REGULAR MEETING OCTOBER 5TH, 1937
The City Council of the City of Lynwood rnet in a regular
session at the City Hall, 11331 Plaza Street, on above date, at
7:30 P.NI.
Mayor Bolter in the chair.
Councilmen iuIeyer, Snyder and Bolter answered the rol]_ call.
Councilmen Lake and Nation were absent.
It was moved by Councilman R~eyer and seconded by Council-
man Snyder that the minutes of the previous regular meeting of
September 21st, 1937, be approved as written. All members of the
Council present voting aye, the Mayor declared the motion duly car-
ried.
WRITTEN COM~tIUNICATIONS:
• A communication was received from J. L. Pomeroy, M.D.,
~,,,,, informing the City Council that the quarantine of dogs within the
corporate limits of the City of Lynwood has been lifted, stating
further, that if, however, conditions arise requiring a renewal of
the quarantine, he will take such steps as are necessary. There being
no objection, the communication was ordered filed.
A communication was received from the Executive Board.,
Lynwood Junior High School P.T.A., by Anne C. Brown, being a copy of
letter sent to the Editor of the Lynwood Press, explaining the change
in date of their Carnival, stating that the By-Laws of the California
Congress of P,T.A. do not allovr them to participate in-any project
that would be a commercial one and therefore they could not partici-
pate in the Mardi Gras sponsored by the City of Lynwood and felt that
they could not lend the name of the Lynwood Junior High School P.T.A.,
announcing that the regular Hallowe'en Carnival will be held at the
school on October 22nd, 1937. Mayor Bolter explained that the City
originally started the proposed celebration, but that the businessmen
had also commenced and were farther along, so the City turned it
over to them and they are now in full charge.
There being no objection, the Mayor instructed the City
Clerk to reply to said letter informing them of the new committee;
also to make a copy of the letter from the P.T.A. to send to the
Mardi Gras Committee.
A communication was received from Mrs. Clyde J. Harlan, City,
Clerk of the City of Compton to :the effect that the Council of
Compton on Tuesday evening,, September 28, voted to furnish material
and labor for the placing of necessary bridges to cross a drainage
ditch to be placed on the west side of Santa Fe from Weber Street
south of El Segundo Blvd., said ditch to be constructed by the City
of Lynwood. There being no objection, the communication was referred
to the City Engineer for checking and report back to the Council.
A communication was received from the Southern California
Edison Company to the effect that in Tract No. 6312, located on
Imperial Highway ,just east of Lewis Road, the reservations for public
utilities are held by the City of Lynwood, enclosing sketch showing
reservations, requesting that the City execute easement to permit
the erection of necessary .lines in said tract. There: being no objec-
tion, the matter was referred to City Attorney Ruby for his attention
and report his findings at the next regular meeting of the Council.
A communication was received from Harry Coleman requesting
that X6.00 be refunded for business license fee for business which
was to be established at 12115 L. B. Blvd, but on account of the
unintenability of the building they were not able to establish there
and therefore could not use the license. Thereupon it was moved by
Councilmen ~~Ieyer and seconded by Councilman Snyder that the license
fee in the amount of 6.00 be refunded.

Absent: Councilmen Lake and Nation.
Communication was ree'eived from Geo. W. Jones, Road
Commissioner, announcing that the City of Lynwood has been allocated
X6,022.82 from gas tax funds for street purposes, setting forth
certain procedure to follow in making Resolution requesting release
thereof. There being no objection, the matter was referred to
En~;ineer Bateman to prepare the necessary data.
Report of activities of City Court for month of September
was received; also application from one Reed Carter for any line of
work; also health report. There being no objection, same were orderer
filed.

It was moved by Councilman Snyder and seconded by Coun-
cilman Meyer that the demands be allovred and warrants be drawn
on the City 'T'reasurer for said various amounts.

