The City Council of the City of Lynwood met in a regular ses-
sion, at the City Hall, 11331 Plaza Street, on above date, at 7230 F. M.
Mayor Boster in the chair.
Councilmen Lake, Snyder and Boster answered the roll.
Councilmen Meyer and Nation were a?~sent. ~,
It was moved by Oouncilman Snyder and seconded by ouncilman
Meyer that the minutes of the previous regular meeting of June 1st,
193'7 be approved as written. Allmembers of the Council voting aye, the
Mayor declared the motion duly carried and it was so ordered.
WRITTEN COMMUNICATIONS:
Arcommunication ~~~as received from the Municipal Fiscal Officers
of Southern C~liforni_a anno~?ncin~ their meeting to be held at the Univer-
sity of Southern Ca1i~'ornia in the "tudent Union Building on June 18th,
at 6:30 P. M. There being; no o'~iection, the Mayor ordered the communica-
tion filed sugn~esting that those why can attend and so notify the City
C1Frk in order ti"?at reservations can be made.
A communication was received from Pa?rs.SAnders and family thank-
ing for floral offering at time of her deeea~ed husband's funeral, and
there being no objection same was ordered filed.
ti communication was received from the L. A. County League of
Municipalities announcing their meeting at ~rhittier, Thursday evening
June 24th, at b:3U r. bi., at uuomax~.'s club House, 140 North Friend Avenue;
also containing membership fee slip for ~p10.00. there being no objec-
tion, the Mayor order all who wish to attend to so notify the City Clerk
in order that reservations might be made and to prepare a warrant to
membership fee at the next meeting of the Council.
A communication was received from Harry E. Bonnell and Associ-
ates wishing to do the City auditing. `There being no objection, the
communication was ordered filed.
A communication was received from the City of Whittier announc-
ing a meeting to be held on June 18th, 193'1, at 20 A. M. when the distri-
bution of gasoline tax funds will be under consideration. There being
no objection, the communication was ordered filed.
A communication was received from Chief of Police Miller re-
commending the employment of W. H. Grove, 3816 Lugo Street for the posi-
tion of Relief Officer for summer vacation period, at a s9lary of 100.00
per month to July 1st, 1937. Thereupon it was moved by Councilman Snyder
and seconded by Councilman Lake that the recommendation of Chief Miller
be accepted and that Mr. Grove re employed as summer vacation relief man

A communication was received from Mr. prank ?turd and Wm. Bell
making application for license to sell used cars at t?~e S. E. corner of
Long Beach Blve., and Tena~a Ave., in conjunction with and under the same
management as the Lynwood r'ord Service. It was moved by Oouncilman Lake
and seconded by Councilman Snyder that permit be granted and the City
Clerk and License Collector be authorized to issue license therefor. All
members of the Council voting; aye, the mayor declared the motion duly
carried.
At this time Councilmen Nation and Councilman Meyer arrived
and took their seats at the Council table.
Legislative Bulletin regarding recent adopted legislation by
State ?~islature was received Thereupon it was moved by ouncilman
Lake and seconded by Councilman Snyder that the City Clerk Be instructed
to communication with Governor Merriam urging him to sign Senate Bill
539 regarding Capital outlays, and other bills of interest to the City.

The health report for week was received; also report from Wm.
Sullivan regarding employment registration and jobs secured for applicants
There being no objection same were ordered filed.
ORAL COMMUNICATIONS:

next to his property on Toe Mores Blvd.
N`avor Boster informed Mr. Bailey that the zoning Ordinance will
he up for furtrer action at tre ne~ct meeting of the Council when the City
Attorney will have all the papers reader in connection therewith stating
teat there is no trailer camp going in next door to his, ~.d he believes
teat the recent applicant will live un to whatever restrictions that the
council may make.

iuiayor tsoster explained treat an urdinance has been drafted and
that the Council are not in favor of ,ranting any more permits for the
erection of any more billboards on Long peach Boulevard.
Thereupon the Mayor requested the City Clerk to read the pro-
posed Ordinance.
Whereupon the City Clerk read the proposed ordinance, entitled:
"An Ordinance prohibiting the erection and maintenance of outdoor adver-
tisements, signs, or displays; and repealing subsection 9 of Section 26
of Ordinance No. 265, and repealing aIh other Ordinances in conflict
here~rrith". Thereupon it was moved by ouncilman Lake a.nd seconded by
Councilman Snyder that same be accepted as read the first time and pass
to the second reading.

Mrs. Lucy Getchell addressed the Council regarding drainage fac-
ilities at Magnolia Ave. and School St., complaining because she pays
for drainage assessment and still the drainage is not adequate to take
care of the water and it floods her place; also stating that she has made
several apx~eals for dirt to fig, in her around, but same has not been
received.
Mayor Boster explained regard;ng the County's Man for flood
control pro iect to be ?~no~rrn as Unit No. 1, ~,vhicr he relieRes will be
completed Iris ,year and after which Unit No. 2 wil~_?~e .commenced, re-
questing that Mrs. Getchell file a written request for dirt wit's Engineer
Bateman .
Nr. Chas. iV~illburn also spoke regarding moving the telephone
poles off of Long tseach rslvd. iu~ayor Boster stated that he will call it
to the attention of tee Cicy Engineer and see if action cannot be had.
N1r. b'reeman, who recently operated a pars-mutuel agency at
Fernwood and L. B. t~lvd., addressed the Council requesting return of un-
earned portion of his license.
After due consideration and discussion on the matter, there
being no objection, the Tv;ayor referred the matter to C3_ty Attorney
Ruby for report as to the legality of returning and refunding unused
portions of a license.
City Attorney Ruby requested Mr. Freeman to file written demand
for refund of same.

cilman Nation that the City Clerk confer with the Fire Chief and then
write the Fire Chief at Emerald Bay giving our price of160.00, they
to stand the expense of razing same. All members of the Council vot-
ing aye, the Mayor declared the motion duly carried.

It was moved by Councilman Snyder and seconded by ouncilman
Lake that said demands be allowed and warrants be drawn on tfie City Trea-
surer for said various amounts.

Snyder that the City Engineer be instructedto prepare the grounds for
the W. P. ~. plgygrounds pro3eet across the City Hal 1, and that 50.00
be set aside for the furtherance of said project for the purchase of
equipment, same to be purchased under the Superviion of Councilman Snyder.

It was moved by Vouncilman Snyder and seconded by youncilmaz
Meyer that the Chief of Police be authorized to purchase a suitable Chev-
rolet car for his department with specYial equipment as needed with 500.
down payment to be made at the next meeting of the Council and subsequent
payments to be made on convenient: payments.

that the City Engineer be einstructed to have all cars overhauled and
vainted together wits other City equipment and nut the name of the City
of T,vm~rood inscribed thereon and the number of each vehicl®, with the
excebtion of the three old trucks which are to be traded _n. All members
of the Council voting aye, the Mayor declared the motion duly carried and
it was so ordered.

Meyer that the City ~'ngineer be instructed to secure prices on a used
steam cleaning outfit suitable for use in painting City equipment. All
