ADJOURNED REGUI.~AR MEETING SEPTEMBER 14TH, 1937.
The City Council of the City of Lynwood met in an adjourn-
ed regular session at the City Hall, 11331 Plaza Street, on above
date, at 7:30 P.M.
Mayor Bolter in the chair.
Councilmen Lake, Meyer, Nation and Buster answered the
roll call.
Councilman Snyder was absent.
It wa.s moved by Councilman Lake and seconded by Council-
man Meyer that the minutes of the previous regular meeting of Sep-
tember 7th, 1937, be approved as written. All members the
Council voting aye, the l~Iayor declared the motion duly rried.
RESOLUTION N0. 1003, entitled: "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, REPEALING RESOLUTIONS
NU~+IBERED 989, 990, AND 991 AND VACATING PROCEEDINGS HERETOFORE
COR~Z1~iENCED FOR THE REFUNDING OF THE INDEBTEDNESS OF ACQUISITION AND
IMPROVEMENT DISTRICTS NUMBERED 6, 9, AND 10 OF THE CITY OF LYN-
WOOD", was read. It was moved by Councilman Lake and seconded by
Councilman Meyer that said Resolution No. 1003 be adopted.
Roll Call:
Ayes: Councilmen Lake, Meyer, Nation and Buster.
Noes: None.
Absent: Councilman Snyder.
A MEMORANDUM OF AGREEMENT was received from O'Melveny,
Tuller & Myers wherein they submit contract to handle all proceed-
ings in connection with Refunding the Indebtedness of Acquisition
and Improvement Districts No. 6, 9, and 10 on the basis as here-
tofore agreed, and reference is made to said instrument for fur-
ther particulars.
It was moved by Councilman Lake and seconded by Council-
man Meyer that said Agreement be accepted and the Mayor and City
Clerk be authorized to execute same for and on behalf of the City
of Lynwood, subject to the approval of City Attorney Ruby.

RESOLUTION N0. 1004, entitled: "RESOLUTION OF THE CITY
CO UNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, DECLARING ITS INTEN-`
TION TO REFUND THE INDEBTEDNESS OF ACQUISITION AND IMPROVEMENT
DISTRICT N0. 6 OF SAID CITY AND FIXING A TIME AND PLACE F'OR HEAR-
ING", was read, fixing October 11th, 1937, at 7:30 P.I~, as the time
for hearing. It was moved by Councilman Nation and seconded by
Councilman Lake that said Resolution No. 1004 be adopted.

RESOLUTION N0. 1005, entitled: "RESOLUTION OF THE CITY

DISTRICT N0. 10 OF SAID CITY AND FIXING A TIP~IE AND PLACE FOR HEAR-
ING", ~a~as read, fixing October 11th, 1937, at 7:30 P. M. as the
time for hearing. It was moved by Councilman Meyer and seconded
by Councilman Lake that said Resolution No. 1005 be adopted.

RESOLUTION N0. 1006, entitled: "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYN'~~'OOD, CALIFORNIA, DECLARING ITS INTENTION
TO REFUND THE INDEBTEDNESS OF ACQUISITION AND IMPROVEIt~ENT DISTRICT
N0. 9 OF SAID CITY AND FIXING A TIME AND PLACE FOR HEARING", was
read, fixing October 11th, 1937, at 7:30 P. M. as the time for hear-
ing. It was moved by Councilman Lake and seconded by Councilman Meyer
Roll Call: that said Resolution No. 1006 be adopted.
Ayes: Councilmen Lake, Meyer, Nation and Buster.
.Noes: None.
Absent: Councilman Snyder
City Attorney stated that he had examined the contract as
presented by the Clerk as prepared by O'Melveny, Tuller & Myers
and that he finds no objection as to form, but that it might. be
more definite as to the charge in the event the proceedings are
abandoned before completion of same.
Therefore, the City Attorney was instructed to contact

said firm and get a more definite committment to clear up said-matter.
resolution was presented offering sympathy to the widow
of the la ;Paul E. Strain on his sudden death, to the effect that
the public service rendered by his activities in the City make for
the establishment of a progressive and friendly community; that
through his work he has been a material aid in the bringing about of
a better feeling among the citizens and a better solution of public
issues, It was moved by Councilman Meyer and seconded by Councilman
Lake that said resolution be adapted. All members of the Council
present voting aye, the Mayor declared the motion duly carried.
At this time Mayor Buster requested to be excused to fulfill
an appointment, whereupon he requested Councilman Nation to take the
chair, which Councilman Nation did, whereupon the Mayor left the
Council chamber.
ORAL COMMUNICATIONS:
Mr. W. J. Kimball addressed the Council submitting a petitiot
that his wife had circulated requesting that .a public nuisance of foul
odor and barking dogs, be abated, as it is so bad that it is injurious
to their health and comfort, signed by Mrs. Elden D. Hess and 32
others in the vicinity of Mrs. Dee's Dog Kennel, located at 11316
Atlantic Blvd. Mr. Kimball stated that the odors that emanate from
the. pet shop are constantly bedoming worse, as they cook some in-
gredients for their dogs that is decomposed and the odor is unbearable;
therefore requesting that something be done to correct the situation.
After due consideration of the matter it was duly moved by
Councilman Lake and seconded by Gouncilman Meyer that the City Clerk
be instructed to notify Mrs. C. C. Dee to appear before the City Coun-
cil at their next regular meeting to be held on September 21st, 1937,
and show cause why her license should not be revoked.

