HomeMy Public PortalAboutM 1937-05-18 - CCREGtTLAR MEETING MAY 18TH, 1937. ~~ The City Council of the City of Lynwood met in a regular ses- sion, at the City Ha11,11331 Plaza Street, on above date, at 7:30 P.M. Mayor Roster in the chair. Councilmen Lace, Meyer, Nation, Snyder and Boster answered the roll call. It was moved by Councilman Snyder: and seconded by Councilman Meyer that the minutes of the regular meeting of May 4th, 1937 be ap- proved as written. A11_members of the Council voting aye, theMayor de- clared the motion duly carried. City Treasurer ~?eed addressed the Council to the effect that there are bonds in nistriet "r?" teat can be purchased at a discount, and in order to taYe advantage of tl^e offer a loan of 1,000.00 need be made .from the General Fund to the Bond Rec~emntion; also in District "BR",400.00 is needed. Thereupon it was moved by Councilman Lake and sec©nded by Councilman Snyder that a loan be made to the Bond Redemption Fund from the General Fund in the .principal amount of 1,400.00 far the purpose of buying bonds in said ,1915 Districts. City Treasurer Reed addressed the Council recommending teat the Council waive penalties on lighting assessments to comply with ac- tion recently taken by the State Legislature on the matter of taxes. Thereupon an Ordinance, entitled: "An Ordinance of the City of Lynwood waiving certain delinquent penalties for the non-payment oP lighting assessments", was introduced and read for the first ,time. Thereupon it was moved by Councilman Nation and seconded by councilman Snyder that same be accepted as read the first time and pass to the se- cond reading. Roll Call: Ayes: Councilmen Lalce, Meyer, Nation, Snyder and Boster. Noes: None. WRITTEN COMMUNICATIONS: pe on was rece ve from P. J. Koester and four others residing on Norton Avenue petitioning the Council to do something to rid their premises of Y±orses and cattle who are permitted to be pas- tured across the road from their residences thereby creating a menace on account of flies; e.lso stating that the cattle occasionally get -.out of the fenced enclosure and tramr down lawns and otherwise litter the places. Mrs. Tribble also was present and a~idr.esae~l the Council on the matter. Thereupon it was moved by Councilman Nation and seconded by Councilman Meyer that the Chief of Police be instructed to have the animals impounded in the City pound the first time th®y are again found out of their enclosure and.not to be released until all damages are paid, as well as pount fes, by the owner of the stock, and that he b® further instructed to require that the fence be moved back at least 306 feet from any residence in order to conform to the Nuisance ordinance, being No. 170. gll members of the Council voting flye, the 1~ayor declared the motion duly carried. A communication was received from Mrs. Edna Tribble, 3614 Nor- ton Avenue making application for permit to establish a trailer camp on their property located on Los Flores Blvd., being described as Lot 59 and 60, Tract 2553, stating that they agree to put in whatever sani- tation requirements arenecessary and otherwise fix up the place in a neat manner. After due consideration of the matter, it was duly moved by Councilman Nation and seconded by Councilman Snyder that the chair appoint a committee of three to investigate the matter and submit their recommendations at the next regular meeting of the Council. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. Mayor Boster appointed City Engineer Bateman, Councilmen Nation and Snyder a committee of three to act on said committ- ee. Mr. F~errert A. Behnke, reported on progress of cleaning up certain A. ~ I, nistricts in the Citq and especially as respecting Nos. 6, 10 and 9, stating; teat he wil) be-ready to accept money in escrow in districts No. E and TO by next Monday and teat he feels very eneour- aged over the outlook. A communication was recsived_from the Paci~'ic Electric Rail- way Company acknowledging receipt of eopy of Resolution No. 984 in eon- ~nection with beautification of right ©f way in the City of Lynwood,' . stating that they will lti~olc into the matter and advis® later as to .what can be worked out along the lines` suggested. A communication was received from the Los Angeles County League of Municipalities inviting ti.em to attend their next meeting on Thursday evening May 20th, 1937, at 6:30 r. ~,. to be held at the Recreation Part Clubhouse when a surprise program is to be staged. A cammun;ication was received from Teddy Goulding mating appli- cation for a license to sell used cars in connection with.his service sta- tion at 11390 Atlantic Blvd. There bel.ng no ob~eetion, the License Col- lector was authorized to issue license therefor. Legislative Bulletins were received from the League of Califor- nia Municipalities on recent legislation enacted by the State Legislature and now being considered by their Honorable Body, copies of said bulletins having been preparedby the City Clerl~ for each member of the Council. No action was taYen thereon. A communication was received from Mrs. L. M. Getchell wishing to have 25 loads of dirt hauled in on her property, requesting .that the Coun- cil tats some action with respect to the matter as she has repeatedly made request for same, but without avail. The Mayor stated that he would loot into the matter and~see if dirt can be secured. ~*, A communication was received from Mr. and Mrs. LocYhart request- ing permission to establish a nro~'uee stand at the corner of Long Beach Boulevard and State Streets in T,vn.