The City Council of the City of Lyn~.~ood met in an adjourned
reerular ses:;ion, at the ~%ity Hall, 11331 Plaza Street, on above date,
at 1 P. M.
Mayor Boster in the chair.
Councilmen Lake, 1~Ieyer, and Boster answered the roll call.
The hour of one o'clock P. M. having arrived, said time be-
in~ the hour fixed for receiving of written objections to the refund-
ing of the indebtedness in Acquisition and Improvement Districts No.
6, 9 and 10 under the Assessment i~ond Refunding Act of 1833, approved
June 5, 1933, Stattz~s 1833, page 1915, and of al.l acts supplementary
thereto and amendatory thereof, all as set forth more fully in the
Notices published in the Lynwood tress, and in the Notices posted along
all open streets within said districts, and as set forth in the copy
of Resolutions No. 989, 99o and 991 mailed to each person to whom land
in the assessment district is assessed, as required by said Refunding
~Ct.
The Mayor inquired of the City Clerk whether or not any writ-
ten objections had been filed. lh`hereupon the City Clerk informed Mayor
poster that three had been filed.
Thereupon Mr. George Grazier who had filed a written objec-
tion read his ob jec1:;;ion, protesting against the manner in ~vhi;;h the
refunding and reassessments are proposed for a. & I. Dist. 6 and 9, re-
ferring in particular to the proposed cash retirement plan carried on
in conjunction with said Refunding proceedings. Protesting as to the
East t0 Peet of Lot 1~5, Tract 2551, and the 4'Vest 50 feet of Lot ~0~.,
Tract 2551.
A communication was also received from E. E. Pgtton endorsing
the protest of Mr. Grazier, enclosing tax statement showing, amount paid
through taxes each year with respect to h. & I. Dist. No. 6 as affect-
ing 200 feet frontage at 3516 Sanborn eve., said protest also being di-
rectec~ primarily at the proposed cash reitirement plan carried on in
conjunction with the refunding proceedings; also objecting to employ-
ment of outside counsel to render opinion on proceedings.
A protest was also received from R. A. Burtonowner of the
Northwest 50 feet of Lot 1280, Tract 3335 objecting because no effort
has been put forth by the promoter to ascertain whether the bonds
could be purchased at a discount, directing his protest mostly to the
proposed cash reitPement plan, all as pertaining to A. & I. District
No. q,
At this time Councilman Snyder arrived and took his seat at
the Council table.
Mr. R. A. Moffitt addressed the Council explaining the refund-
ing proceedings and how the reassessment would be apportioned to each
parcel and due credits would be given to credits made through tax ~oay-
ments; also regarding the r~eeessity of an opinion on the proceedings
from a reputable law firm in the event the City wishes to market the
Refunding bonds.
also Engineer Bateman explained more in detailhow the credits
would be applied at the time the reassessment was made under the Refund-
ing Act proceedings.
The Mayor inquired if there was any one else in the audience
that wished to be heard on said matter, but there was no response.
The City Clerk announces that he had received through the
mail "Consents to Refunding" as required by the Refunding Act covering
A. & I. Dints. No. h, 9 and 10, but that the area has not been computed
to ascertain whether it constitutes a maj_:ority in area of the lands
in the district subject to reassessment in the refunding proceedings
as required by said Refunding Act.
Thereupon it was duly moved by Councilman Meyer and seconded
by Councilman '~nyder th~~_t the "Consents to Refunding" 'ne refers°ed to
the City Engineer for checking and to give his report at the regular
meeting to be held on August 3rd, 1937, all as affecting Acquisition
and Improvement Districts No. 6, 9 and 10.

After due consideration of the protests filed, it was duly
moved by Councilman Lake and seconded by Councilman Snyder that the
hearing of objections in connection ~ti~ith the Refunding of the indebted-
ness of Acquisition and Improvement Districts 6, 9 and 10 be continued
to August 3rd, 1937, at 8 P. M., said hearing to be held in the Council
Chamber, 11331 Plaza Street.

Absent; Councilman Nation.

It was mo~~ed by Councilman Lake and seconded by Coun-
cilman Meyer that the meeting adjourn to July 20th, 1937, at
7:30 P. M. All members of the Council present voting aye, the
Mayor declared the motion duly carried.

