The City Council of the City of Lynwood met in a regular ses- sion, at the City Hall, 11331 ~'laza Street, on above date, at 7:30 ~'.M. Mayor Boster in the chair. Councilmen Lake, ~"evPr, Nation, Sn;yrder and Boster answered the roll call. Lampe, o~rner of the Lynwood Electric Company, making application for renewal of lamp contract, submitting form of contract covering one year, beginning Nlarch 1st, >937 and ending ~ldreh lst, 1.938, in the amount of X300.00. A communication was also received from ~;ngineer Bateman report- ing on the letter previqusly received by the Council from BenCohen where- in he wishes to furnish said lamps, reporting that he believes that the contract should be let to the Lynwood Electric Co. as they are the only electrical firm here carrying on such business exclusively .and pay a high license to have such privilege. _ Thereupon it was moved by Councilman Snyder and seconded by Councilman Lake that '-he contract to furnish lamps for one year on the basis of 300.00 worth of lamps be awarded to said Lynwood Electric Company as per their offer. contained in said contract, and that the lt:ayor be authorized to executesaid contract for and on rehalf of the City of Lynwood. Moffitt sub- mitting proposed Escrow Agreement wits bank in connection .with compro- - mise settlement of bonds and coupons in Acquisition and Improvement District No. 19 (Imner~al uia~!^wav~: also proposed Bond Holder's Escrow Instructions and nrorosed Prorert~* 0'^mer. r4 Taacrow Instructions; also submitting a communication from The ~?ro«rn Crummer Comrany, through their representative !!fir. RadY,errv wherein trey act»ee to said proposed Escrow Agreement 'n Hart and making certain recommendations as to changes thereto, and other suggestions with respect to settlement o~' said matter. Thereupon it was moved by Councilman Nation. and seconded by Councilman Lake that the City Council approve the plan and terms as pro- posed by Attorney Robert A. Moffitt with changes suggested by Ivir. Brad- berry, representinb `1'he .~rvwn-Crurrirrier Company, and that the I~iayor be authorized on behalf of the Gity of Lynwood to open an Escrow on said. matter after the matter has been checked by City Attorney Ruby and he finds that it is correct from a legal standpoint, said Escrow to be handled b y the Security-First National Bank of Los tingeles, Lynwood Branch. A communication was received from Mayor Boster wherein he brings up the matter of day laborers of the City, requesting that the Council consider changing them to a monthly salar~~ as he believes that at the present time all employees are not on an equal basis, which will also permit them to enjoy two weeks vacation with pay, therefore „~ recommending that their basis for pay be per month in lieu per diem and hour. Thereupon it was moved by Councilman Nation and seconded by Councilman Snyder that all employees now paid on a per diem or per hour basis be changed to a monthly ss~l.ary, and that all employees not now privided wits. vacation '~~ ^»~~inance be allowed two weeks vacation with pay and a maximum of t~~~o ~"ree,'~s sick leave, when such leave is ap- proved by the Penartment head; also t~^~t ~'n~;ineer Bateman be instruc- ted to prepare ~ schedule of salary for slur employees used on the per diem rate teat trey arenow receiving. Councilman Nation addressed the Council to the effect that he believes that becuuse of the adued worx for Judge Hem.r,enway because of handling; County prosecution cases, tridt the salary is not in keeping with the work performed, therefore making a motion that Judge Howard Hemmenway~s salary be fixed at X100.00 per month, which motion was duly seconded by Councilman Meyer and upon roll call showed the following re- sult. Ayes: Councilmen Luke, ivieyer,: iuation, Snyder and Boster.. _ Noes: None. - The hour of 8 P. IYT. hauing arrived, said time being the hour fixed for receiving bids for the furnishing of gasoline for the City for one year beginning April 1st, 197 and ending March 31st,1938. The Mayor inquired if there was any one present who wished to submit a bid, but there was no response. Whereupon the Mayor inquired of the City Clerk if there had been any filed in his office, whereupon the City Clerk presented bids from the following firms : } Standard Oil Company,Shell Oil Company, Union Oil Company, Rio Grande Oil Company, all of said firms submitting bids as follows: 1st Grade Structure gasoline (ethyl} ~ .155 per gallon 2nd grade Structure gasoline .125 per gallon 3rd Grade Structure gasoline .12 per gallon including State tax of 3~ and exclusive of Federal tax of 1~. Mr. C. C. Mayor Boster reported on the matter of a meeting recently held regarding storm drain projects when the different Mayors of the City met with the Board of Supervisors, reporting that they are going to belting with the first unit of the program as soon as a pro~eet can be approved ~hrough the W.P. Noes: None. .The matter of comT~aint .r.egistered against the City Court by one Vera Gordon Frankenberg ?~eeause of her husband having bee convicted as having violated Section 505 of the Tra~'~'ie OrdinaneP, was brought up for consideration. It was moved by Councilman Nation and seconded b?* Councilman Snyder that the City Clerk be instructed to communicate with Mrs. Frank- enberg to the effect that the City Council have investigated her com- plaint very thoroughly after she reported same some time ag.~ and are of the opinion from the evidence presented that the Judge could not have rendered any other judbment than ne did, believing same to be fair and just and therefore the Council does not feel like interceding any further. All members of the Council voting aye, the iui~.~yor declared the motion duly carried and it was so ordered. It was movedby Councilman Lake and seconded by Councilman yny- der that the meeting adjourn to March 9th, 1937, at 7:30 P. M.
