The City Council of the City of Lynwood met in a regular session,
at the City Hall, 11331 Plaza Street, on above date, at 7:30 E. M.
Mayor Bolter in the Chair.
Councilmen Lake, Me~Ter, rTStion, Snyder and Boster answered the
roll call.
It was moved. ~v Councilman T,~.ke and seconded by Councilman

"y'RITTFN COMMUNICATIONS:
-- A commun cat on was received from the L. A. County League of
Municipalities announcing the next meeting at Santa Monica on May 21st,
1936 to be held at the lleauville club at the foot of Colorado Street, at
fi :30 P. NL. The ~rayor requested those who can attend, to so notify the
City Clerk in order that reservations might be made.
A communication was received from Caroline. Slater requesting
the Council to meet with their organization for the purpose of discussing
the matter of establishing an adequate and wholesome recreational program
for your people of the community, and especially to take care of the girls
of the City. Thereupon it was moved by Councilman Nation and seconded by
Councilman Lake that the communication be turned over to the Promotion
Committee and that they meet with Mrs. Slater and other members of her
organization to ascertain whether or not the City Council can offer any
assistance. All members of the Council voting ave, the Mayor declared the
motion duly carried.
A communication was received from Chief of Police Miller recom-
mending that a change be made in the grade of gasoline for the Police.
vehicles, as the present grade does not work so well, suggesting that
Ethyl be furnished. Thereupon it was moved by Councilman Meyer and
seconded by Councilman Lake that the City Clerk be instructed to get in
touch with the Bryant Oil Comnanv reauesting that they furnish the City
with Ethyl gasoline at the Tire nenaHtment pump at the price of 12{~ as per
bids submitted some time ado. ~,~3 mem~ers of the Council voting aye, the

A corr!m~anicatinn was received °rnm Chief of Police Miller recom-
mending trat a partition he wilt in his office for tale as a`nrivate
office, the exrense to be az~nroximately 100.00. The rites clerk also
made a like request for hi.s office. There being no objection, these
matters were referred to Mayor Boster for consideration and report.
A communication was received from Mr. F. B. Roberts calling
attention to the matter of expiration date of insurance policy covering
City Treasurer against robbery on dune 1st, 1956, requesting permission
to renew same. Thereupon it was moved by Councilman Nation and seconded
by Councilman Lake that Iwr. rtoberts be authorized to renew same for the
period of one year at a premium charge of X35.00.

Noes: None.
A communication was received from Pacific Coast Association of
Fire Chiefs urging the City to send their Fire Chief to the convention
to be held at Seattle. Because of the lack of personnel in the Fire
Department, it was deemed inadvisable for any one to attend.
A communication was received from E. C. Halverson, Postmaster,
acknowledging receipt of copy of Resolution No. 960, assuring that he
will do all in his power to procure the service desired in the Resolution.
There being no objection, said communication was ordered filed.
A bulletin from the League of California Municipalities re-
garding Utility property tax suit filed by the Pacific Tel. & Te. Co. vs.
City of Eureka for a refund of taxes paid under protest to a City or
County.

that they puhlicly announce that they will hold no grudge against them
if they vote in the election as their own judgment directs, and that
they will not be disc'r~arged how they vote.
Councilman hake addressed tiie council to the effect that in-
asmuch as he is one who signed the statement, that he would make a
brief statement. i~lr. Lake stated that he does not think that there will

be any danger of any employee losing his job regardless how he votes and
that they may further exercise their duty as a citizen without ~ieopardizing
their jobs; further stating that it was not the official action o.f the
City Caunc~il, but individual solicitation.
Mayor Boster also addressed the Council to the effect that he
signed the statement himself and that it is his prerogative to endorse
any one of his own choosing; also stating t?~at t}~~e Council rave, never
dictated to the City employees ~vY,o t~~~r ^~0»1~~ vote for, not at the City
elections or any other elections, any ~t is not their intention to in-

Gouncilman Nation also addressed the Council on the matter to
the effect that when the time comes that he cannot exercise his own
judgment because of riffs seat on the council, Y-~e shall resign, stating
that he endorsed Nirs. Copeland because ire feels that she is well qualified
for the position on the Board.
Councilman Snyder also expressed himself likewise.
ORAL COiViMUivTCATIOTvS:
Mr. Thomas P,Talone addressed the Council regarding the display-
i_rg of feed on the sidewalk, stating that other places of business hand-
ling feed have sacks piled up on the sidewalk and are taking business
away from other l~~itimate business firms, but he is not allowed to dis-
play his merchandise on the sidewalk and thereby it makes it a hardship
on him, appealing to the Council to make some uniform ru?e and make all
abide thereby. Mayor Boster assured DTr. T~alone that the police depart-
ment would make a survey and make a uniform rule for a11.
UNFINISHED BUSINESa:
It was moved by ouncilman Lake and seconded by Councilman.
Boster that the application of Nir. J. Z. Adams to construct a warehouse
for fertilizer on Imperial Highway be denied, and upon roll call showed
the following result:

"~r. e`nn~ook requested that a loading zone be establisred
in front of ris business at the tT~eatre calling for 10 minute parking.
There being no objection, the matter was referred to the Chief of Police
for investigation and recou:mendation.
City Attorney xlby subrr:itted a letter from the City of Los
Angeles wherein they request that the pity allow the Oity Attorney to
allow his name to be added to a brief in a case wherein they are manda-
musing- the Treasurer of the State and others to pay 25~ of tree propor-
tion of the motor vehicle tax collected whic'r. is now ~iield up' iri a
restraining order, in order to add weight to the brief, in other words
to act as a friend of the court without any obligation an the part of
the City.
City Attorney Ruby also reported that the City of Beverly
Hills had made a similar request on a brief they are preparing in
connection with suit filed. on the question of a higher charge to con-
sumers outside the City limits than those residing within its bounds,
and inasmuch as the City of Lynwood have similar problems it might do
some good to add our name thereto without cost to the City...
Thereupon it was moved by Councilman Meyer and seconded by --~
Councilman Snyder that the City Attorney be autY~orized to include the
name of the City on the brief of the City of Los Angeles and the City '''
of Beverly Hills, and that the City Clerk re instructed to furnish ~

Lake that tre City Attorney be instructed to check into t?~e matter and
to take whatever action is necessary in order to abate the apparent

The additional bond of i~lrs. Isabelle Corning covering her as
Court Clerk in the amount of ~p1,000.00 written with the Maryland Casualty
Company came up for approval. Thereupon it was moved by Councilman Snyder
and seconded by Councilman Meyer that said bond be approved. All members
of the Council voting aye, the Mayor declared the motion duly carried.
A communication was received from H. B. Kimmey, Building Ins-
pector requesting that the council look into the matter of a suitable ordi-
nance regulating house trailers as there are a number of complaints filed
on the matter, submitting copy of an ordinance recently adopted by the City
of Compton. There being no objection, same was turned over to the City
Attorney for checking and drafting of an ordinance for the consideration
,~.... of the Couneil.
Mr. Kimmey also wrote with relation to the incinerator condition
that exists at the Conductor's Cafe, stating that the owner has failed to
comply with the notice served on her and therefore some other action need
be taken as the condition is very seraous as it creates a great fire haz-
ard. Thereupon it was moved by Councilman Nation and seconded .by Council-
man Snyder that the provisions o~' t~^P incinerator Ordinance be enforced

Councilman Lake that building located at 11445 Long Beach Boulevard and
more particularly described as .i..ot 583, 't'ract 2551, recorded in Book 24,
pages 78, 79 and 80 of tvtaps, Records of Los Angeles County, California,
being property belonging to Lloyd Reber, be and the same is hereby de-
clared a nuisance and that the City Attorney be instructed to institute
proceedings to have the nuisance abated.

There being no ob,~ection, the Mayor ordered the hearing on the
other dilapidated buildings in Lynwood continued until next meeting.
A request for permit to sell watermelons from a truck at the
corner of Tweedy and Abbott Road and Atlantic Boulevard was submitted.
It was moved by Councilman Lake and seconded by Councilman Meyer that
permit be granted and the City Clerk and License Collector be authorized
to issue License therefor. All members of the Council voting aye, the
Mayor declared the motion duly carried.

It was moved-by Cau.ncilman cnyder and seconded ~v "aiancil-
man Lake that tre li~;rting assessment be col.leeted through the CountTr of
Los Angeles by the County Tax Collector in lieu of through tine City ~!'reas-
urer's office in the regular taxes and that the levy be made sufficient
to cover for an lid montn.'s period.

Mayor Buster announced that the Planning Commission had
agreed on decorating the Streets for the General Motor's opening, and
that Mr. Chas. J. Miller and E'd. Cavanaugh have procured the banners
for X34.00.
Thereupon it was moved by Councilman Snyder and seconded
by Councilman Nation that we ratify the action of the Planning Commission
in said matter and that we authorize the expenditure of X34.00 for such
purpose.

Mrs. Eva Terry was appointed as a committee of one to
write up a suitable greeting for insertion in the Lynwood Press for the
occasion.

It was moved by Councilman Lake and seconded by Cour^ilman
Snyder that tre City Attorney be instructed to draft a resolution re-
pealing Resolution Itio. 795 and providing that all purchase for capital
equipment in excess of ~5U.U0 be first approved by the City Council.
