Councilmen Lake, Meyer, Nation. Snyder a.nd Boster answered
the roll call.-
It was moved by Councilman Meyer and seconded by Councilman
Snyder that the minutes of the previous regular meeting of March 2nd,
1937 be approved as written. K11 members of the Council voting aye, the
Mayor ,declared the motion duly carried and it was so ordered.

communication was received from the League of California Mun-
icipalities urging that the Gouncil immediately contact the members of
the Senate and members of Congress from this district requesting that
they support H, R. 4215, introduced by Mr. Eicher, or such other legis-
lation as may come before Gongress designed to exempt public deposits
from the provisions of the Federal law. Thereupon it was moved by
Councilman Meyer and seconded by Councilman Snyder that the City Attorney
be instructed to draft suitable resolution for bassage of the City Coun-
cil at their next regular meeting along said line. All members of the
Council voting aye, the Mayor declared the motion duly carried.
A communication was received from City Attorney Ruby wherein
he reports on the matter of escrow agreement with the Security-First
rational Bank for the purpose of acquiring and retiring bonds of A. &
I. District No. I9 (Imperial Highway) of the City of Lynwood, stating
that in his opinion the forms worked out by Attorney Robert' Moffitt are
sufficient to le~;a7.]y CArr~* !~Ut said purpose, suggesting that the Coun-
cil determine in writing w~~t t?^e cost of escrow will be before opening
the escrow, stating that be has no hesitancy in recommending the plan
oth to tre rro~^erty holders and to the bond holders and to the City
~ouncil. There being no ob action, the Ma~rOr or'~PrP,~ the matter tabled
until after Wednesda~, March 10th, 19:17 when Mr, Mof°itt is to meet with
the Special Gas Tax ommittee to consider the matter further..
UNFINISHED BUSINESS:

puted from a per aiem or hourly basis of employees in his department,
computed on a basis of 44 hours per week, reporting that Messrs. R. F.
Rodwell and ~.. ~. rtehfeld would receive X119.16 per month; ti~J. 0. DeBusk
114.40 per month; L. L. Y~akefield, R. W. Bell, J, W. Williams, A. Mc-
Roberts, R. 0. Schmidt X95.33 per month. Thereupon it was moved by
Councilman Snyder and seconded by Councilman Lake that the salaries of
Messrs. E. 0. Rehfel d and R. F. Rodwell be fixed at120.00 per month;
W. 0. DeBusk,~115.00 per month; L. L. Wakefield, R. W. Bell, J. W.
Williams, A. McRoberts and R. 0. Schmidt, at 96.00 per month, same to
commence as of March 1st, 1937.

Engineer Bateman reported in writing on the matter of request
by Mr. Hurst for more adequate drainage under the P. E. right of way
near his place located at 4231 Fernwood Ave., stating that there are
now an 18' and 30" culvert located a short distance west of said address
also that said point has always been a low one, particularly since the
completion of Century Boulevard and the completion of Atlantic Boule-
va=rd, stating that tt~-o Aa~i tiona7 culverts would be of some assistance
in getting the water mire c~~.ckly throunh the right of way, but would
only offer a partial solution, stating further that if the City eontem-
plates 3nsta]ling the culverts that ~-re Pacific ~'lectrie Railway show
cortr~'^ute a portion of the expense, ~;ivin~* cost o~' other culverts in-
stalled in previous years. After due consideration of the matter,
same was deferred until such time as it is determined what the County
are going to do about the matter of storm drains in Unit No. 1, which
would relieve the flooded condition in Lynvrood considerable, after
which "nit Tuo. 2 is to be constructed which would include Lynwood and
surrounding territory and which would further relieve the situation.