The Ci~y Council of the City of Lynn°dood met in a regular ses-
sion, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.T.I.
Mayor Bos~Qr in the chair.
Councilmen Lake, Meyer, Nation and Koster answered the roll
call.
Councilman Snyder was absent.
It was moved by Oouncilman Lake and seconded by `councilman
tieyer that the minutes of the previous regular meeting of Juiy nth and
of the Special Meeting of July 9th, 1937, be approved as written. All
members of the Council voting u.ye, the lulayor declared the-:motion duly
carried.
The hour. of 8 P. M ha~-ing arrived, said time being the h~~ur
fixed for receiving protests and o~.~jections to the proposed zoning of
the City of Lyn~,~ood in accordance with approved report and recommenda-
tion of the Planning Commission of the City of Lyn'Jvood, all as publi-
shed in the Lynvaood Press, as required by law.
The Mayor inquired of the City Clerk whether or not any writ-
ten objections had been filed, whereupon the Clerk stated that none
had been filed.
Thereupon the Mayor inquired of the audience whether or not
there was any one present that wished to protest to the proposed zoning?
Thereupon Mr. E. 0. Ellington addressed the council regarding
the Century Square Tract, stating that in his opinion the zoning; does
not go far enou`;h and sho~ad designate the design that would be permit-
ted to be constructed in certain areas of the City, stating that their
area has been built up with good Spanish and French type homes and if
others would be permitted to build inferior homes it would detract from
the appearance of the community, re~~uesting that their interest be ta-
ken care of in the Zoning report.
Messrs. J. Walters, L. I'~fi. Claret', NIr. Beatty also addressed
the Council on the matter; also on the matter of smal_1 buildings that
are being permitted to be constructed in the Norton Tract north of Cen-
tury square Tract, realuesting that such practise be curbed. Mr. S. A.
Brienite also addressed the Council on the matter stating that recently
he was turned down on building a garage house in said area and live there-
in until he has completed his principal building, statinb that he would
be agreeable to more rigid restrictions too.
At this time, 8:13 P. M. Councilman Snyder arrived and took his
seat at the Council table.
City Attorney Ruby stated that the Council have gone about as
far as they. can in the matter of zoning and he does not believe that it
is within their power to designate the desi~-,n of construction, however,
that the owners themselves could go together and form their own restric-
tions and that it is his opinion that any Hamper of property owners could
form their own restrictions by si"ning an Agreement to that effect, how-
ever, that there must beno break in between such parcels of land.
It was moved by Councilman Nation and seconded by Councilman
Lake that Building Inspector Evans be instructed to not issue any other
permits that do not conform to the proposed zohing ordinance pending its
effective date.

Mr. Ellington also spoke on the sanitary condition of the terri-
tory north of Century Square Tract and requested that something be done
to remedy what he believes to be a bad condi-.~ion.
Thereupon it was moved by Councilman Nation and seconded by
councilman Lake that the Building Inspector and the jiealth Office be in-
structed to make a survey of said to ritory and demand that any unsani-
tary condition that exists contrary to City and State law be corrected
and that those who have not completed their structures be requested to
do so without further delay. All members of the Council voting aye, the
TvIayor declared the emotion duly carried.
Thereupon an Ordinance, entitled: 'TAN ORDINANCE PROVIDING FOR

Council had previ~~usly studied said proposed Ordinance, it was duly moved
by Councilman Snyder and seconded by nouncilman ~+jeyer that the further read
ing of said Ordinance be waived.

WRITTEN CONINIUNICATIJNS:
A communication was received from Mrs. C. C. Dee, 11315 Atlan-
tic Blvd. making application for license to sell dogs and pets, at
11316 Atlantic Blvu. There being no objection, the application was
referred to Building Inspector Evans with power to act.
A communication was received from G. E. Chapman, Secretary
of the League of Municipalities announcing meeting to be held at the
Grand Hotel, 1725 Ocean r'ront, at Santa Monica on Thursdd.y evening, July
22nd, 1937 at 6:30 P. M., when Louis H. Burke will be the spe:~ker on the
subject of legislatian affecting Cities. There being no objection, the
communication was ordered filed.
k communication was received from H. C. Le Supervisor enclos•
ing copy of Orchard Heating Ordinance recently adopted by the Board of
Supervisors. There being no objection, the Mayor ordered the communica-
tion filed.
A communication was received from some one on Josephine ~t.
complaining about sharp dips that were left after the street was im-
proved. Thereupon it was moved by Councilman Nation and seconded by
ounci7ar~~n Meyer that the City engineer be instructed to have the de-
fective portion of slid Street corrected. All members of the Council
voting aye, the ~+~uyor declared the motion duly c~~.rried and. it was so
ordered..
A communicatian was received from the Hawthorne3~ Tax League
announcing meeting to be held on Sunday July 25, 1937 at 8 P. M. in
the Hawthorne Stadium, Hawthorne when Dr. Arthur E. Briggs will. speak
on Street improvement assessment bonds, discussing for refunding of
n~wthorne Street bonds. There being no objection, the communication
was referred to Mr. R. A. Moffitt with instructions to attend if it
is convenient for him to do so.
A eommunica.ti~~n was received from Joe C. Mors, 3316 Post St.
South Gate suggesting that the Board of S~2pervisors of L. A. "ounty
sh~;uld pay for all the ~'fattoon pct bond debt as they did on Tweedy Bo>~Zle-
vard, as they vrould get their money back through increased tax collec-
tions. There being no objection, the. communication was ordered filed.
A communication was received from Fire Chief E. W. Lewis to
the effect that he has eliminated hydrant rental charges set up inthe
budget for the past several yeGrs, as no work has been received for the
charge, recommending that a fund be set up in the 1937 and 1938 bud~_et
for the amaunt of X500.00 for maintenance of riydrants. Thereupon it
was moved. by Councilman Natian and seconded by ~'ouncilm:an Lake that the
Fire Chief and his men in the Fire Department be instructed to make
quarterly survey of all fire hydrants and. issue a report of their find-
ings to the City* Council; also keep same clear of weeds and paint said
hydrants, and when any hydrant is~~ in need of repair to instruct the
Water Department to make the necess~xry repair without delay, said work
to be done by s~iid Departments witriaut the. employment of additianal Yelp.

