'~ REGULAR MEETING DECEIU:`BER 21ST, 1937 ' The City Council of the City of Lynwood met in a regular session, at the City Hall, 11331 Plaza Street, on above date, at 7;3C P.M. Mayor Boster in the chair. Councilmen Lake, Meyer, Nation, Snyder and Boster answered the roll call. Mr. Holbrook, 2615 -111th Place, addressed the Council with respect to some dilapidated buildings in the Palomar IIstrict consist- ing of an old store building and a,vacated residence, requesting that something be done to h&ve same removed as it detracts from the ap- pearance of their residential district. Mr. E. H. Lane, 2638 E. 111th Pl. also spoke on the matter adding further that it seems to be a hang out for boys of question- able character, as well as some girls. Mr. Jim Graham also addressed the Council on the matter coz- roborating the statement already made, stating that they are skeptics: about sending their children to the W.P.A. playgrounds because of the type of children that play there. Mr. J. F. Caldwell who stated that he had lived there for a good many years stated that the buildings area disgrace to any com• munity. Mr. A. L. Arsnal, 2617 E.lllth st. also addressed the Coun- cil on the matter, stating among other things that their existence was a reflection.on the neighborhood, requesting relief in the matter. After due consideration of the matter, Councilman Nation stated that he had been with the Building Inspector on an inspection of said buildings and that same were listed with the undesirable clan of structures for proper action. • The Mayor also announced that the matterv~uld be lgoked into further and in due time the City Attorney would be instructed to prepare action to have the apparent nuisance abated. It was moved by Councilman Snyder and seconded by Council- man Meyer that the minutes of the previous regular meeting of Decem- ber 7th, 1937, be approved as written. All members of the Council voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COMNUNTCATIOPdS; A communication was received from F. R. McGarvin making application for license to operate a pars-mutuel agency within the City of Lynwood, California. After due consideration of the matter, it was duly moved byCouncilman Nation and seconded by Councilman Snyder that said application be denied as we have no ordinance that allows the operating of same, and inasmuch as the business is a questionable one. Roll Call: • Ayes: Councilmen Meyer, Nation, Lake, Snyder and Boster. Noes: None. A communication was received from Charles Reinhardt, and Walter E. Mel linger on behalf of t:he Lynwood Stamp Club, requesting the use of_the Counci 1 Chamber for their meetings as they have a number who attend and the room at a private residence is not large enough to accomodate those who wish to attend. There being no ob- ,jection, the City Clerk was instructed to notify the Stamp Club that it would be agreeable for them to meet in the Council Chamber in case ~' there ~e no conflicting meetings . A communication was received from Chas. E. Marcy requesting permission to build an approach sign advertising the Mission Auto Court, measuring 71 x 16 ft. to be placed on Lot 988, Tract 3172 at the south City limits. There being no objection, the matter was ordered tabled until after the proposed sign ordinance is adopted. The City Attorney presented a communication from the Pa.cif- ic Electric Railway Co. wherein they propose to appear before the .Railroad Commission of California for higher rates for fares. The Mayor presented a letter to be forwarded to the various Cities wherein a meeting would be called on the matter to protest in- creased rates, same to be held on January 3rd, 1937. There ~Lng no objection, the Mayor was authorized to send such letter and call a meeting for such purpose. A communication was received from Carolyn M. Hall making application for a license to operate a business of Clairvoyant to be conducted at 10922 L. B. Bivd., stating that she is the wife of Mr. Chas. 0. Hail, deceased, giving references, etc.; also stating ~. ~~ that the license fee has been deposited as required by Ordinance. Thereupon~it was moved by Councilman Snyder and seconded by Council- man Meyer that said application be granted and. license Collector be authorized to issue license therefor upon a favorable approval of the Chief of Police. Roll Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder and Bcster. Noes: None. A communication was received from Duke Dudley, 3543 Platt requesting return of weed assessment charged against Lot 1229, Tract 3335, stating that they cleaned the weeds off themselves, therefore, no charge should have been made. There being no objection, same ~*ras referred to the City Engineer for checking. A communication was received from Fire Chief Lewis call- ing attention to Assembly Bill No. 2505 which became effective on t August 2?th, 1937, recommending that Mr. R. E. Rutter be hired as an extra man in order that the fire department men can receive their shift off per week. After due consideration of the matter, same was referred to The Fire Commission for further consideration and report their findings at the next meeting of the Council. A communication was received from the Lynwood Free Em- ployment Bureau reporting on activities of the Registration Bureau, stating that the records are ready for turning over to the City, however, with the discontinuance of the office the contact with the L. A. Co.Labor coordinating Bureau will be severed. unless it can be handled through the Police Department. It ores moved by Counc'1- man Lake and seconded by Councilman Snyder that Mr. Wm. Sullivan be reinstated as Registrar of the Lynwood Free Employment Bureau at a salary of X15.00 per:~nth. All members of the Council present voting aye, the Mayor declared the motion duly carried. Report of the health department was received and ordered filed. A communication was received from George C. Clark offer- ing to sell bonds in A. & I. Dist. No. 11. Thereupon it wa.s moved by Councilman Lake and seconded by Councilman Snyder that x$3,000 be transferred from the Water Fund to the Special Assessment Tax Relief Fund in order to take advantage of this offer or to take advantage of an offer in A. & I. Dist. No. 16. Roll Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder and Bolter. ~[oes : None . Calif Edison Co. X1,586.29 It was moved by Councilman Snyder and seconded by Coun- Gilman Meyer that the demands be allowed and warrants be drawn on the City Treasurer for said various amounts. Roll Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder and Bolter. Noes: None. ORAL COMP~iUNICATIONS Mr. H. M. Deeds addressed the Council requesting permit to build a fence around his Lot within which enclosure he would unlead and reload ,junk;. also requesting permission to erect a gar- age house in the rear of his Lot on Atlantic Avenue. Mr. Deeds Pras informed that it would not be permissible for him to conduct such business on Atlantic, and with respect to the Garagehouse on the rear of said Lot, he would have to consult the Building In- spector. A communication was received from E. B. Ripley to the effect thathe has gone over the matter of building on State and L.B. Blvd. with his architect and that he advised him that he can- ' not do what he plans to do if the five feet is vacated in State _~treet as previously agreed by the City Council, making three pro- ', posals, as follows: ~_! 1. Change the set back on L. B. Blvd.. to 5 feet, which ~- would make a ten foot sidewalk, vacate five feet of the sidewalk allowance on State St., leaving a five foot side- walk, thereby leaving the Lot full width. 2. Take the 10 feet off on L. B. Blvd. give Mrs. S one five feet on State, but pay her X1,000 for the damage to her property. 3. Or take up my option on the Lot and buy it for park purposes and be forever relieved of the menace (which some of you gentlemen think a building there would be), attaching copy of option to his letter. Mr. Ripley also addressed th.e Council on the matter submitting plans of the proposed building. No action was taken thereon, other than the Council in- formed Mr. Ripley that they had Wade all the concessions that they feel that they should in the matter and unless they feel that they can accept same no further consideration will be given the matter. The audit report was received from Crenshaw, Diehl and Edwards for period covering from July 1st, 193? to September 30th, 193?. There being no objection, same was ordered filed. It was moved by Councilman Lake and seconded by Coun- cilman Nation that the meeting adjourn to December 28th, 193?, a t ?:30 P.M.
