PGA? . T~~Iayor Bolter in the chair. Councilmen Lake, 1!_~ieyer, ~?ation, Snyder anc~ Boy ter answered the roll call. It was moved by Councilman Lake and seconded by Councilman Snyder that the minutes of th.e adjourned regular meeting of July 27th, 1937, be approved as ~~Tritten. A11 members of the Council voting aye,. the I~1a.yor declared the motion duly carried and it was so ordered. ~IR.ITTEN CO?~.~P.iUNICATIONS A communication was received from Goldie u~Jilson maxing re- quest for rebate of water penalty t'r_^.t cvas charged her because she did not pay her bill on the 20th, presenting a note frorri the Post Office shoc:~ing that money order ~Flas made out on July 20th, 1937. ~"` There being no ob~ject~.on, the r:?a.yor instructed P:~rs. Bryant to make the refund as requested. A communication was received from Clifford ~"Jri~;ht Community recreation Supervisor, requesting that .the Council set up 300.00 in budget to further their activities. Inasmuch as the Council had previously adopted the budget, no action was taken thereon and the communication v~Tas ordered filed. A communication was received from G. E. Chapaman, Secretary of L. A. County League of I:2unicipalities to the effect that Louis H. Burke had written urging that all Cities ~rire their representatives in Congress to urge them to support H. R. 7186. Thereupon the I;Rayor instructed the City Clerk to notify all Congressmen and Senators re;~resenting this district to support same. A commu rication was received from Faye Canfield, Cit~r Clerk and Auditor of Santa Barbara. anr_ouncing their Fiesta vahen t:nere will be a ,joint meeting with t're P,iunicipal Fiscal Officers Association and the L. A. County Leagu? at Ship on Cabrillo Boulevard, on Thurs- day, August 19th, a.t 12:00 F. iu'i. There being no objection, same was ordered filed and all vaho vaish to attend were requested to so notify the City Clerk at, an early date in order that reservations might be made. A communication wa.s received from Captin, Corps of Engineers, C. L. Hans, of ~U. P. A., urging the City to submit worthy projects to ther:~, as there are a nuir~ber of unemployed men in this area. who will be employed from; the net~r ~1, 500, 00~', 000 appropriation passed by Congress on June 29th, 1937. There being no objection, the Mayor referred the matter to City Engineer Bateman for his attention. A communication was received from I~~ielvin hgcRoberts, Project Clerk, t~~. P. A. , suggesting th2t a_n appropria.te celebration be held. at the close of the present street project which vaill be co;:zpleted about September 1st, stating that they will furnisix band., suggesting speeches and light refreshments, requesting information on how to raise the mone;;• for same. There being no objection, the "ayor ap- pointed Councilman Nation, Chairman, and Councilmen Lake and Snyder to head a_ committee to v~~ork in connection therewith. A communication was received from P.4rs. I. 4'P. Corning, Court Clerk, requesting a wee~~'s leave of absence in addition to her regular week's vacation as she has plans that she would li?~e to carry through. It was moved by Councilman Nation and seconded by Councilman Snyder that said Ordinance No. 285 be adopted as read the second time, finally pass, and be published as required by law. It was moved by Councilman Lake and seconded by Council- man L2eyer that the City Clerk be instructed to send cards to all ova.-ners of dogs in the City of Lynwood, informing-them that a quarantine has been declared, urging them to keep their dogs on their premises, or on leash, or same will be picked up and pound fee will have to be paid before release; also party will be su'o- ~eet to fine who violates same. Estes of the County Health Department ad- dressed the Council on the proposed trailer ordinance, stating that he believes it to be a good ordinance if the Council wish to rid the City of trailers of all kinds, stating that his De- partment will cooperate to the fullest extent. There was no response. Thereupon the I~Zayor inquired of the Clerk if any had been previously filed. Whereupon the Clerk stated that several had been filed. Thereupon it was moved by Councilman Snyder and seconded by Councilman I~Ieyer that the bids be publicly opened. and declared. All members of the Council voting aye, the Mayor declared. the motion duly carried. I~.7. having arrived, said time bean€; the hour fixed for resuming the hearing in connection with the refunding of the indek~tedness of Acquisition and Improvement Districts Nos. 6, 9, and 10 as set forth more fully in Resolu- tions Nos. 989,990, and 991, under the Assessment Bond Refunding Act of 1933, approved June 5, 1933, Statutes 1933, Page 1915, and of all acts supplerlentary thereto and- amendatory thereof. The Mayor inquired of the audience if there was anyone present ~vho wished to submit his written objections to the doing of said work, but there was no response, and it being deterriined that no written ob,jection~ had. been filed vaith the City Clerk, and no person wished to speak on the matter orally, NOW; THERErORE, It was duly moved- by Councilman Pvleyer a_nd seconded by Counc~_1_man Sn~~der that said hearing in connection with said Districts Nos. 6, 9, and 10 be continued to August 17, 1937, at 8 P. P~. All members of the Council voting aye, the P~ayor declared the motion duly carried. A communication was also received from Engineer Bateman v~~herein he reported on Acquisition.an<1 Improvement Districts 6 and 10 as to the percentage of consents thereto, stating that the percentage of area represented in Acquisition a.nd Improvement District No. 6 is 53.500, and in Acquisition and Improvement District No. 10 is 55.7~j~, being a majority in area of the prop- erty in the respective. districts, stating that he hac not as yet completed his check in connection with consents to refunding as pertaining to Acouisition and Improvement District No. 9, but that he will do so in the near futuz°e. Thereupon it wras moved by Councilman Meyer and seconded by Councilman Lake that Mr. R. A. Moffitt, Special Counsel be instructed to draft the Resolutions overruling protests and order- ing Engineer Bateman to make the reassessment in connection with refunding proceedings in Acquisition and Improvement Districts Nos. o and 10, subject to approval of City Attorney. All members of the Cou Heil voting aye, the Mayor declared the motion duly carried. The hour of 8 P. M. having arrived, said time being the hour fixed for receiving protests in connection with the levying of an assessment in connection with maintaining the Street Lights in the City of Lynwood for the fiscal year 193?-1938, the Mayor inquired of the City Clerk whether or not a_ny written objections had been filed, but the Clerk announced none had been filed. Thereupon the Mayor inquired of the audience if there was anyone present that wished to protest to the doing of said work, but there v~ras no protest submitted. Hovaever, Mr. Norris,George Haaze, L. C. Browning, .and Lee Anderson requested vahat the improvement would consist of, and if more lighting facilities would be added ro the system. THEREUPON RESOLUTION N0. 1000, entitled: "A RESOLUTION OF TIE CITY OF LYNWOOD OVERRULING PROTESTS, ORDERING THE WORK AND LEVYING THE PROPOSED ASSESSI~FNTS FCR SERVICE NECESSARY TO n+rAINTAIN AND ILLUI~:?II~'ATE TuE SUSPENDED ELECTRIC STREET LAMPS AI1D THE LAMPS ON ORNAMENTAL STANDARDS IN THE CITY OF LYN~"TOOD", was read. It was moved by Councilman Snyder and seconded by Councilman Lake that said Resolution No. 1000 be adopted. Roll call: Ayes: Councilmen Lake, Meyer, Nation, Snyder, and Bolter. ;toes : None .
