5059 Imperial Highway, that he would
recommend that the permit be not granted as it is near residences
located there.
Councilman Take r.enorted nn behalf of the Planning Commission

Councilmen Lake also reported on the Pla~~ning Commission
action with respect to t'~e store buildings on Long Teach Boulevard,
that protrude out over the sidewal k, that a motion waspassed to the
effect that the Council be asked to grant permit for lengthening both
the Vilven and Reber buildings ur3th the present type of construction
in consideration the ovmerts willingness to make the proper setback
~.vithout compensation from or litigation +vith the City. There being
no objection, the matter was referred to the City Attorney for study and
ren_ or t.
It was moved by ;Councilman. Lake and seconded ray Councilman
Snyder that Doctor Cli.~f Dorsey be appointed as a member of the Civil
Service Boatd to serve for a period of six years beginning on Jan-
~~ary 1st, 1936 and ending Decembe2° 31st, 1941.

Mayor Bolter reported fret the Planning Commission had

A communication was received from Captain Lewis of the
Fire Department reporting on the bids that he finds that same are
all the same, recommending that the City purchase 400 feet of Under-
=nrriters hose.
Thereupon it teas moved by Councilman Nation and seconded
by Councilman Meyer that the bid be awarded to the Eureka Fire Hose
Division at thel.r price of 78 cents oer foot for 400 feet of fire
hose as per bid.

It was moved by Councilman Nation and seconded by Council-
mesn Meyer that the City Council ratify the action of the Planning
Commission in the creating of band concerts on Saturday nights. All
members of the Council voting aye, the Mayor declared the motion duly
carried.
Building ?nspector Rimmev reported on the progress of

and 3507 Los Flores Boulevard in an effort to have him demolish or
repair the buildings thereat, but Mr LeBlanc refuses to do anything
about it, therefore stating; that other ac~ti_on need be taken.
It was moved by ~uuncilman ~nyuer and seconded by Council-
man Meyer that the buildings on the property located at 11179 Long
Beach Boulevard, described as Lot 1.54, 'Tract 2551, lviap Book 24, pages
78, 79, and 80 of Maps of Los ~ingeles County, and property located at
3507 Los ilores Bo~,~levard, described as A_1 of Lot 49, Tract No. 2551,
except the northerly 50 feet thereof, Book 24, pages 78, 79 and 80 of
Maps, Los Angeles County Records, belonging to Thomas and Ellen LeBlanc, ,..~,
be and the same are hereby declared a nuisance and that t':-e City Attorney
be instructed to commence proceedings to have same abated.

Meyer that we continue the hearing in connection with the other build-

Manor Bolter announced that he met with the Pacific Electric
officials together with Mr i3ateman and they discussed thematter of
transportation for Lynwood, etc.

A communication was received from City Engineer Bateman accom-
panied by Tract Map of Tract No. 10996 to be placed on record by 0 J
Harrell, owner, and as a part of said tract lies within the City limits,
it is necessary to have same ap proved by the City Council. Also, in
connection therewith the School Board is requesting the City to vacate
portions of Cedar Avenue and Magnolia Avenue easterly of Bullis Road,
which wi 11 be agreeable to the Road DepaY° tment of Los Angeles County.
Thereupon it was moved by Councilman Snyder and seconded by Coun-
cilman Meyer that Tract No. 10996 be ap proved and that the roads and
Avenues shown on said map be accepted on behalf of the public for high-
way purposes, and that the City Attorney be directed to commence pro-
ceedings to vacate said Streets as requested.