^~ood, said stand to not be a permanent stand, but wi1J be cleared off eae~- night lreering -the lot clean at all time and moved off at any time that the Cites -night give notice so to da. It was moved ~n Councilman Nation and seconded bar Co~ancilman Meyer that permission be granted, provided the Lot is cleaned af~' each even- ing clean and if there is no o~~ection as far as the Health nenartment is concerned, and provided further that no building of any ]rind be ere- cted on the Lot. All members of the Council voting aye, the Nayar decl- ared the motion duly carried and it was so ordered. A communication in the form of petition was received signed by Mrs. Sandford, 3215 Century tsoulev€.rd, and 16 others in that vicinity requesting to have the unsightly billboard on Long Beach Blvd., especial- ly the one at the corner of Lang Beach Blvdand Century Blvd., razed. No action was taYen thereon as an Ordinance is up for consider- Sation regarding outdoor advertisements. Thereupon Ordinance,on outdoor advertising, prohibiting bi1T- boards was presented for consideration of the City Council, and after due consideration of the matter, it was moved'by Councilman Nation and seconded by Councilman Snyder that a committee be appointed consisting of Councilman Meyer,Baster and Late to consider said matter and be re~sdy tomaYe their findings at the next regular meeting of the Council, and that the City C1erY prepared copies for each member of the Council for study on the proposed Ordinance. All members oP the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. A communication was received from the Cniversity of Southern California announcing their next Institute of Government to be held on June 14th-18th, inclusive, offeri_n~! memberships, transferrable, for X25. 8 and individual? memberships Par X10.00 for salaries under 200. and 15.00 for salaries ranging stave said amount. A communication was received from ATels S. Anderson, Police Of- ficers, requesting a tY+ree months leave of arsence starting the first day of June and ending the thirty .first of August, same to include his vacation. After due consideration of the matter, it wa4 ~u7_v moved by Councilman Nation and seconded by Councilman Snyder that the request be denied and that the City Council establish a maximum of thirty days for leave of absences from service with City for any one employee that may be grant®d at one time, other than in a case where a Doctor recommends a further leave for recuperation purposes. It was moved by Councilman Meyer and seconded by Councilman Snyder that Nels Anderson, Polices Officer, be granted a 30 days leave of absence, ]including his 15 days vacation, 15 days tthout pay and .his 15 days vacation period with nay. All members of the Council vot- ing aye, the Mayor declared the motion duly carried and it was so ordered. The City Clerk stated that two ~naurance rremiums come due on 8une 1st, T937 covering the City Treasurer against robbery and for- gery one premium being an annual charge of $35.00 end the other being a three year policy and the previous premium charge was X95.63. It was moved by councilman Nation and seconded by ~%ouncilman Labe that Lar. r'. ri. ttoberts be instructed to write the insurance and that commissions be divided equally between F. B. Rowlee, G. W. Reh- felt, Claude Reber t, A. L. Young, Gea. R. food, H. E. Zeiler, F. B. Roberts and Edmund S. Cavanaugh. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered, she City Cleric stated that Mr. Goodwin on the corner of Mul- ford and Court Street wishes the City to take the parkway out and set the curb back flushed with the sidewalk as he is unable to keep it in good order because pedesttiana walk over it frequently. It was moved by Councilman Nation and seconded by Councilman Meyer that the matter be referred to Engineer Bateman for investigation and report. All members of the Council voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Meyer and seconded by Councilman Lake that all Department heads be instructed to submit budget requests for budget far fiscal year 1937-38. An of~'er was submitted for 1500 feet of 2" pipe to include the 26 pieces which were tA~~en away, for the sum of X30.00. It was the consensus of onin ion that the sum offered is not sufficient, therefore the offer was reacted. A communication was received from Fire Chief Lewis, present- ing a list of needed equipment for burning weeds on vacant lots this season, as follows: Transportation for crew and tools, two back pumps, 250 feet of garden hose and nozzles. Thereupon it was moved by Coun- cilman Nation and seconded by Councilman Snyder that the Fire Chief be instructed to arrange for the employment of a man to burn the weeds off of lots and to purchase the equipment listed in his communication.
