The City Council of the City of T~yn:vood met 3.n a regular ses-
sion, at the City Mall, 11351 Plaza Street, on above date, at 7!'30 ~'.M.
Mayor Boster in the chair.
Councilmen Lake, Meyer, Nation, Snyder and Boster answered
the roll call.
lt•was moved by Councilman Lake and seconded by Councilman
Snyder that the minutes of the previous regular meeting of December
1st, 1936 and of the adjourned regular meeting of December 2nd, 1936
be approved as written. All members of the Council voting aye, the
Mayor declared the motion duly carried.

communication was received from Mr. J. B. Norton, by A. A.
Merehan, Agent, requesting permit to establish a wood yard and watch-
man shed on Lot 5, Block 4, Tract 933? for use of H. Castaneda for the
purpose of sale and disposal of fire wood. It was moved by Councilman
Snyder ~~nd seconded by Councilman Meyer that the matter be referred to
Mayor Boster f. or investigation and if he finds that such business will
not prove as a nuisance to the rest of the territory, that he be auth-
orized to grant permission therefor upon the payment of the regular li-
~ense fee therefor. All members of the Council voting aye, the Mayor
declared the motion duly carried.
A communication was reee.j.ved from Building Inspector Kimmey
suggesting the drafting of an ordinance fixing certain time limits to
complete buildings, stating several instances ~rhere people begin con-
sturction and never ^om~lete the structure until after a lonr~ time
has elapsed.. Building nspector Kimmey ad~ressed the Council. on the
matter. After due consideration of the matter, it was determined to
wait action on the matter until after the zoning ordinance is adopted
as same will take care of such matters.
- tit this time Councilman Snyder requested to be execused,
which was granted, whereupon Councilman anyder vacated his seat at
the Council table and 1ft the room.
`1~he matter of closing up the sewing room at the Lynwood
Cooperative Unit located at 11181 Long Beach Blvd.•was brought up for
further consideration. It was moved-by Councilman Meyer and seconded
by Councilman Lake that the matter be referred to Rev. Spicer and
City Clerk Anderson for action, being President and Secretary of the
Lyn:v^od Emergency Relief. Fund who are paying the rent thereon. All
members of the Council ~roting aye, the Mayor declared the motion duly
carried.
A communication was received from Building Inspector Kimmey
regarding a hazardous condition that exists at 1122,3 Peach Street, on
account of an incinerator operated by the owner Mr. Charles Weber in
connection with his Planing Milli recommending that he be required to
increse the height of the stack by at least twenty feet, using a steel
stack with a screened top such as is used on similar incinerators for
planing mills. There being no objection, the matter was referred to
Mayor Boster for investigation end to ascertain if the matter cannot
be satisfactorily adjudicated.
A communication was reeeive~ from the Press Telegram of Long
Beach by K. P. Frederick, ~taburhan rdito~~, announcing the publication
of their yearly edition nn January 2nd, L~ "', requesting information
as to whether or not th,e City wish. to have an add. inserted for said
publication, quoting prices of different si~Ze adds. Thereun~n it was
moved by councilman Boster and seconded by ouncilman Meyer that the
City of Lynwood contract for one-sixteenth page add in the Press Tele-
gram's annual edition for the price of 30.00.

A communication was received from Building Inspector Kimmey
stating that the-City has no regulation regarding the matter of roof-
ing fees, etc.submitting ordinance on the sub3ect matter from other
Cities surrounding Lynwood, recommending that the matter be studied
by the Council and that a suitable or dinance be adopted. Donsiderable
discussion ensued thereon, but no action was taken on the matter.
A communication was received from Engineer Bateman request-
ing that the Council consider the purchase of a truck as provided for
in the T936-3? budget as same is most necessary at the present time
to expedite work on ~~. P. A. projects now under construction, giving
data as to requirements, etc. Thereupon it was moved by Councilman
Nation and seconded by Councilman Meyer that the City Clerk be in-
structed to advertise for bids for the p~zrchase of a truck as recom-
mendgd by Engineer Bateman, fixing Janue~y 5th, 193?, at 8 P. M. as
the time for receiving bids.

A communication was received from City Attorney Ruby advising
tnat the law appears to require the City to initiate forecelosure pro-
- ceed'ings upon all tax sales in special 1915 Improvement Districts with-
. in four years from the time the bonds are due, and before the expiration
of the statutory lien created by such tax sales. There being no ob3ec-
tion, the Mayor instructed City Clerk Anderson to notify City Treasurer
Reed to inform the City Council 4 or 5 months pre ~:3ous to the four year
period fixed for such sale in all special improvement districts.
The health reports were presented; also application for work
from one Clifford Wallace. There being no ob3ection, same were ordered
filed.

Engineer Bateman reported on the matter of request for re-
fund of weed assessments alleged' erroneously charged against certain Lots
as received from various property owners,.recommending that refunds be
made as prayed for, all being, in the total amount of X33.59 when it is
determined that the taxes for year 1956-37 are paid in full. Thereupon
it was moved by Counci~.l.man Lake and seconded by Councilman NTeyer that
same refunds be granted, subject to full payment of taxes for year 1936-
37.

An application was received from one Ralph Brown of Hemet,
California requesting perm it to sell turi~eys on Long Beach Boulevard
at Sequoia between December 19th to 24th, from a pen to be constructed
therefor. After due consideration of the matter, it was duly moved by
Councilman Nation that the request be denied on the ground that he could
not install proper equipment and facilities to take care of the turkeys
without complaints from surrounding residents and business establishement
which motion was duly seconded by Councilman Meyer.

Report was filed by Willisn Sullival , representative of the
Lynwood Free Employment Eureau, giving resume of number of appliearrts
registered and number of miles tra~elsd.
Thereupon it was moved by Councilman Nation and seconded by Councilman
Lake that Mr. Sullivan be allowed X15.00 a month for car expense in
connection with said work, and that sQ1.~? amount be added to the demands.

to be approved. '

It was moved by Councilman Meyer and seconded by Councilman
Nation that the demands be allowed and warrffits be drawn on the City

It was moved by Councilman Meyer and seconded by Councilman
Nation that the Citg Hall offices be closed on Saturday, December 26th,
1936, and that the City Clerk be instructed to post notice on the en-
trance of the City Hall to that effect. All members of the Council
present voting aye, the Mayor declared the motion duly ear.ried and it
was so ordered.
