The City Council of the City of Lynwood met in a regular ses- sion, at the City Hall, 11331 Plaza Street, on above date, at 7;30 P. M. Mayor Buster in the chair. Councilmen Lake, Meyer, Nation and Buster answered the roll call. Absent: Councilman Snyder. It was moved by Councilman Meyer and seconded by Councilman Nation that the minutes of the previous regular meeting of November 4th, 1936°be approved as written. M. There being no objection, tY~e Mayor ordered the com- munication filed, requesting the City C>aerk to nut irr reservations for 4. • A communication was received from Mrs. Rutty ~. Loupe, Secre- tary of the City Planning commission, submitting .letter from DBrs. Agnes ~. Copeland wherein she makes certain recommendations in connection with decorating the .City for Christmas r~oliday. season, the planing hav- ing been approved by the City ~'lanning commission, suggesting that all •fraternal, civic and commercial organizations in Lynwood be asked to sponsor a Christmas tree and to be decorated byy the sponsors and to be placed on both sides of L. B. Blvd., the City Council to arrange for -and prow ide the electric energy and the City have charge of the place- ment of the trees, suggesting prizes for, the best decorated trees; al- ~so suggesting that a Chritmas program and community°tree could climax °the aff~r. It was duly moved by Councilman Nation and seconded by Councilman Meyer that the Mayor be authorized to act as official spokes- man for the City Council in oontaeting the various organizations and -businessmen of the City in an effort to -follow out the suggestions 'as outlined in the letter and to offer 5.00 prize for the best deco- rated tree. All members of the Council present voting aye, the Mayor declared the motion duSy carried. - - A communication was received from Alfred Jones, Secretary -of the 'Special Assessment Relief committee wherein they stated that 'on October 13th,. 5.936, the Boa.rc~ ~f Surervisors authorized them to "cooperate with officials of the Cjtr o~ ~T;vnwood in trying to work out an adjustment of the indebtedness of Imner.ial Highway, Lynwood Acquisi- tion and Improvement District No. 1Q. 'there being no objection, the °Mayor ordered the °communication filed. - A communication was received from Elenita-M. Austin, ~ecre- ~tary of the coordinating Council requesting the .Council. to .set aside °a week as a clean-up week for Lynwood, at the end of which the City send out trucks to pick up whatever rubbish the citizens have collec- ted; also suggesting that some plan for .the cleaning of vacant Lots 'be taken under consideration. `Thereupon it .was moved by Councilman Lake and seconded by Councilman iyation that the Mayor be authorized to designate some week as clean-up week .and use such measures as is at his command to publize the matter. All member of the Council pre- sent voting aye, the Mayor declared the motion duly carried. A communication was received from Building Inspector Kimmeg with letter attached from one Mrs. Grace M. Daugherty requesting to build closer than the 20 feet as called for by deed for her Lot 345, Tract 7046, Mr. Kimmeg recommending a set-back of .twelve feet as the Lot is very short. Thereupon it was moved by Councilman Meyer and seconded by Councilman Lake that the Building Inspector be authorized to permit the applicant to build wiDthin 12 feet of the front property Sine. All members of the Council present voting aye, the Mayor de- clared the motion duly carried. A communication was received from the City Planning Commission recommending that the Neon Signs be instal led before the Christmas holi- day season. