The City Council of the City of Lynwood met in a regular
session at the City Hall, 11331 Plaza Street, on above date, at
'~ 7:30 P.h~.
Mayor Boster in the chair.
Councilmen Lake, Snyder and Boster answered the roll call.
Councilman Nation was absent.
It arras moved by Councilman Snyder and seconded by Council-
man Meyer tfiat the minutes of the previous regular meeting of Janu-
ary 4th, 1938 and of the adjourned regular meeting of January 11th,
1938, be approved as v<iritten. All members of the Council Aresent
voting aye, the Mayor declared the motion duly carried and it was
so ordered.
ORAL COIF?Iu1UTdICAt~IONS :
P~?r. P. P~. Hesse addressed the Council on the proposed
changes in the zoning Ordinance. Ivir. Hesse votes informed that the
Planning Commission have not submitted their recommendations as yet.
Mrs. C. D. Barnett addressed the Council requesting per-
mission on behalf of the ~i.C.T.U. organization to erect a sign ap-
,_:roximately 3 x 4 feet onL:ong Bea.eh Boulevard. Mrs. Barnett was in-
i formed that the City is working on an amendment to tre sign ordi-
nance and that when same is finally adox;ted no doubt they will be in
~ a position to grant permit therefor.
IJ[r. Edwin E. Ripley addressed the Council renewing his
request for permit to build on Lot 229, Tract 5222, at the corner of
State and L. B. Bi.vd. subl::itting• a revised plan y:~hich would make it
necessary for the City to vacate 5 feet on the east of the t~roposed
building and requesting permission to extend the second story one
and. one half feet beyond the set back line. Inasmuch as the City
Attorney ruled that the Council have no authority to grant such re-
quest, It4r. F?ipley was informed that they cannot comply withl~s re-
quest.
The hour of 8 P.PI[. having arrived, said. time being t're
hour fixed for hearing objections or protests or. the proposed re-
assessment for refunding of the indebtedness of Acquisition and Im-
provement District No. 9 of the City of Lynwood.
The Mayor announced that this was the time and place fixed
for the hearing of objections or protests.
The City Clerk stated tY~at the Affidavits showing posting
of the Notice of I-.'earing on Proposed Reassessment for Refunding of
Indebtedness of Acquisition and Improvement District No. 9 were on
file in his office, as vaell as the Affidavit of Publication in con-
e nection with said matter.
The I±iayor inquired of the City C7.erk whether or not any
written objections ha.d been filed. The City Clerk stated that none
ha.d been filed.
VV•hereupon the Ntayor inquired of the auk fence if there was
any one who wished to file a v~rritten objection to the ?proposed re-
~ assessment, or if any one wished to protest orally in said matter.
There was no response.
Thereupon it v~ras moved. by .Councilman Meyer and seconded
by Councilman Snyder that the hearing be continued to January 27th,
1938, a.t 1:30 P.~~. All rnernbers of tr_e Council present voting aye,
the Nlayor declared the .notion duly carried, a.nd it was so ordered.
PdIr. Herbert A. Behnke; submitted a. letter regarding pro-
posed settlement with the Banl~~ers Life Insurance Company for bonds
held by them in Acquisition and improvement District T?o. 9, whereby
the City proposes to settle for cash payment of 940,000 a.nd they
would accept the balance of x¢18,000.00 in. Refunding Bonds, suggest-
in~; that such an offer be tendered said Company. Thereupon it was
moved by Councilman Meyer and seconded by Councilman Snyder that the
1'%.ayor be authorized and instructed to direct a letter to the Bankers
Life Insurance Com~~any for tree settlement of sated District on the
~ basis suggested.

A communication wa.s received ~'t~om the Committee on Street
L_:igritin.g Rate Reduction, `announci ng a meeting preceding the meeting
of the League to be held at tl~e Pasadena cin January 20th, 1938, at
5 : 3 0 P . I~; .
A com::!unication was also received from the City Engin~r in
connection v^ith the proposed reduction proposed by the Southern
California Edison Co. nov<r before the Railroad Commission reporting
II, how it would affect Lynwood, stating that the reduction would be

