City Hs.ll, 11331 plaza Street,.. on above .date at-7:30. P. ~. ~uayor i3oster in tie chair. Councilmen Lake, ~-eyer, ~~atioh, Snyder and Boster answered the roll call. It wasmoved by Councilman Snyder and seconded by Councilman Meyer that the minutes of the previous adjourned regular meeting of October 27th, 1936 be approved a's written. All members of the Council voting aye, the Mayor declared the motion duly carried. Mrs. ~Ialter S. Rouseau addressed the Council on behalf of his application for permit to operate and give a series of the old-fashioned melo-dramas in Lynwood, stating that it is their plan to present plays in outlying districts of Los Angeles, stating that there willbe nothing derogatory in any way, but that their shows will be of-the old stock plays, stating that they are now showing at Sierra Madre. Mayor Boster stated on behalf of the City Council that all they are interested in is tosee and know that the shows will be of the cle an caliber. Mr. Rousseau assured the Council that such would be the case. Thereupon it was moved by Councilman Meyer and seconded by Councilman Snyder ghat the Cites Council grant Mr. Rousseau permission to conduct old-fasrione~? n+elo-dramas here and that the City Clerk be authorized to issveClicense therefor to exp~re onJanuary let, 1936. WRITTEN COMMUNICATIONS: ` c~'""ommun ca on was received from Guy LFRo9 Graham stating that last October 6th he made application fdr building Hermit, and after same his wife needed an operation which was unexpected; also that work has slacked off at his place of employment, therefore he now finds it impossible to go on with his building, requesting that the Council refund the amount of the building permit fee in the amount of $6.00. Thereupon it was moved by councilman Lake and seconded by Councilman Snyder that the request be granted and a warrant bedrawn on the City `rre.asurer for said amount. Roll Cali: Ayes: Councilmen Lake,, Meyer, Nation, Snyder and Boster. Noes: None. A communication was received Prom Lewis S. Unkrieh, Captain of 115th Medical Regiment, stating that on Armistice day', N~ember 11th, they are holding an open house when they will display military equip- ment and demonstrate rational Guard activities, requesting the Council's presence.° M other communication was received from Lewis S. Unkrich, stating that the California National Guard has scheduled a bivouac and overnight encampment, to be held at the City of Lynwood on the after- noon and evening of Saturday, December 5th and all day Sunday, December 6th of this year, requesting publicitq and assistance in any way poss- ible by the City, which will.. be appreciated. There being r.~ ohiection-,the Citq Clerk was instructed to ac- knowledge receipt of the communications, assuring them of the City's co-operation. ' A communication was rece~.ved from the Special Assessment Re- lief Committee stating that their committee wc~t.~ld re willing to recom- mend to the Board of u*?ervisors that the County tnakP a contribution in the amount of ~~35,869.47 to aid in the compete settlement of the outstanding debt of Lynwood Acquisition and Improvement District No. 19, Imperial Highway, which amount is based upon a settlement at the price of 36 cents on the dollar flat, with the understanding that the County's contribution together with the cash tae property owners cou]d raise would completely wipe out the standing debt of .said district without resorting to refunding proceedings. There being no objection, the Mayor instructed the City Clerk to give a copy of said letter to the City Treasurer and to file same.' A communication was received from Alphonse Kobloth-and one from Cortland ~. Brewster, making application for refund of weed assess- ment c]e aimed erroneously charged against their properties on the tax statement. There being no ob~eetion, the matter was referred to the Street Superintendent for investigation and report. A communication was received from C. W. Fleming, 4318 Walnut Avenue, requesting that Walnut Avenue west of Atlantic Boulevard and directly in front of the above number be repaired as a depression was left there in the re-construction of said avenue thereby permitting water to deposit thereat. There being no objection, the ay or refer- red the matter to Engineer Bateman with power to act if he finds that the cost will not be too great, otherwise to give the council a report thereof . ~4 A communication was received from Chief of Police.. Milbr re- questing that the gas be im tal~d for their reloading equipment, the cost not to exceed 15.00. Thereupon it was moved by Councilman Nation and. seconded by Councilman Snyder that the request be granted and the Chief of .Police be authorized to havae such work done. All members of the Council voting aye, the Mayor declared the motion duly carried and A communication was received signed by M. L. Oliver and C. C. Cox giving data regarding the service rendered the City of Lynwood by the Pacific Electric Railroad, requesting that the Council look into the matter and see if the matter cannot be remedied. There being no objec- tion, the Mayor referred the communication to the Planning Commission for consideration. A communication was received from Robert Moore, announcing their facilities for supplying materials for water and sewer systems. There being no objection, samewas referred to the City Engineer for his information. A petition was received signal by B. There being no objection, the matter was re~'erred to the City Engineer for his attention and to take care of the matter. A communication was received from the California Safety Coun- cil requesting the Council's cooperation in massing public opinion throughout California for a frontal attack on the problem of reducing accidents, stating that it can be property met out of reasonable al- locations Prom the gasoline taxes to provide sibnals, signs and illum- ination to make each City safer. There being no objection, the commun- ication was ordered filed. The reports from the Fire Dept, City Court and health were received and ordered filed. UNFINISHED BUSINESS: communication was received from the Chief of Police reporting on the progress made in equipment necessary for painting traffic lane lines and ceater lines on Long Beach Blvd. and Alameda Blvd., stating that he will. no doubt have completed their survey by next meeting of the Couh- cil. Chief of Police Miller recommendded by communication that the City ordinances governing through traffic on certain streets within the City, which are known asla~ulevard stop ordinances, recommending that one ordinance be adopted on the subject matter thereby simplifying mat- ters. There being no objection, the matter. was .referred to the City Attorney for study. The matter of opening Relli.n~er Street north, and Norton Avenue, was brought up for consideration, ar_d there being no objection, the mat- ter was referred to the Planning Com+r~.ssion for consideration. It was moved bn Councilman Snyder a.nd seconded by Councilman Nation that the City Clerkbe instructed to send a letter of condolence ~o the widow of the late LeRoy Daugherty on behalf of the City Council. 11 members of the Council voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Snyder and seconded bg Councilman Meyer that a committee be appointed to look into the matter of better lighting facilities as requested by complainants at previous meetings of the Council. All members of the council voting aye, the Mayor de- clared the motion duly carried and it was so ordered. Thereupon the Mayor appointed Councilman Meyer and himself to act on said committee. NEW BUSINESS: communication was received from E, W. Lewis, Captain in Charge of the Fire Department stating that he has received the resigna- tion of Joe Dodson as night callman effective November 1st, 1936, re- commending that same be accepted, and recommending that Mr. Kenneth tlfeston of 3632 Josephine Avenue be appointed to fill the vacancy, Mr. Weston being high man on the, civil service examination and otherwise qualified. Thereupon it was moved by Councilman Snyder and seconded by Councilmal Lake that the recommendation of Captain Lewis be accep- ted and Mr. Weston's salary be set at 15.00 per month as fixed for night callmen.
