Roll Call The City of Tiffin City Council held a work session Tuesday, February 7, 2023, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 5:31 PM. Upon roll being called the following members were present: Chris Olney, Skylar Limkemann, Al Havens, Eric Schnedler, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Orris. Second by Olney. All ayes, agenda approved. C. Discussion of Potential Johnson County Ambulance within the City of Tiffin Discussion: Fiona Johnson, Director of Johnson County Ambulance, present and provided data on call volume for the City of Tiffin. D. Discussion of Property Lease Agreement/Proposal from Iowa Interstate Railroad Discussion: City Administrator Doug Boldt and Public Works Director Brian Detert discussed the lease agreement and Council has directed Public Works to stay off the Railroad right-of-way. E. Discussion of Modification to City Fence behind 267 Goldfinch Drive Discussion: Julie Happel, 267 Goldfinch Drive, would like sections of the fence behind her property to be removed at the expense of the City. F. Discussion and Consideration of adding a Building Inspector II Position to the Collective Bargaining Agreement Discussion: City Administrator Doug Boldt discussed Building Inspector II with Council. G. Questions from Council Members regarding items on the Regular City Council Agenda H. Other Business I. Adjournment Motion to adjourn by Limkemann. Second by Schnedler. Roll Call The City of Tiffin City Council held a regular session Tuesday, February 7, 2023, at the City Hall: Council Chambers. Mayor Berner called the meeting to order at 7:04 PM. Upon roll being called the following members were present: Skylar Limkemann, Chris Olney, Eric Schnedler, Al Havens, Tim Orris. All ayes, agenda approved. D. Communications and Reports 1. Resolution No. 2023-005 — A Resolution Approving the Updating of the City of Tiffin's Capital Improvements Plan a. Vote to Override Mayor's Veto. Vote to override must be not less than two-thirds of all of the members of the Council Motion to override the Mayor veto on Resolution No. 2023-005 — A Resolution Approving the Updating of the City of Tiffin's Capital Improvements Plan by Limkemann. Second by Schnedler. Roll Call Ayes: Schnedler, Limkemann. Nays: Olney, Orris, Havens. Motion failed. 2. Resolution No. 2023-011 — A Resolution Setting the Date of March 7, 2023, for the Public Hearing on the Plans, Specifications, Form of Contract, Estimate of Costs and Authorizing Publication of Notices for the Potter Creek Interceptor Sewer Project and Opening of Bids on March 2, 2023. Motion to approve Resolution No. 2023-011 — A Resolution Setting the Date of March 7, 2023, for the Public Hearing on the Plans, Specifications, Form of Contract, Estimate of Costs and Authorizing Publication of Notices for the Potter Creek Interceptor Sewer Project and Opening of Bids on March 2, 2023 by Havens. Second by Orris. Roll Call: Orris, Schnedler, Limkemann, Havens, Olney. All ayes, motion carried. 3. Resolution 2023-012 — A Resolution Approving the Designation of the American Rescue Plan Act (ARPA) Funding for the City of Tiffin. Motion to approve Resolution 2023-012 — A Resolution Approving the Designation of the American Rescue Plan Act (ARPA) Funding for the City of Tiffin by Olney. City e°F} ° f \ , yr 1 la. Second by Schnedler. Roll Call: Schnedler, Limkemann, Havens, Olney, Orris. All ayes, motion carried. 4. Resolution 2023-013 — A Resolution Approving the Name Change of DERS Drive to Whitetail Lane. Motion to approve Resolution 2023-013 — A Resolution Approving the Name Change of DERS Drive to Whitetail Lane by Orris. Second by Limkemann. Roll Call: Limkemann, Havens, Olney, Orris, Schnedler. Consideration of Change Order #1 — Boomerang Corporation, Well #5 Pump, Controls and Water Main Project — Motion to Approve by Orris. Second by Havens. All ayes, motion carried. 4. Consideration of Pay Estimate #1 — Boomerang Corporation, Well #5 Pump, Controls and Water Main Project — Motion to Approve by Schnedler. Second by Limkemann. All ayes, motion carried. 5. Discussion and Consideration of Bid from BerganKDV for the City of Tiffin Audit for the Fiscal Year ending June 30, 2022 and Council Action as Needed. Motion to approve by Limkemann. Second by Havens. All ayes, motion carried. 6. Discussion and Consideration to Allow Property Owner at 267 Goldfinch Drive to Modify City Owned Fence and Council Action as Needed. Motion to approve two post and one section or adding a gate with the City being reimbursed by the property owner and the work to be performed by the City by Limkemann. Motion failed due to lack of second. 7. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 20.17(3) for Public Employment Relations Procedures by Schnedler. Second by Olney. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. Motion to Adjourn from Closed Session into Regular Session by Schnedler. Second by Orris. Roll Call: Orris, Olney, Schnedler, Limkemann, Havens.