An application was received from Mrs. C. C. Dee, request-
ing that she be granted a permit to operate a dog kennel at 11316
Atlantic Blvd. as her former license cJas revoked.
ORAL COIV[PlNNICATIOIIS:
Mr. Dee addressed the Council on the matter of applica-
tion of his wife's contending that they did not have a chance to
properly defend themselves, stating that the meats that were cooked
there were absolutely fresh and that he did burn some paper there
which may have caused some odor, but since that time he has dis-
continued such practise, too.
After considering the ;na.tter, it was duly moved by Coun-

Gilman Snyder and seconded by Councilman PJleyer that the matte"r~of
granting permit to operate a dog kennel at said location be set for
hearing at the next regular meeting to be held an October 19th, at
8 P.h:~I., and that interested parties be requested to submit any infor-
nation that they may urish regarding the matter, and that the City
C7_erk be instructed to notify both sides regarding the hearing. All
members of the Council present voting aye, the PdIayor declared the
motion duly carried.
P.4r. Westfall, of 433 Banning Ave., appeared before the
Council regarding a proposed drainage ditch to be constructed on the
west side of Santa Fe to El Segundo Blvd., thence Urest to Alameda,
request what action the Council have taken on tie matter; also Mr.
Harry Davis addressed the Council on the same ~ub,ject matter.
P~ayor Boster spoke at length regardi~rg the matter and that
it has ,just come to their attention this evening through a com-
munication from the City of Compton and that the matter was referred
to Engineer Bateman, so referring them to Mr. Bateman for further
information regarding the rrn tter as he understands that the City
Manager of Compton has already conf erred t~aith brlr. Bateman about the
matter. Mayor Boster also s ~Ye about the W.P.A. project that is to
be started to eli.nina to floo~~ conditions in this area, s ta.ting that
Unit No. 1 will be commenced first, after which Unit No. 2 will be
taken care of.
NEW BUSINESS:
A report was received from the Secretary of the City Plan-
ning Commission of the City of Lynwood in relation to the proceedings
upon the petition of the Southern California Association of Seventh
Day Adventists, a Corporation of California to construct a school,
which would necessitate the changing of Zone R1 of Ordinance No. 285,
submitting copies Qf the proceedings in connection with said matter,
including minutes of meetings held on the matter, said minutes recom-
mending to the City Council that such modifications and conditional
exceptions be made and ordained by theCity of Lynwood as will author-
ize the Petitioner to make such use of the lands described in the
petition as this comr:ission has found to be proper and not materially
detrimental to the public welfare or injurious to other property in
said Zone R1, said petition of the Southern California Association
of Seven Day Adventists calling for the building and conducting of
elementary, academic or college s~,hools for public instruction and
religious training, and that there may be constructed thereon such
necessary school building as are required for the schools m~a.intalned,
and for religious instructions, religious services, and assemblies;
and for churches and administration building; and that there may be
held upon said lands religious meetings and conferences including camp
meetings, and camping of parties in any wise interested or taking
part in said enterprises or activities. Said Planning Comrnissian
also recommending that inasmuch as the Southern California Associa-
tion of Seventh Day Adventists, a corporation, ha_s pledged the Pla.n-
nin€r Commission that it would promptly establish valid racial re-
strictions upon the us es of its lands in the City ~of Lynwood, there-
fore, it is recommended that such racial restrictions are necessary
to the public welfare of the City, and that the granting of the
conditional exceptions and modifications of the restrictions at
present imposed in Zone T~1 be not finally passed until said satis-
factory racist. restrictions upon the uses of said lands are duly
executed and made of record.
Thereupon it was moved by Councilman Snyder and seconded
by Councilman Meyer that said report be accepted and filed. Motion
v~:as carried and it was so ordered.
An Ordinance entitled: "An Ordinance establishing con-
ditional restrictions upon certain lands of th.e Southern California
Association of Seven Da_y Adventists, a Corporation, in modifications
and restrictions embodied in Zone Rl by Ordinance No. 285 of the
City of Lynwood and modifying Section 7 of Ordinance No. 285", was
read a.nd introduced. for the first time. The Nlayor announced that the
racia_1 restrictions are being drafted a.nd that they will be on file
with the City Clerk before the final adoption of the Ordinance
amending Zone Rl. It was moved by Councilman I4?eyer and seconded
by Councilman Snyder that said Ordinance be accepted as read the
first time and pass to the second reading.
