HomeMy Public PortalAboutM 1938-04-05 - CC~?~ REGULAR MEETING APRIL 5TH, 1938 The City Council of the City of Lynwood met in a regular session, at the City Hall, 11331 Plaza Street, on above date, at 7:30 P.ivi. Mayor Roster in the chair. Councilmen Lake, Meyer, Snyder and Boster answered the roll call. Councilman Nation was absent. It was moved by Councilman Snyder and seconded by Council- man Meyer that the minutes of the previous adjourned regular meetings. of March 29th, 1938,-March 30th, 1938 and April 1st, 1938 be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COMMUNICATIONS: A communication was received from Mrs. L. K. Wilson making application to operate a beauty shop at 3141 Flower Street in the rear of her residence at said address. Thereupon it was moved by Councilman Snyder and seconded by Councilman Meyer that the applicant be required to circulate a petition wherein the property owners adja- cent thereto agreetn such business establishment, said petition to be signed by the two adjoining property owners to the proposed busi- ness and at least 4 of the residents acres the street from said business. All members of the Council present voting aye, the Mayor de- clared`the motion duly carried. The hour of 8 P.M. having arrived, said hour being the time fixed for hearing protests in connection with the refur~ing of the indebtedness of Acquisition and Improvement District No. Il of the City of Lynwood as proposed by Resolution No. 1063 of said City. The Mayor inquired of the City Clerk whether or not any written objections, orprotests had been filed. The Clerk stated that none had been filed. Thereupon the Mayor inquired of the audience whether or not there was anyone present who wished to protest in connection with said matter either in writing or orally. There was no response. Thereupon it was moved by Councilman Pdeyer and seconded by Councilman Lake that the hearing in connection with said matter be continued to Aprill9th, 1938, at 8 P.M. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. A communication was received from Bess Rogers, Sec.of Workers Alliance of South Gate cal 7_ing• attention to removal of SRA Relief Office from Huntington Park, suggesting that the Council of Lynwood ascertain whether or not there is a buildSn~; in Lynwood that would be available for such purpose in order that it will not be moved to Los Angeles. There being no objection, the Mayor referred said matter to the Relief and Unemployment Committee for their considera- tion and investigation and report their findings. A communication was received from Cliff' Wright, Public Relations of the Recreation of the W.P.A. reporting that he has been transferred and that Mr. Reinhardt is now in charge and that the sup- plies furnished by the City have been stored at the Woodrow Wilson School and are accounted for. There being no objection, said com- munication was ordered filed . A communication was received from the General ~~elfare Pensioners inviting Council to attend their meeting to be held on April 6th, at ?:30 P.P.Q. at the~A'~odrow Wilson School. There being no objection, all those who can attend were urged to do so. A communication was received from the California State Re- lief Administration, by Harold E. Pomeroy, Administrator, announcing a new work program, through their department whereby those who are not now employed on W.P.A. rolls, and t~~.ose who are found in excess num- bers on the relief rolls such as white collared labor, etc., would be provided work, requesting that the Council ascertain if there is any project that they could sponsor .to use such help. There being no ob- ~jection, said matter was referred to Engineer Bateman to check into and reply to the communication. A communication was received from Victor D. ~llcCarthy re- garding meeting recently held at theCity Hall at El Segundo by the Committee on Stmt Lighting Rate Reduction that they decided to have the contracts when executed delivered to his office, the total cost to seven Cities would be $350.00 each; also that the Council designate one of its members to act as representative with power to act on a permanent committee composed of one representative of each City which joins in the action. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that Mayor Boster be appointed. to act on a permanent ~~ Committee on the Committee on Street Lighting Reductionv~.th power to act for and in behalf of the City of Lynwood. All members of the Council voting aye, the P~ayor declared the motion duly carried. A communication was received from Mr. L. H. Stewart, sub- mitting contract in matter of reduction to Street Lighting rates and charges calling for his employment et a total consideration of 4350.00 also submitting demand in the principal payment of 4116.66 as initial payment. Thereupon it was moved by Councilman Lake and seconded by Councilman Snyder that said contract be accepted and that the Mayor be authorized to execute same for and on behalf of the City of Lynwood. Roll Call: Ayes: Councilmen Lake, Meyer, Snyder and Buster. Noes: None. Absent: Councilman Nation. -An application for employment was received from Dale N. 9lendell, also report from City Court for March; also health report for week. NEW BL~INESS A petition was received from property owners on Long Beach Blvd., between Fernwood Avenue and Lynwoc~l. Road, requesting that the Fire Zone be changed from Zone 1 to Zone 2 signed by E. S. Cavanaugh . ~ and five other property owners. Thereupon it wrs moved by Councilman Lake and seconded by Councilman Snyder that the City Attorney be instructed to dra.f~t an Ordinance changing said zone for consideration of the Council at their next regular meeting. All members of the Council present voting aye, the_Mayor declared the motion duly carried and it was so ordered. A communication was received fr~?m the City Planning Com- mission recommending that the walkuray, between Brewster Ave and Fera- wood Ave, be vacated. Thereupon it was moved by Councilman Snyder and seconded by Councilman Lake that the matter lbe referred to the City Attorney to prepare necessary~apers for consideration of the Council in vacating said walkway. RESOLU`T'ION NU. 1094, entitled: "RESOLUTION OF 'I'HE CITY COUN CIL OF THE CITY OF LYNWOOD, CALIFORNIA,- FIXING A TIME AND PLACE FOR A HEARING ON THE REASSESSMENT FILED FOR THE REFUNIIlVG OF THE INDEBTEDNESS OF ACQUISI`CIOtd AND IMPROVEMEN`T' DISTRICT N0. 25 OF SAID CI`T'Y, " fixing May-3rd_, 1938, at 8 P.M. as the time for said hearing, was read. It was moved by Councilman Lake and seconded by Councilman Snyder that said Resolution No. 1094 be adopted. Roll Call: Ayes: Councilmen Lake, Meyer, Snyder and Buster. Noes: None. Absent: Councilman Nation. An Ordinance of the Cityof Lynwood, California, amending Sec. 7 of Ordinance No. 235 of the City of Lynwood, respecting the number of buildings that may be erected, and the use of which they may be made in Zone "RI", and repealing Section 7 of said Ordinance and all Ordinances or parts of Ordinances in conflict herewith, was read. After due consideration an amendment was offered to sub- section "L" of Section 1 to the effect that the garage may be set further front than the house but not further than the established set- back line of the district, however, that the gar~.ge when constructed as an integral part of a?house that the garage shall be located at least three feet from lot line. Also sub-section "R" of Section 1 to be amended so that the consent for moving an old house onto any Lot must have the consent of 7560 of property o~.~ners within 200 feet of said premises; also that the Building Inspector shall inspect each residence a~ to termits, and other matters to determ'~ne that same is a safe and complete structure and and that will conform to present build ing regulations. ~~~ Thereupon it was :roved by Councilman Snyder and seconded by Councilman Meyer that said amendment be accepted and that said Ordinance be accepted as read the first time and pass to the second reading.
