Plaza Street, on above date at 1:00 P. hl. Mayor Koster in the chair. Councilmen Lake, Nation and Boster answered the roll call. Councilmen Meyer €~nd Snyder were absent. It was moved by Councilman Lake and seconded by Councilman Nation that the minutes bf the previous regular meeting of July 21st, 1936 be approved as written. All mem- bers of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. Chief of Police Miller, Engineer°Bateman and Captain in Charge, Lewis, respectively, were called in to the meeting to go over their requests for budget allowances for their respective department covering fiscal year 1936- 37, after which the Cancil considered their requirements .and proceeded with the matter of balancing the budget, but did not have sufficient time to complete their task. There being no objection, the matter was referred to the Street Commissioner for i__nvestigation and necessary action. A communication was received from Chief of Police Miller stating that the Ford Sedan in his department is no longer in mechani- eaI condition, therefore recommending that the Council consider the purchase of a new vehicle. Thereupon it was„moved by Councilman Nation and seconded by Councilman Lake that the City Clerk be instructed to advertise for bids for a new car for the Police Department. All members of the Council present voting aye, the Mayor declared. the motion duly carried and it was so ordered. A communication was received from Chief of Police Miller ,,.,, recommending the purchase of a sufficient number of badges for the Civil Service Commission Board. Thereupon it was moved by Councilman Lake and seconded by Councilman Nation that the Chief of Police be authorized to purchase three badges for the Civil Service Board. All members of the Council present voting aye, the Mayor declared the mo- tion duly carried. Communications F~rere received from Roy W. Burton, Preston D. Oren, and Logan R. Cotton, s„~m~t±;in~? letter in connection with doing .the City auditing for tre fiscal near l~:~F-37. There being no objec- tion, same was laid over until a later date. Report of activities of Police ~enartment ~'or month of July, was received; also weekly health report, and there heins~ no objjection, same was ordered filed. UNFINISHED BUSINESS: communication was received from City Attorney Ruby re- garding the changing of the names of streets and avenues, stating that he would recommend the holding up of same until after re~'unding is complete as it may complicate the matter. Zhereupon it was moved by Councilman Lake and seconded by Councilman Nation that we accept the recommendations of City Attorney Ruby and that said matter be held in abeyance for the time being. All members of the Council present voting aye, the Mayor declared the motion duly carried. City Attorney Ruby. submitted proposed Ordinance in connection with health regulation as affecting_the milk products, suggesting that same be laid over because there is a test case pending in Court on the matter. Thereupon, the Mayor ordered the matter laid over for future consideration. a . Mayor Roster reported that he contacted Mr. Ben Little, Dist. Manager of the Southern California Telephone, which the complaint of Floyd B. Rowlee regarding prefix~on extended sQrvice for commercial houses necessitated, and stated that he believes that a satisfactory solution will result from his conference with him; stating further that he took up the mater of a local office here and he notified the Planning Commission to write them rep~ardinn same, suggesting that the City do likewise. - _ _ Thereupon in was, mot~e~ bv. A communication was received from City Engineer Bateman re- porting on the matter, of the contract of Swanby with~the City for pur- chase of junk pipe from the y~a,ter i~e~,artarent, stating that no old pipe e7~assed as junk rlas, been rearoved, because new lines are now laid in tY~e Street in .lieu of in rear easements where old lines now exist and i would not pay to dig up the old lines as it would cost in the neighbor- . hood of X15 to X20 per ton to recover the pipe and the price quoted for junk pipe by Mr. Swanby was 3.05 per ton,, stating further that nothing ire the agreement could possibly be ..construed as forcing the City to dig up old pipe at a loss simply to supply Mr. Swanby~s need for old pipe. Tt was moved by Councilman Nation and seconded by Councilman Lake that the City Clerk be instructed to so-'notify Mr. Swanby and that the check in the principal amount of ~150.OO accompanying the agreement be returned to Mr. Swanby. All members of the Coz~ncil present voting aye, the Mayor declared the motion duly carried. A communication was received from C. D. Brewster, stating that some time ago he wrote relative to tY~e destruction of a hedge by the weed burning crew requesting tY~at same be removed without expense to himself and inasmuch as the City did not proceed, he had the hedge 1.