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that the Mayor 'and the Chief of Police be authorized to purchase over -the-street Neon signs designatimng the City limits at the north and south end on Long Reac~^ Rou'- evard, same to bear the letters on the side only. Elder. stet-ing that the lighting assessment is too high. on ..Lot 354,. Tract 2551 as the Lot contains less square feet than a 50 $_150 foot lot; else complaining be- cause lights have been taken out; also. camplaining_ahout a. weed charge alleging that the City did not clear the lot of weeds as she paid a party in June to have the work done. There-being no ob3eetion, the mat- ter- was referred to the City Engineer- for investigation and report back his findings to the City Council. Communications were .received from E. ~It. Hardin, Mrs. Clyde R. ~lilhelmi, A. F. Siler, John `? . K~.n~;, Fzora A. ~iorthen, requeesting refund of week assessment for year 1936-37 alleging that same was er- roneou~ly charged. There '~eing n7 objection, the matter was referred to the City ~'`ngineer Por investigation and resort riffs Findings to the Council. - Health reports were received, and ordered filed. UNFINISHED BUSINESS: . o common ca on was received from engineer Bateman reporting that he finds upon investigation twat weed assessments were erroneous- ly,charged gainst Lot 14, ~slock 10, ~od~eska Park, Lot 41, Block 21, Yod~eska Park, the east 47 feet of Lot 50, Mod3eska Acres, therefore recommending that refunds be made therefor.. At this time Councilman Nation requested to be excused, which was granted, whereupon Mr. Nation vacated his seat at the table and left the Council chamber. Thereupon it was moved by Councilman Lake ~ d seconded by Councilman Meyer that the refunds be granted as recommended when it is d~rtermined that the taxes are paid in full for year 1936-37, however, that refund be made in the amount of 98~ to Alphonse Kobloth as a- gainst Lot 14, Block T0, Mod~eska Park, as taxes have. already been paid in full and that same be included in the .demands. All member s of the City Council-present voting aye, the Mayor declared the motion duly carried. City Attorney Ruby raper tad in writing about the di~.apidated buildings stating that all have been taken care of satisfactorily thereby eliminating the nuisance that existed, stating Further that the constant effort of tre Euil~in~ Inspector has been a very great help in the work; also renortn~; that nothing has been done about the peat bog nuisance andsame is nendinP waiting for the City of Compton to loin in such action as is necessary to abate it, however, staing -that an effort is being made to allow the City the right to fill the bog by using it as a dump for hea~~~~ debris. Msvor ~ip$te?' or$ised City Attorney Ruby for his work in eliminating the nuisance-eonsist- ing of dilapidated buildings caused by the earthquake in T933. City Attorney Ruby also reported on the matter of request of~the Pacific Electric Railroad Company to have Better services es- tablished for the City at a cYieaper rate, submitting a letter from Mr. D. W. Pontius President of the P. E. R. x., wherein he refuses to give added service at a lower price because the businesa~does not merit it. There being no ob~ection,.the communication was ordered filed. A communication was received from the Automobile Club of 3authern California recommending that a center line be painted on that porttion of Imperial Highway west of Atlantic Boulevard. There being no objection, the Mayor referred the matter to the Chief of Police for consideration. There being no objection, the City Clerk was authorized to notify the Townscend Club of I-ynwood that it will be satisfactory for them to hold their meeting on December 23rd and December 30th, in lieu of on the 25th of December and January 1st, in the Council chambers. NEW BUSINESS: ~ ea m vei~l~y Councilman Lake and seconded by Councilman Meyer that Captain F. W. Lewis be promoted from Captain in Charge of the Pire Department to Fire Chief, All members of the Council pre- sent voting aye, the Me~ror declared themotion duly carried and it was so ordered. It was moved by Councilman. Meter and seconded by ~ouneilman Lake that a reward of 10.00 be offered-for information and conviction of anY one found malicously destroying City nroz~ertQ, and that the Chief of Police be authoriz®~ to have warning notices aosted to that effect. All members of the ouncil voting aye, the Magyar declared the motion duly carried. It was moved by ''ouncilman Meyer and seconded by Vouncilman Lake that the City Engineer be instructed to take suers steps that ~a necessary to eliminate the raise in the sidewalk at the C~u'ne~' of ern- ~~ wood enue and Long Beach Boulevard, being described as Lot 381, Tract 551, now occupied by the Conductress Cafe. All members of the Council voting aye, the Mayor declared the motion .duly carried.