WRITTEN COMMUNICATIONS: -
A communication was received from E. C. Halverson, Post-
master, advising that as per wire to the Honorable Byron N. Scott,
that the Secretary of the Treasury and the Postmaster Qeneral have
allotted funds for the acquisition anderection o~`a FederalBldg.
for Lynwood signed by Smith W. Purdum, Fourth Assistant Postmaster
Qeneral, thanking the Council for their cooperation is -securing this
building for Lynwood, requesting them to convey appreciation to com-
mittee appointed by the 6ouncil to help secure the building. There
being no objection, the communication was ordered filed.
A communication was received from Paul L Potter making
application for license to sell fertilizer at Lynwood Road and
Alameda Boulevard, stating that he has nothing but dairy, horse and
leaf mold fertilizers. Thereupon it was moved by Councilman Lake
and seconded by Councilman Meyer that said matter be referred to the
Building Inspector to report his findings to the Council at their
next regular meeting. All members of the Council voting aye, the
Mayor declared the motion duly carried.
A bill was received from W. 0. Marry with letter stating
that same is for repair to car asa result of collision with a motor-
cycle owned by the City ridden by Officer Joe Baier, being in the
amount of X15.00. There being no objection, same was referred t o
the City Attorney for his attention and report back his findings.
A commun~.tion was received from Mr. Wm. T. Lynch, District
Secretary with a letter attached from a patron in the Washington
school district, calling attention to the urgency of school crossing
guards at various crossings, particularly calling attention to
Atlantic Avenue; also requesting that the crossings be properly and
clearly marked and that police officers be detailed to the most
dangerous crossings during the hours when the children are crossing
on their way to and from school. Thereupon it wa.s moved by Councilman
Lake and seconded by Councilman Meyer that the Police Department be
instructed to have all available police officers detailed to school
crossings when the school children go to and from school. All mem-
bers of the Council present voting aye, the Mayor pro tem declared
the motion duly carried.
Councilman Lake was instructed to contact the Police De-
partment to arrange to have all school crossings painted and desig-
nated as such.
A communication was received from Noel W. Frederick, Com-
mander of the American Legion, Lynwood Post No. 85, requesting the
right and privilege to dedicate the park on State Street as Con-
stitutional Park on Friday evening, September 1?th, 193?, in keeping
with the proclamation of the President of the U.S. for observance

of the 150th anniversary of the forming of the Constitution.
Thereupon RESOLUTION N0. 1007, declaring September 17th,
193?, as the day set aside to observe the 150th anniversary of the
meeting of the Constitutional convention of the United States of
America, naming the Park strips along State St, as "Constitutional
Park", and providing for a placque and monument to be erected
thereon on said day, was read. It was moved by Councilman Meyer
and seconded by Councilman Lake that said Resolution No. 100? be
adopted.

RESOLUTION N0. 1008, entitled: "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD APPROVING P,~EPJIORANDUM OF AGREEAdENT
FOR EXPENDITURE OF 4 CENT GAS TAX ALLOCATED FOR STREETS OF MAJOR
IMPORTANCE", was read. It was moved by Councilman Meyer and
seconded by Councilman Lake that said Resolution No. 1008 be
adopted.
Roll Call:
Ayes: Councilmen Lake, Meyer and Nation.
.Noes: None.
Absent: Councilmen Snyder and .Boster.
An application was received from Peter fellers requesting
work as a laborer in water department, and same was ordered filed.
In view of complaints regarding the smoke stack of Chas
Weber's cabinet shop not having the proper arrestor thereon, the
Building Inspector was instructed to confer with Mr. Weber to
ascertain if same cannot be properly taken care of, if it has not
already been attended to.
It was moved by Councilman Lake and seconded by Council-
man Meyer that the meeting adjourn to September 21st, 1937, at
7:30 P.R~i. All members of the Council voting aye, the Mayor pro
tem declared the motion duly carried and it was so ordered.