A communication was received from the estate Board of Equalize-
tion re~;ardin~; new legislatian adopted at the last State Legislature
and that they would be glad for the City ~o advise them of the address
of a suitable room for hearings. There being; no objection, the City
Clerk was instructed to notify them that they are welcomed to hold hear-
ings in the Council Chamber.
A communication was received from Pierson & Ryan submitting
bid. on a Torrance Industrial Claaner for use of the City Mechanic for
the price of ~3t~3.00 with time payments of 38~..~.8. ivTr. ~~ar.steller was
also present and addressed the Cauncil on the matter. No action was
taken thereon and Ivir. i~`arsteller was informed that the Council Y3.ave net
adopted the budget for fiscal year 1937-1838 and therefore are not sure
that they will Y:~urchase at this time.
A communication was received from the City of South Cate wherein
they enclosed .their Resolution No. 711, ce~nsenting to the Refunding and
Reassessment of Acquisition and Improvement District R?uriber 19 of the
Gity of Lynwood. TherF bein;-~ no objection the coirurunication was ardered
filed.
A communicatian was received from Lieutenant Kerr with bic~
attached Pram LeRoy F. Hamilton of 11511 Lewis Street covering work neces-
sary in converting the garage iota a Recard Room, dark room anti snuad

roo~ri; ir_ the. amount of X385.00, recommending that the work be authorized
and ~f bid acceptable, the bidder be i.nstructec_ to proceed with the
work. Inasmuch as the bucket has not yet been adopted, no action was
taken on the matter until after same has been balanced.

Mrs. PJ`ar~aret W. Karpe again called attention of the Council
by correspondence to the inconvenience that she ana neighbors in that
area of Platt Avenue where she owns property due to parked cL+re in
front of her driveway while people do their shopping, requesting that
some action be taken. The matter was again referred. to the Police De-
partment with instruction that ~: survey be made at an early date and a
report to the Council of the condition that exists.
A communication was received from Crenshaw, Diehl and Fdw~rds,
C• P. A.'s, offering to do the City auaitin~; for the next fiscal year
1937-1938 at a. price of h00.00, payable quarterly upon presentation of
our• reports. Thereupon it was moved by Councilman Snyder any seconded ''"
by Councilman Meyer that said°~ bic. be accepted any: let to suit firm under
the supervision of W. R. Wright.

violation thereof, anc~ repealin` all erdir~ances or parts of ordinances

plyin--, with the instructions of the City Council contained in Resolution
No. 994 on Li~;htin;, l~~aintenance District No. 10 of tree City of Lynwood,
setting; forth an assessment of ~1b,607.08, stating that he has filed
with the City Clerk a plan shawinF the location of the lar,~ps, together
with necessary diagrams and details of sar~~e; also Specifications for
furnishing for a period. of one year cominencin~; July lst, 1937 and ending;
June 30th, 1938, the service necessary to maintain and illuriinate by
means of electrical energy the lamps in the City of Lynwood on ornamen-
tal standares am gooseneck type standards.

A communication was received from Tyr. Williazr~ Sullivan
reporting; on the Lynwooa Free Employment Bureau., suggesting that
the City Council pass a resolution protesting the removal by W. P.1~.
of W. P. A. Crossing Guards, as if they are not removed it will
clear the way for the Sheriff's Department to re-open the project
as soon as the funds are available. Thereupon it was moved by
Councilman Lake and seconded by Councilman Nleyer that we go on record
as protesting the laying off of saia crossing guards and the City
Clerk be instructed to convey the protests to the proper officials.

It was moved by Councilman Snyder and_ seconded by Councilman
Nation that the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.

It was moved by Councilman Lake any'. seconded by Councilman
Snyder that the City Clerk be instructed to advertise for bids for
Cast Iron Pipe, fixing time to receive same as August 3rd, at 8 P. TvI.,
as follows:

' 1000 Lineal feet 8 inch Cast Iron Pipe
2900 Lineal feet 12 inch Cast Iron Pipe
All members of the Council voting aye, tree Mayor declared the motion
duly carried.
It was moved by Councilman Meyer and seconded by Councilrrian
Lake that the Buildinf` Inspector be instructed to corarnur.icate with
all licensed plumbers and electrico.l contractors that it will be neces-
sary for them to secure a permit before they begin any job and tender
their fee therefor. All members of the Council voting aye, the TVlayor
declared the motion duly carried.
It was moved by Councilman Nation and seconded by Councilman
Snyder that the two park employees be instructed to devote their full
time to the parks in lieu of part time with tine Street, in orc:er to
clean same up. All members of the Council voting, aye, the Nlayor de-
clared the motion duly carried.
It was moved by Councilman Snyder and seconded by Councilman
Meyer that the me~tin~; adjourn to July 27, 1837 at 7: 3G P. M. All
members of the Council voting aye the TJlayor declared the motion carried
and it was so orc]ered.
