HomeMy Public PortalAboutM 1936-07-21 - CC9 REGULAR MEETING JULY 21st., 1936 The City Council of the City of Lynwood met in a regular session, at the City Ha7.1, 11:31 Plaza Street, on above date, at 7:30 P. M. Mayor Roster in the chair. Councilmen Lake, Meyer, Tlation and Koster answered the roll call. Councilman Snyder was absent. It was moved by Councilman.Meyer and seconded by Councilman Lake that tY~e minutes of the previous regular meeting of Julq 7th, 1936 be approved ss written. All members of the Council present voting aye, the Niayor declared the motion duly carried. _ VUK1'1'1'~lV UUly;ivl(JlvlUA'1'1.UiV~: _ An invitation was received from the California Police and Firemen's Protective Association, announcing meeting of their groups at the Cotton Club, Culver City, Monday Night, July 27th, at 7 P.M. The communication was ordered filed and as many as can were urged to attend. A communication was received from the 6outh Gate Chamber of Commerce announcing their prosperity Breakfast at South Gate, Santa Ana and Long Beach Blvd.., on July 28th, Tuesday morning at 7 A.M. invi- ting the Council to send a representative and enclosing two tickets therefor. The Mayor and Councilman Lake indicated that they would attend. A communication was received from Mr. Robert A. Moffitt, representing Mr. Swanby who;•put up a certified check some time ago in connection with the buying of old water pipe, same being in the ax~ount of 150.00, but that little material has been delivered to him and therefore they feel that the City has not fulfilled their part of the agreement. There being no objection, the Mayor referred the matter to City Engineer Bateman for his attention and to notify Mr. Swanby when and if there~is any materials available. A communication was received from nr. J. L. Pomeroy, of the Los Angeles Health nepartment req~~esting the Council to adopt an emer- genev Ordinance that would prohibit the sale o~ or bring into the County and/or City any milk, cream or other dairy products for human consumption from any cow and/or goat infected or a~'fli.eted by or with tuberculosis. It was moved by Councilman Lake and seconded by Coun- cilman Nleyer that the matter be referred to the City Attorney with instructions to draft an Ordinance along the line suggested by Dr. Pomeroy. lyir, Chas. ~. need, pity `t'reasurer addressed the Council suggesting that the City take out a membership in the Municipal Finance Officers Association, the fee being ~p10.00 per year. Thereupon it was -moved by Councilman Nation and seconded by Councilman Lake that member- ship be taken out in the Municipal Finance Officers association for on® y®ar, at X10.00 per year. Roll Call: Ages:. Councilmen Lake, Meyer, Nation and Boster. Noes: None. Absent: Councilman Snyder. The hour of 8 P.M. having arrived, said time being the hour set to resume the hearing in connection with the furnishing of lights for fiscal year 1936-37. Mrs. H. A. MacKenzie addressed the Council again on her protest, again protesting on the basis that she is not getting enough benefit from the light at her location to pay the assessment against her 200 feet of frontage. _ iuir. nalph ciurton also addressed the Council inquiring about the rate charged by the Southern California Edison Co., and if any re- duction will be made; protesting about the charge now charged on goose- 1~ Thereupon j t eras mc~re~ '~v Councilman Lake and seconded by Councilman. Noes: None. c ~ Absent: Councilman Snyder. -Mayor Boster stated that he has endeavored to get in touch with Mr. Little of the southern c:alifornia `telephone Co. all week, but that he has been unable to do so, but that he will the first opportunity and take up the matter of complaint made by N1r. Rowlee regarding the need to use Compton prefix for extended service for commercial phones. It was moved by Councilman Nation and seconded by Councilman Meyer that Mrs. Anna E. Nelson be extended thirty days time to have her dilapidated building at 11139 Long Beach Boulevard taken care of and that in the meantime the City Attorney be instructed to communicate with her and ascertain if she cannot have the same repaired or torn down. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. ORDINANCE NO. 275, entitled: "AN ORDINANCE OF THE CITY OF LYNWOOD WAIVING CERTAIN DELINQUENT PENALTIES FOR THE NON-PAYMENT OF LIGHTING ASSESSMENTS', was read for the second time. It was moved by Councilman Lake and seconded by Councilman Nation that same be adopted as read the second time, finally pass and be published as required by law. Roll Call: Ayes: Councilmen Lake, Meyer, Nation and Boster. Noes: None. Absent : Counc~ lmar_ "n~rder. NF?"T RTtS I rTFc g ; common ca ion was received from '?n~*ineer Bateman recommen- ding that all Streets running north and south he designated as Avenues and those running east and west be known as streets; also recommending that the jurisdiction of Alameda Street be given to the Countq of Los Angeles as there is a very serious drainage problem there that should be remedied, as it rightfully should be under their jurisdiction anyway as abbutting property lies in Uounty territory. There being; no objection, the matter was turned over to the City Attorney for attention to work with the City Engineer Bateman and draft suitable Resolutions to cover the matter. It was moved by Councilman Nation end seconded by Councilman Meyer that the City Clerk be instructed to communicate with all Depart- ment heads to the effect that they discharge any employee under their jurisdiction who is found drinking while on City time or comes to the job in a drunken condition during working hours. The City Clerk was instructed to notify all department heads to be subject to call at 1 o'clock on Monday when the Council are to study the budget requirements further.