from X2.70 to ~~p2.65 covering the 250 C. P, lamps, and in addition
there is a further reduction based on gross billing which amounts
to approximately 2.~0. Based on 1937 billings the City will save
x$241.56 per annum under t~-~e new rate schedule which represents a re-
duction, based an our total lighting bill of 3.6.
Thereupon it was moved by Councilman Lake and seconded by
Councilman Meyer that the PJ~ayor be authorized to r~ledge the City of
LynvUlood's support of the Committee's plan for a reduction, based on a
fee of one-half of the saving for the first near to the Engineer to
be employed in connection with said matter. All members of theCouncil
present voting aye, the T,~ayor declared the motion duly carried and it
was so ordered.
A communication v~Tas received frarn the L. A. County League
of PJiunicipalities announang their next meeti7.g at Pasadena at the
Athletic Club at the corner of Green and Los Robles, Louis Burke,
Legal Counsel to be the principal speaker. The Paayor instructed the
City Clerk to reply and inform that four will attend.
A communication vas received from the Chas. A. (Lindbergh
P.T.A. recommending that school signs be painted at the corners of
IJfagnolia and Alpine, the northern intersection of Burton and Alpine
and of Cedar and Alpine and that a slow sign be placed at the inter-
secti~n of Josep~~iine and Lindbergh St. There being no objection, the
City Engineer was instructed to have signs painted a.s requested.
A co<arlunication was received from the Lynwood Elementary
School to the effect that many of the home ourners in tree 4200 and 4300
blocks on Sanborn Ave. are interested in having a sewer line instaIled
on Sanborn from Locust to Atlantic, stating-that they wish to add the
School Districts interest in the matter because of the unsatisfactory
sev~rage condition at Washington School, requesting that the matter be
considered by the Council. There being no objection, the Mayor re-
ferred the matter to the Se~~.Ter Conunittee and the City Engineer for
investigation and study.
A communication vras received from ~~.nr. E. D. Hess of 11323
Virginia Ave. to the effect-teat the Dee's sti_11 have their dog kennel
on Atlantic and the same odors emanate therefrom and the same objec-
tions are raised as the nuisance has not been eliminated.
The City Clerk stated that Mrs. Dee was in and wishes the
Council to refund her X10.00 of her old license fee unearned on account
of revoking her license.
There being no objection, the Mayor referred the matter to
the City Attorney to take such action as is necessary in order to
eliminate the apparent nuisance.
Corn~~~unication in the form of Resolution was received from
Itianhattan Beach wherein they sent a protest to the Railroad Commission
for proposed increase in rates x~roposed by the P. E. Railway Company.
The health report was received and ordered filed.
UNFINISHED BUSINESS:
A communication was received from Engineer Bateman reporting
on the complaint by the First Security Deposit CCorpo a.tiion egardin~

waters into t~e street, hov~rever, it is not a 100 so~ution, bu't will
help the situation very materially and is about all that can be done
at this time. There being no objection, the communication was ordered
filed..
A communication was received from Engineer Bateman reporting
on protests about weed abatement havin~• been charged by the City of
Lynwood, recommending that refunds be made as requested. Thereupon
it was moved by Councilman I,Peyer and sec ^nded by Councilman Snyder
that refunds be issued for weed assessment erroneously charged against
Lots 934, Tract 3172, Lot 880, Tract 3172, Lot 1229, Tract 3335, after
receipted tax bills are produced by the applicants.

A communication was received from Chief of Polite Miller re-
porting on cost of installation of signals at Imperial and Long Beach
Blvd; also .for cost of installing light at intersection of Platt and
L.B. Blvd. There being no objection, the matter was laid aver for
further consideration of the Council.
NEVJ BUSINESS : ~
It was „loved by CounciLaan Snyder and seconded by Councilman
Lake that the License Collector be instructed to waive the penalty

for non-payment of license fee for operating businesses for a peri-
od of 15 days rnd_ to become effective on February 1st, 1938. All
members of the Council present votinm aye, the I~layor declared the
;notion duly carried.
It v~~as moved by Councilman Lake and seccnded by Councilman
NIeyF~~r that the City Treasurer be instructed to communicate vrith
Governor Merriam to the effect that. it is the desire of the City
of Lynwood that he include the extension of the vraivin~ of penalties
for non-payment of taxes in special call of the State L~e~isla.ture.
All members of the Council voting aye, the ?.r,ayor declared. the motion
duly carx°ied and it was so ordered.
It was moved by Councilman .i~LeyFr and seconded_ by Council-
rna.n Snyder that the City Attorney be instructed to draft an Ordi-
nance to provide for the creation of a special fund for the c~urchase
of a. fire en~~ine for the Fire Department as x~rovided by lave. All
members of the Council present voting aye, the P!ayor declared the
motion duly carried and it v~~as so ordered.