`~ It was moved by Councilman Nation and seconded by Councilman Lake that the demands be allowed and warrants be drawn on the"City Treasurer for said various amounts. Roll Call: Ayes: Councilmen Lake, Nation and Boster. Noes: None. Absent: Councilmen Meyer and Snyder. City Attorney Ruby reported that the dusty private street `` at the end of Franklin St. and Drury Lane, had been fenced off by the owner, Mr. tiNilson, so that will eliminate the dust as complained about by Mrs. MacKenzie. " _ He also reported that the cattle complaint he believes will be taken care of this week. It was moved by Councilman Lake and seconded by Councilman Nations that the meeting adjourn to August 11th, 1936, at 7:30 P.M. A communication was received from Captain in Charge E. W. Lewis recommending that Evar Coddington be appointed as a regular Fireman on full time as he has served his probationary period and is No. 1 on the eligible'list; also having attached to said letter medical certificate executed by Hugh R. McMeekin, M.D. showing him in good physical condition; also recommending the temporary appointment of Harold Harryman as night Callman as he is-second high. an the examination list and has been thus certified by the Civil Service Bosrd. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that we accept the recommendations of Captain Lewis and that Mr. Evar Coddington be hired as a full time fireman in lieu of night callmen at a sal any of 120.00 per month, he to commence on his new duty on August 16th, 1936; also that Mr. Harold Harryman be em- ployed as night callman to fill the vacancy created by the advancement of Mr. Coddington, at a sa7_arv o ~' x'15.00 per month. It was .moved by Councilman Lake and seconded by Councilman Meyer that X2,000.00 be transferred from the Water Fund to the General Fund and that said amount be re-transferred from the General Fund to the Bond Rederription Fund to be credited to the following districts: District "1Vi" X250., District "uM" y~250., and ~p1,500.00 to the Special Assessment Tax ttelief r'und, and treat warrants be drawn on the City Treasurer for said various amounts. Mayor Boster stated that some time ago the Planning Commission had recommended the appointment of three members from each of the A & I Districts wherein the County are interested to work with the City Council and the Special Assessment Committee of Los Angeles County for a read3ustment of the debt, stating that City Treas~zrer Reed and him- self have appointed the following to serve in such capacity, requesting the Council to confirm such appointments: A & I DISTRICT N0. 15: Dr. J. In the absence of ivlayor roster, the meeting was called to order by Deputy pity iaerk Pearl ~. +,orris, who served in the absence of the City clerk and upon roll call showed the following present: Councilmen Lake, luleyer, TVation and Snyder. Mayor t3oster was absent. The Clerk announced that a motion would be in order far the appointment of a temporary Chairman and Nlayor protem. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that Council- man Cecil E. Snyder be appointed temporary Chairman and Mayor protem. ~'Vhereupon Councilman Snyder took his seat as chairman. It was moved by Councilman Lake and seconded by Councilman Nation that the minutes of the adjourned regular meeting of August 11th, 1936, be approved as written. WRITTEN COMMUNICATIONS: A communication was received from Mrs._Rose Streeter, second Vice President of the Huntington Park Woman's Club, asking permission of the Council to place a banner at Long Beach Blvd. and Cedar Avenue, also to place traffic directin~* cards along these two streets to 3700 Gedar Avenue where trey are '"n7~~n~ a country Fair on Sept. 11, 1936. UNFi'IN1SriED BUSINESS A communication was received from H. t3. Kimmey, Building Inspector reporting upon his investigation on complaint from an existing semi-dairy business being carried on in the residential district in the 3200 block of Carlin Ave., and upon his investigation did not find such to be the case and not being able to locate any one in said vicinity that was in any way annoyed with the passing in and out of trucks. Ther being no objection the Mayor pro tem ordered said letter filed. NEW BUSINESS: r~i ordinance of the City of Lynwood fixing the rates of Taxes and levying taxes for the fiscal year beginning July 1st, and ending June 30th,. 1937 was introduced and read by caption for the first reading It was moved by Councilman Nation and seeoncied.by Councilman bake that the reading in full of said ordinance be w ai.ved and that same be accepted and pass to the second reading.
