Councilmen Lake, Meyer, Nation, Snyder and Boster anst~vered the roll call. It was moved by Councilman Snyder and seconded by Councilman Meyer that the minutes of the previous regular meeting of January 19th, 1937 be approved with the correction with respect to insurance, viz; That the commission' of tae fire insurance Policies be divided equal- ly between those agents specif ied, in lieu of 'profits'". All members of the Council voting aye, the Mayor declared the motion duly carried and it was sA ordered. It was moved by Councilman Meyer and seconded by Councilman Lake that the minutes of the previous adjourned regular meeting of Jan- uary 26th, T937 be approved as written. WRITTEN COMMUNICATIONS : ,,,,y communieat on was received from Ben Cohen wishing to be a- warded the contract to furnish mazda lamps, said contract expiring on February 28th, 1937. There being no ob~eetion, the matter was referred to Engineer Bateman for investigation and recommendation. A communication was received from Building Inspector Kimmey to the effect that Mr. R. G. Hoover of 12420 L. B. Blvd. has asked permission to erect a corrugated iron garage on the rear oP Lot 927, Tract 3172 to be 40 x 50 in sire, to be used for tae storage of his oil trucks and trailers; also to ~e used as a paint shop, Bldg. Insp. Kimmey stating that Lot Q2'7, Tract 3172 Paces on Palm Ave. is in the residential Zone R-I and abuts his vronerty on bong Beach Blvd. which is commercial zone described as Lot 924, Tra.et 31"?, wishing the Coun- cil's wish about issuing a permit pending the passage of the Zoning Ordinance. It was moved by Councilman Meyer and seconded by Councilman Lake that permit be granted to Mr. Hoover to erect said building on Lot 924, Tract 3172, same being in a commercial zone on Long Beach Boulevard. All members of the Council voting aye, the Mayor declared the motion duly carried. A communication was received from Robert A. Moffitt, to the effect that he has h®ard through Councilman Lake that the Council are contemplating a definite program for the relief of acquisition and im- provement districts in Lynwood, particularly the heavily burdened dis- trict number 19; also that the Council may set fit to employ him to help lay a foundation of facts and figures upon which the Councilman may construct a practical and workable plan to reach the desired re- sult, stating that he would be happy to be of such service, offering his service for 150.00 per month as compensation, plus other mis- cellaneous expense such as transportation, postage, etc. Mr. Moffitt was present and addressed the Cauneil on the matter. It was moved by Councilman Nation and seconded by Council- man Lake that the City of Lynwood s~eiare the services of Mr. Moffitt to go into the matter of contacting the bond holders and property owners on behalf of the City of Lynwood in an effort to ~*each a sat- isfactory settlement of the bonds in the various acquisition and im- provement districts of the City off' T:vnwood, at a saalery of X150.00 per month, plus allowance for nosta~;e and stationery, other expense ,,~ in connection with traveling, etc., to re first authorized by the City Council, said work to commence on February 4th., 1937. Roll Call Ayes: Councilman Lak®, Meyer, Nation, Snider and Boster. Noes; None. A report was received from Louis H. Decker, J. D. Norton and Victor Limber, a committee who vaare appointed to serve as a cit- izens Committee to negotiation with all parties interested in the read3ustment of the bonded debt crested by tlae developmea~°of Im- perial t~ignway, stating that they believe that any adjustment of tthe debt burden created by this improvement should be negotiated at a rice not to exeead 40~ flat, recommending that the Countg contribute 92,834.81, stating that Brown-Crummer Co., who marketed the bonds have indicated a willingness to assemble bonds at 40~ flat, stating that they believe that approval of a settlement at the price quoted will meat with the general approval of the~:h~~onit~ of taxpayers of the district. It was moved by Councilman Snyder and seconded by Council- man Meyer that the Committee be given a vote of thanks for the splen- did service rendered in connection with this district, and that the Committee be disolved. All members of the Council voting aye, the Mayor declared the motion duly carried. ~~ it was moved by Councilman Lake and seconded by Councilman Sny- der that the City Clerk be instructed to notify Mr. Wm. Behnke, who unofficially submitted a proposal for. settlement of the bonds in A. & I. Districts 6 and 10, that the City Council are. ready to proceed with the plan and for him to submit his contract setting forth the consideration in connection therewith. All members of the Council voting aye, the Mayor declared the motion duly carried. The Petition signed by Wm. P. Rouleau and 18 others in the vic- inity of 4837 Imperial Highway, wherein they consent to the establishment of a small dairy at said location, was brought up for consideration of the Council. City Attorney Ruby having ruled in writing that Ordinance No. 124 requires signatures from 51~ of the resident property owners within a radius of 1000 feet, and it having been determined by the City council that said petition is signed by more than 51~ of the resident property owners. `!` Therefore it was duly moved by Councilman Snyder and seconded by Councilman Meyer that permit be granted to Mr.LA. Harter to establish a dairy of 10 cows at said address of 4837 Imperial Highway, sub~~ect to a license for retailing milk thereat. Minutes of the Lynwood planning Commission was received wherein they give a resume of the hearing held in connection zoning the City of Lvn~vood. It was suggested by the City Council that the Chief of Police detail one of his employees to check trucks doing business in Lynwood to a~eertain whether or not they have license, and if not, to instructs them to secure one, making a record thereof in order that the License Collector c-an follow the matter through by correspondence whenever necessary. The hour of 8 o~clock P. ~I. having arrives, said time being the hour fined for receiving ob3ections to the vacating of a portion of Magnolia Avenue as described in Ordinance No. 278 of the City of Lynwood, and as per Notices published and posted by the Street Superintendent. The City Clerk stated that no written ob3eetions had been filed. Whereupo the Mayor inquired of the audience if any one wished to object to said vacation proceedings in writing, but there was no response. Thereupon RESOLUTION N0. 978, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ORDERING THE VACATION OF CERTAIN POR- TIONS OF MAGNOLIA AVENUE EAST OF BULLIS ROAD", was read. An Ordinance, entitled: "An Ordinance of the City of Lynwood regulating the application of roofing materials and giving specifica- tions in connection therewith, snecifv~ng the license fee required therefor, and fixing a schedule o~' roofing permit fees, and prescribing penalties for the violation tner.eof°3,, was read for the first time. It was moved by Councilman Snyder. and seconded by Councilman Meyer that said ordinance be accented as read the first time and pass to the second reading.
