The City Council of the City of Lynwood met in a regular ses- sion, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. M'avor Boater in the chair. Councilmen Lake, Meyer, Nation and Snyder were absent. Councilman Buster was absent. In the absenceof Mayor Boater, the meeting was called to or- der by the City Clerk, who announced that a motion would be in order for the appointment of a temporary Chairman and Mayor pro tem. Thereupon it was moved by Councilman Nation and seconded by Councilman Snyder that Councilman Lake be appointed as temporary Chair- man. All members of the Council present voting aye, the Mayor declared the motion duly carried. Thereupon Councilman Take took the chair as chairman. It was moved by Councilman Snyder and seconded by Councilman Meyer thQt the minutes of the previous adinurned regular meeting oP April 27th, 1937 be approved as written. -All members of the Council present noting aye, the Mayor declared the motion ~u14 earrSed. A communication in the form of Resolution was received from the Committee on Beuautifieation, requesting the Council to adopt a R l ti di eso u on commen ng the program of beautification and petitioning the P. E. R. R. to loin the program and use its efforts to beuatify its right of way between ~od3eska Park station and Lugo Station in the City of Lynwood. After some discussion, it was duly moved by Councilman Sny- der and seconded by Councilman ~teyer° that said Resolution No. 984 be adopted. Roll Call Ayes: Councilmen Meyer, Nation, Snyder and Lake. Noes: None. Absent: Mayor Buster.. A communication was received from the Special Assessment Re- Tief Committee wherein they advise. that the Board of Supervisors hat~-e adopted an order agreeing to contribute the sum of ~92,834~81 to aid in the ad~ustement of the gutatanding indebtedness of Aequis,ition and Improvement District No. I9 ( Imperial Highway ), when the property owners,habe-raised in cash their portion of the cost of the purchase of bonds, or in the event all of the money cannot be rgised_by the pro- perty owners, when satisfactory refunding proceedings have been started for the purpose of collecting the balance which the property owners are expected to pay; provided that if neither of these conditions have been met by December 31st, IQ3~, tre County is to be released Prom this commitment. Thereupon it was moved bK Councilman Snyder and seconded by - Councilman lu[eyer that the communication be Piled and the City Clerk be instructed to communicate with the Sneeial Assessment Relief Committee and the Honorable Board of Supervisors of L. A. County thanking them for their Financial aid in this matter. All members of the Council present voting aye,the Mayor declared the motion duly carried and it was so ordered. 4~ demand in the amount of X300.00 was received from City At- torney Rub; and one for ~p30U.00 (roar Leon `r'. David, for legal services in connection with the case entitled Kogers vs. City of Lynwood. There- upon it was moved by Councilman Nation and seconded by Councilman Sny- der that said demands be allowed and warrants be drawn on the City Treasurer for said amounts. Bids were presented by Water Clerk Bryant on printing 39000 post cards as follows: Industrial Printing & Stationery Co. 53.75 A. E. Dickerson 39.50 West Coast Forms Co. 39.50 Lynwood Press 46.00 It was moved by Councilman Meyer and seconded by Councilmen Nation that the printing be let to A. E. Dickerson at 39.50, as he is a local resident. All members of the Council voting aye, the Mayor declared the motion duly carried. Rex~orts of activities of City Court, Police Department for month of April, T93ry were received; also health reports. M. having arrived, said hour being the time °fixed for receiving objections and protests to the abatement of-dry -and drying weeds off of vacant Lots 3:n the City of Lynwood in accor- dance with 'Notice to Destroy" V~leeds"' as having been posted in accor- dance with ~,ct 5197 of t;he Gneral Lags of the State of California. The City Clerk stated that no written objections had been filed °whereupon the Mayor pro tem inquired °to the audience if there was 'any one present who wishes to protest to the doing of said work,~but there was no response. ° Thereupon' it ~+as moved by Councilman Meyer and seconded by 'Councilman Snyder that in view of the fact that there are no protests °in regards to said matter, that the Street Superintendent of the City ' of Lynwood be' and he is hereby instructed to proceed with the abate- ment of'dry and drying weeds and he and his asaistar~ are hereby ex- pressly"authorized to enter upon private property for that purpose. `Provided, however, that any property owner s, shall have the right to 'have any such weeds removed at his own expense provided the same is done prior to the arrival of the equipment of. the City~s. . Robertson mak- ing application for license to conduct a publicity exhibit to be loca- . "ted on Long Beach Boulevard. ' Mr. Robertson was present and ma8e his personal appeal show- ing pictures of previous showings in other locations, stating that they also. advertise local business concerns in connection with their exhibit, 'atating~that their exhibit is known_aa "Buried Alive". It was-moved by Councilman Nation and seconded by Councilman pMeyer that the request be denied. All members of the Council voting aye, the chair declared the motion duly carried. A communisation was received from City Attorney Ruby regard- ing plan of Roberts A. Moffitt, Esq. ~o acquire and retire the bonds of A. & I. District Mo. I9, stating the plan is somewhat general, but that there appears to be no legal requirements that pre not capabL of solution. Documents of Fsorow Agreement and other legal papers in __ connection with said matter were attached to said communisation. Thereupon R~'rOr,trrt+IO~r u0. 985, authorizing the Mayor and City Clerk to enter into escrow agreement with the Seeurlty-First National Bank op Los Angeles, establishing the bank as the escrow hold er in the bond retirement, and that the Cite' Co~~ncil_ wi17 give the plan of retirement ~t4 moral suppose, was ~ead. ORAL COMMUNICATIONS: r. a eeman, 3.15 Ce dar Ave., addressed the Counci l to ..~ the effect that about six months ag o a pari mutual agency was est ablished by himself at Fernwood and Long Bea ch Blvd. stating that they liv ed up to the condition of the ordinance t o regulate same, stating that a bond was posted according ito law in the anonnt of 2,000.00; that the doors ~ have always been opened, requesting the Council to rescind their action in closing their establishment, sta ting that the people was them to con- tinue in business. Mr. Freeman also presente d petitions signed by Mr. Harry Cole- man and T61 others requesting the C ouncil to reconsider the matte r.
