REGULAR IviEETING AUGU"T 4TH. 1936
The City Council of ttie pity or' Lynwood met in a regular
session, at the City Hall, 1131 Nlaza atreet, on above date, at
7:30 P.M.
Mayor Koster in the chair.
Councilmen Lake, Nation and Koster answered the roll call.
Councilmen IJieyes~ and Snyder were absent.
It was moved by Councilman Nation and seconded by Council-
man Lake that the minutes of the regular meeting of July 21st, 1936
and of the adjourned regular meeting of July 27th, 1936 be~approved
as written. All members of the Council present voting aye, the Mayor
declared the motion duly carried..
WRITTEN COMMUNICATIONS:
A communication was received complaining of a semi-dairy
business that is being carried on in the residential district in the
3200 block on Carlin Ave., requesting the Council to endeavor to have
same eliminated. There being no objection, the Mayor referred the
matter to the Building Inspector for investigation and immediate
action.
A communication was received from the General Pipe Line
Company renewing their request for r,ermissi.on to assign to General
Petroleum Corporation of California all t'~at portion of pipe line
franchise, originally granted rtr t'~e Covnt~* ~~' Taos Angeles under
Ordinance No. 7f'1, anri the one granted Y,y the rites of T,vnw~od by
Ordinance No. '~9. There being no objection, the matter was t,~rned
over to tre Citjr Attorney to check into as to his opinion relative to
same and to report Yuck to the Council his findings.
A communication was received from the City Planning Commis-
sion recommending that the jurisdiction in the matter of Special
Assessment Relief in the seven a ~, 1 districts be turned over to the
County; also making recommendation with respect to the appointment of
committees to handle the matter; also treat the City Treasurer be in-
structed to obtain the names and addresses of all bond holders in
A & I District No. 25; and that the City Engineer be instructed to
draft all resolutions necessary and that the City Attorney be in-
structed to take the required legal steps toward the settlement of
the bonds under the "Refunding Act".
The Mayor announced that he believed that most of the recom-
mendations have already been commenced and are under way, with the
exception of the first one and that they are holding up on it until
after Thursday when a conference is to be held with certain bond
holders, which was their request.
A communication was received from the City Planning Commis-
sion making certain recommendations in connection with Refunding,
i.e., th~~t the City contact all available bond-holders in an en-
deavor to arrive at a figure at which the bonds can be retired; that
the Council select a man to work with Mr. Bateman to do the prelimi-
nary work required in the Refunding nraceedings; that the City Council
draft a letter to the State Railway '"ammission relative to the un-
satisfactory conditions prevailing on "paciri.o ~'lectric" properties,
mentioning also the poor service rendered ozzr community, and the high
rates pair? for same.

date.
It was moved by Councilman Lake and seconded by Councilman
Nation that the City attorney be ins~ructed to communicate with the
Railway Commission and the racif'ic Electric officials regarding the
bad condition of their right of way throubh :Lynvrood; also wi th res-
pect to poor service rendered on their line. and appeal for a reduc-
tion of rates, which had been tentatively promised after July 1st of
this year. All members of the Council present voting aye, the Mayor
declared the motion duly carried.
A communication was received from the Division of Parks of
the State of California requesting the Council to endorse the measure
on the November ballot which would rermit slant drilling, wtii~~h~wi11
enable the State to derive revenue from the leasing of oil pools under
the tidelands. There being no objection, the Mayor reglzested the
City Clerk to furnish a copy of same to each member of the Council
for further consideration.