`i'he hour of 8 O~clock P. Ni. having arrived, said time being
the hour fixed for he aring of objections and protests in connection
with the master plan for zoning; the pity of Lynwood with respect to
building, as adopted by the rlannin~ commission of said City, said
notice of hearing having been pub]~ished in the Lynwood Press, a weekly
newspaper of general circulation, as required by law.
The Mayor inquired of the City Clerk whether or not any writ-
ten protests had been filed. ~~~hereupon the City Clerk presented one pro-
test from Mr. Austin ~7eston who stated in part that he had been in busi-
ness in the City of Lvntvaod for many years selling used cars at 3632
Josephine St. where he resides using the adjoinir_g lot west comprising
all of Lot 1412, Tract 3389, and in case of enactment of a zoning ord-
inance, respectfully requesting that he be included in the business zone.
Thereupon the Mayor inquired of the audience whether or-not
there were any persons who wished to protest in connection with said mat-
ter .
Thereupon Mrs. Stange residing on Apricot Street protested
about the changing of the master plan as presented by the Planning Com-
mission to include Mr. 'Veber ~ s cabinet shop in lighting manufacturing.
Mrs. Bridgewater, residing on Reecb~~~ood Also protested along the same
line .
Mr. Chas . ?.nr. ?"!ever, rest ~' ng on Peach Street, and Olaf Olson
representing the Hudson Lumber Co, located nn Sanborn Avenue, protested
to the master clan As submitted by tre P1^nnin~ Commission es it did
not include their resTective businesses in l~.ght manufACt~~rinT district,
requesting teat the Council make am amendment thereto to 'nclude same.
Mr. Floyd B. Rowlee addressed the Council on behalf of Mr. Buss,
owner and proprietor of the Buss Grocery Store at the corner of School "t.
and Louise hve., protesting to the plan as submitted by said Planning
commission as same does not include said si;ore in a commercial zone.
~Ir. Austin y~eston also addressed the Council protesting to said
zoning as affecting his Lot 1412, `Tract 3,aa9, because he is not included
in the Commercial Lone, stating that he has worked up a good clientele
there and has been able to keep his business operating during the depres-
sion without complaint from neighbors, therefore, reouesting that the
Council spot zone his Lot for commercial use.
The following also addressed the Council on the matter of zon-
ing, in addition to the ones heretofore mentioned, seeking further in-
formation on the matter: Mrs. Hermina Herbold, Mr. Olson, 1"d. C. Jameson,
and Bert ~Jalters .
After due consideration of the matter and the protests presen-
ted, it was duly moved by Councilman Nation and seconded by Councilman
Meyer that the hearing be continued until Tuesday, March 16th, 1937, at
8 P. N1. when the matter will be considered further, and thAt the Mayor
appoint a committee to look into the matter of suggested changes made
and be ready to report their findings at said meeting. All members of
the Council voting aye, the Mayor declared the motion duly carried and
it was so ordered.
Mayor Buster appointed rn,,ncilmen Nation and Meyer to act as
members of said committee to cons~~~~" said matter.

Mr. Floyd B. Rowlee addressed the Council on the matter of
engaging Mr. Behnke to arrange for the ba~*merrt of the Mattoon Act
bonds known as Acquisition and Improvement Districts Nos. 6 and 10,
stating that he would suggest that the Council have an understanding
that Mr. Behnke does not take in too much territory and spread him-
self too thin so that he will not be able to rush the job through to
an early completion, as he understands that he is now working in V~hit-
tier and contemplating taking one on at Bell, urging that the matter
be .expedited as much ss possirle.
The matter of iss~~9n~ license to an applicant for selling
mushroom fertiliser at ll:~^~' ?~t1_Ani:ic Boulevard, the applicant hav-
ing stated that same is practically odorless, was brought up for con-
sideration.
Thereupon it was moved bar Cnlaneilman ~n~~Rr and seconded by
Councilman Meyer that permit be granted to engage in said business at
slid address and that t'.^e City License Collector be authorised to is-
sue license therefor. All members of the Council voting aye, the Ma-
yor declared the motion duly carwied.
It was moved by Councilman i~ieyer -and seconded by Councilman
Nation that the meeting adjourn to march 16th, 1937, at 7:30 P. M.
till members of~ the Council voting rye, the Yiayor declared the motion
duly carried.
