The City Council of the City of Lynwood met in an adjourned
regular session, at the Citti-t?all, 11331 Plaza Street, on above date,
at 7:30 P. F,?.
P~~ayor Bolter in the chair.
Councilmen Lake, P~4eyer, Nation, and Roster answered th,e roll
call. Absent Councilman Snyder.
It ~^fas moved by Councilman Lake and seconded by Councilman
F~~eyer that the minutes of the previous regular meeting of June 15th,
193'7 be approved as written. A11 members of the Council voting- aye,
the Iv:ayor declared. the motion. du1.~r carried.

at 331'" Flatt Avenue, stating that it is impossible to get their cars
out of their driveway due to the x~arkir.g of shoppers' cars on both

a zone for non-parkinb on south sac of Matt.from alley east for a
sufficient distance to assure exi~ at all times, as the condition
has become a nuis€~nce. `l~he:r•e beinb no objection, the Tti'iayor referred
the matter to Uhief lviiller for investigation and recommendation.
A communication was received from Pr. Sol Freedman making
written application for a refund of the five unused months of his pari-
mutual agency license.
A communication was also received from City Attorney Ruby
wherein he gatre ruling thereon, stating that it i•s his opinion that
should a refund of such moneys be made, contrary to the ruling of the
Supreme Court, the Council would be.individually liable for misappro-
priation of the public funds, citing several. cases on the subject
matter.
Thereupon in view of the ruling of the City Attorney, it was
moved by Councilman Nation and seconded by Councilman Lake that the
application for refund of unearned portion of license for pars-mutual
agency by Sol. Freedman be denied. All members of the Council voting
a;~Te, the ir'ayor declared the motion duly carried.
A communication was received from Apr. ~'. F. Estes, 1:7. ?7.,
District manager of the Health Office o" the Countjr of Los '~ngeles,
requesting that the Council adopt a resolution authorizing the Health
Officer and Lynwood Police Department to establish and maintain a
quarantine identical with that set ub_ by the Board of Supervisors.
Thereupon it was moved by Councilman Lake and seconded by Councilman
D?eyer that the City Clerk he instructed to get a copy of the County
ordinance for study of the ro,mcil. A.ll members of the Council voting
aye, tre Ma.gor decla_rP~ t~P m~tinn duly carried.

A communication was received from Nir. Fred J. ?3rehm offering
a 500.00 bond in District "?`d't, being a 1Q16 bond issue, for 375.00.
Thereupon it was moved by Councilman Snyder and seconded ~y Councilman
Lake that the City ~hreasurer be authorized to purchase said. bond. and
that enough. funds be transferred from the General Fund to the Bond
Redemption Fund as a loan to retire same, provided that there is. not
enough money in the fund to pay for same.

Tract 2551. All members of the Council voting aye, the R~ayor declared
the motion duly carried and it was so ordered.
It was moved by Councilman Lake and seconded by Councilman
Snyder that the Cit~T set aside ~y2,000.00 as set up in the budget for
fiscal year 1936-37 for the purchase of a fire truck for the Fire
Department, Wending adoption of ~rdinanoe to provide such a fund as
outlined b;~T Senate ?dill No. F:~9 a~ont;ed 'hv the State Legislature in

Meyer that the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.