' A complaint was received from Frank Bober regarding the weeds;
along the sidewalk and in Lhe :street on unborn lwenue. There being
no objection, the matter was re.terred to tree Street Commissioner for
i__nvestigation and necessary action.
A communication was received from Chief of Police Miller
stating .that the Ford Sedan in his department is no longer in mechani-
cal condition, therefore recommending that the Council consider the
purchase of a new vehicle.
Thereupon it was moved by Councilman Nation and seconded by
Councilman Lake that the City Clerk be instructed to advertise for
bids for a new car for the Police Department. All members of the
Council present voting aye, the Mayor declared. the lotion duly carried
and it was sa ordered.
A communication was received from Chief of Police Miller
r,,.,,, recommending the purchase of a sufficient number of badges for the
Civil Service Commission Board. Thereupon it was moved by Councilman
Lake and seconded by Councilman Nation that the Chief of Police be
authorized to purchase three badges for the Civil Service Board. All
members of the Council present voting ave, the Mayor declared the mo-
tion duly carried.
Communications i"/P,rP, received from Roy V+l. Burton, Preston D.
Oren, and Logan R. Cotton, Q~~'^mittin~ letter in connection with doing
..the City au~7'[.tin;~ for the fjseal veer 1~~F-37. There being no objec-
tion, s9mP, was laid over until a later date.
?~ex~ort of activities of Police '?enartment ~'or month of July,
was received; also weekly health report, and t?~ere reins no objection,
same was ordered filed.
UNFINISHED BUSINESS:
communication was received from City Attorney Ruby re-
garding the ehan~ing of tree names of streets and avenues„ stating that
he would recommend the holding up of same until after re~'unding is
complete as it may complicate the matter. Thereupon it was moved by
Councilman Lake and seconded by Councilman Nation that we accept the
recommendations of City Attorney Ruby and that said matter be held
in abeyance for the time being. All members of the Council present
voting aye, the Mayor declared the motion duly carried.
City Attorney Ruby.. submitted proposed Ordinance in connection
with health regulation as affecting the milk products, suggesting that
same be laid over because there is a test case pending in Court on the
matter. Thereupon, the Mayor ordered the matter laid over for future
consideration.
Mayor Boster reported thaYt he contacted Mr. Ben Little,
Dist. Manager of the Southern California Telephone, vihich the complaint
of Floyd B. Rowlee regarding prefix~on extended sorvice for commercial
houses necessitated, and stated thaet he believes that a satisfactory
solution will result from his conference with him; stating further that
he took up the mater of a local office here and he notified the Planning
Commission to write them re~ardnn same, suggesting that the City do
likewise. _
Thereupon in was mo~~e~ h4 councilman Lake and seconded by
Councilman Nation teat the_ Manor he-a~~thorized to communicate with the
Southern Cap ifornia Telenh_one Comnan~r, rea>>est~fn~ teem to establish a
local office here for the convenience of citizens of T,~rnwood. All
members of the Council voting aye, .the Ma~ror declared the motion duly
carried.
A communication was received from City Engineer Bateman re-
porting on the matter of the contract of Swanby with~the City for pur-
e chase of junk pipe from the ~u,ater ~e~,art~ient, stating that no old pipe
e7~assed as junk Yeas, been removed, because new lines are now laid in
the Street in lieu of in rear easements where old lines now exist and i~
would not pay to dig up the old lines as it would cost in the neighbor-
hood of X15 to X20 per ton to recover the pipe and the price quoted for
junk pipe by Mr. Swanby was 3.05 per ton, stating further that nothing
ire the agreement could possibly be ..construed as forcing the City to dig
up old pipe at a loss simply to supply Mr. Swanbyts need for old pipe.
It was moved by Councilman Nation and seconded by Councilman
Lake that the City Clerk be instructed to •O: notify Mr. Swanby and that
the check in the principal amount of ~150.OO accompanying the agreement
be returned to Mr. Swanby. All members of the Council present voting
aye, the Mayor declared the motion duly carried.
A communication was received from C. D. Brewster, stating
that some time ago he wrote relative to tY~e destruction of a hedge by
the weed burning crew requesting that same be removed without expense
to himself and inasmuch as the Citg did not proceed, he had the hedge

removed himself, requesting that the Council reimburse him for X25.00
labor. A letter was also received from City Engineer Bateman re-
porting on the same matter, stating that re dad investigated the damage
and he had planned on having same remo~red rn the City without cost
to the owner, however, that he did °nnt attempt to ascertain what dis-
position had been made in the matter, hl~t had same removed, and that
he is sure that one 1.arorer could rave removed t'^e hedge i.n not to
exceed one to one and. a calf days.
P~'.r. Prewster also addressed the Council on the matter showing
a picture of the hedge before such burning.
Thereupon it was moved by Councilman Nation and seconded by
Councilman Lake that tree matter be referred to the Chairman of the
Street Department. till members of the council present voting aye, the
Mayor declared the motion duly carried. >
NEPJ BUa NESS
A report was received from the Street Superintendent, A. J.
Bateman, showing the itemized cost of abating weed nuisance against
each separate lot from which nuisance was abated in the City, stating
that he had posted one copy of said report on the billboard in the
City H~1 of said City as required by law, being near the chamber door
of the Council.
The Mayor inquired if there was any one present who wished
to protest against the proposed assessment. There was no response,
and there having been no written protests filed, the following resolu-
tion was read:

LYN~'VOOD, CALIFORNIA, CONFIRMING REPORT OF THE STREET SUPERINTENDENT IN
CONNECTION WITH THE ABATEMENT OF DRY AND DRYING WEEDS FOR FISCAL YEAR
1936-37 UNDER ACT 5197 OF THE GENERAL LAWS OF THE STATE OF CALIFORNIA,
AS AMErJDED". Tt was moved by Councilman Lake and seconded by Council-
man Nation that said Resolution No. g70 be adopted.

It was moved by councilman lUation and seconded by Councilman
Lake that the demands be allowed and warrants be drawn on the"City
Treasurer for s aid various amounts.

City Attorney Ruby reported that the dusty private street "`
at the end of Franklin St. and Drury Lane, had been fenced off by the
owner, Mr. Wilson, so that will. eliminate the dust as complained about
by Mrs. MacKenzie.
He also reported that the cattle complaint he believes will
be taken care of this week.
It was moved by Councilman Lake and seconded by Councilman
Nation that the meeting ad3ourn to August 11th, 1936, at 7:30 P.M. All
members of the Council present voting aye, the May or declared the
motion duly carried.
