The Common Council of the City of Richmond, Indiana met in regular session November 2, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE

President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Fire Chief Jerry
Purcell; Jamie Miller, Fire Department; Controller Sandra Spencer; Metropolitan Development Tony
Foster; Police Lt. Donnie Benedict; Alisha Estabrook; Wayne County Councilor Peter Zaleski; Nick
Wilson; Mike Reece; Police Chief Mark Connery; Sanitary District Bill Harris; Sergeant at Arms; and,
Media.
APPROVAL OF MINUTES
Councilor Winget moved to approve the minutes of the meeting held October 19, 2015, supported by
Councilor Parker. Upon a vote viva voce, the motion passed.

MISCELLANEOUS BUSINESS
• Council bid farewell to Palladium Item reporter Bill Engle. Mr. Engle is retiring after serving the
newspaper 28 years and reporting on Council since 1997.
• ECONOMIC DEVELOPMENT CORPORATION — BOARD NOMINATION

Tim Scales had been nominated prior to this meeting. Councilor Hollis nominated Larry Parker,
supported by Councilor Winget. Upon a vote viva voce, the motion carried. This was held until
November 16 to allow time for additional nominations.
• WAYNE COUNTY CONVENTION AND TOURISM BUREAU — BOARD APPROVALS
Pamela Broering, Rhonda Weller and Dana Weigle have been recommended by the Tourism
Bureau's Board. This was held until November 16 to allow time for additional nominations.
• POLICE MERIT COMMISSION — REAPPOINTMENT
Max Duke has requested to be reappointed. This was held until November 16 to allow time for
additional nominations.
ORDINANCES ON FIRST READING
Councilor Parker moved to read Ordinance Nos. 67, 68, 70, 71 & 72 -2015 on first reading by title only,
supported by Councilor Winget. Upon a vote viva voce, the motion carried.
ORDINANCE NO. 67 -2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET
(Fire)
The Clerk read Ordinance No. 67 -2015 on first reading by title only.
Councilor Hollis moved to amend by adding: From: 205.11.107.000.777.5139 EMS Response
Fees $157,000.00. This motion was supported by Councilor Quinn. Upon a vote viva voce, the motion
carried.
This Ordinance as amended would appropriate funds into the 2015 Fire Department budget as follows:

Councilor Wissel moved to advance Ordinance No. 67 -2015 as amended to second reading, suspend the
rules and read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 67 -2015 as amended on second reading by title only.
Council President Oler declared Ordinance No. 67 -2015 as amended on second reading and public
hearing. There being no comments for or against the Ordinance, Councilor Parker moved for
engrossment of Ordinance No. 67 -2015 as amended, supported by Councilor Quinn. Upon a vote viva
voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 67 -2015 as amended to third and final reading and
suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the
motion passed.

Ordinance No. 67 -2015 as amended was adopted with a 9 -0 roll call vote
ORDINANCE NO. 68 -2015 — A GENERAL ORDINANCE AMENDING SUBSECTION 74.25 OF
RICHMOND CITY CODE (on street parking)
The Clerk read Ordinance No. 68 -2015 on first reading by title only.
This Ordinance would increase the penalty for overtime parking on "On- Street" parking to $50.00. If paid
within 72 hours this fine would be reduced to $25.00.
Councilor Miller moved to advance Ordinance No. 67 -2015 as amended to second reading, suspend the
rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion
passed.
Councilor Miller requested Ordinance No. 68 -2015 be held on second reading until November 16, 2015.
ORDINANCE NO. 70 -2015 — AN ORDINANCE APPROVING A PAYMENT IN LIEU OF TAXES WITH
THE RICHMOND SANITARY DISTRICT AND AN ADDITIONAL APPROPRIATION TO THE RICHMOND
SANITARY DISTRICT'S 308 LANDFILL ACCOUNT
The Clerk read Ordinance No. 70 -2015 on first reading by title only.
This Ordinance would authorize a PILOT payment from the Richmond Sanitary District's 308 Landfill
Account to City of Richmond in the amount of Four Hundred Twenty Nine Thousand Three Hundred
Dollars and zero cents ($429,300.00); and, the City of Richmond to make an additional appropriation in
the same amount to the 2015 budget of RSD's 308 Landfill account which RSD will pay from its 308
Landfill account to the City's General Fund to be used for stipends to all City employees for 2015.
Ordinance No. 70 -2015 will be heard on second reading November 16, 2015.
ORDINANCE NO. 71 -2015 — AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO THE
RICHMOND SANITARY DISTRICT'S 601 SOLID WASTE ACCOUNT
The Clerk read Ordinance No. 71 -2015 on first reading by title only.
This Ordinance would authorize the Richmond Sanitary District to make a payment in the amount of Two
Hundred Forty Eight Thousand Dollars and zero cents ($248,000.00) from the 2015 601 Solid Waste fund
to the City's Street Department's Motor Vehicle Highway account. Department employees to do the City's
annual leaf collection. The City of Richmond will then make an additional appropriation in the same
amount to the 2015 budget of RSD's 601 Solid Waste account. This amount is the estimated cost of the
equipment use, miscellaneous expenses and the payment for the wages of Street Department
employees.
Ordinance No. 71 -2015 will be heard on second reading November 16, 2015.
ORDINANCE NO. 72 -2015 — AN APPROPRIATION ORDINANCE ALLOWING THE STIPENDS IN LIEU
OF PERMANENT SALARY AND WAGE INCREASES TO BE PAID TO EMPLOYEES OF THE CITY OF
RICHMOND
The Clerk read Ordinance No. 72 -2015 on first reading by title only.
This Ordinance would authorize the City of Richmond to pay stipends in lieu of permanent salary and
wage increases in an amount up to One Thousand Five Hundred Dollars and Zero Cents ($1,500.00) for
all full -time active employees of the City as of and on October 30, 2015; for all permanent part-time active
employees who are actively employed by the City as of and on October 30, 2015, and who have worked

an average of no less than twenty (20) and up to twenty -nine (29) hours per week in 2015, said
employees shall receive one -half (1/2) of the stipend amount approved for full -time employees; and, for
all permanent part-time active employees who are actively employed by the City as of and on October 30,
2015, and who have worked an average of no less than ten (10) and up to nineteen (19) hours per week
in 2015, said employees shall receive one -fourth (1/4) of the approved stipend amount.
Ordinance No. 72 -2015 will be heard on second reading November 16, 2015.
ORDINANCES ON SECOND READING
ORDINANCE NO. 49-2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Quanex- equipment)
The Clerk read Ordinance No. 49 -2015 on second reading by title only.
This Ordinance is a petition of Quanex Homeshield LLC for a ten year tax abatement on manufacturing
equipment valued at Four Hundred Eight Thousand Six Hundred Eighty Five Dollars and zero cents
($408,685.00). The Tax Abatement Committee recommended approval.
Council President Oler declared Ordinance No. 49 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 49 -2015, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 49 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 49 -2015 on third reading by title only.
Ordinance No. 49 -2015 was adopted with a 9 -0 roll call vote.
