REGULAR iviEETING ",~iAY 3rd, 1938
The City Council of the City of Lynyyiood met in a. regular
session, in the Council Chamber of the City Hall, 11331 Plaza
Street, on above date, at ?:30 P.Tvt.
Trayour RTation in the chair.
Councilmen Lake, tvIeyer, Nation and Boster answrered the
roll call. Councilman Snyder w~s absent.
Mayor Nation announced that in keeping with the thought
tratthere is a need. in our land for the return to the Faith of our
Fathers, he would like to suggest that the Council meeting be
opened with prayer by one ofour Clergy, and in keeping with this
desire, he has requested Rev. Goodell to be x~resent this evening
to offer prayer.
Thereupon Rev. Goodell offered prayer for the guidance of
the Council in their deliberation and decisions.

The Bible Institute of Los Angeles stabmitted a comrm~nica-
tion to the effect that they have a gospel truck that they would
like to hold meetings from at pre-determined street corners, stat-
ing that the ~;rogra.mwould be given without charge of any sort; also
that they wish to keep America. "A;nerican", requesting to appear in
Lym~~ood. Thereupon it w',,s moved. by Councilman r3ost~~r and seconded
by Councilman Meyer that permit be €~ranted under the direction of
tree Transportation Committee. All members of the Council present
voting aye, the Mayor declared the motion duly carried.
A communication vaas received from Herbert C. Legg, Super-
visor, congratulating the Council and Officials on their re-election.
It was moved by Councilrna.n Boster and seconded by Councilman Tdleyer
that the City Clerk be instructed to reply to the communication
thanking him for his kind left,=r. All members of tY~e Council
present voting aye, the Iviay~~r declared. the motion carried.
A communication wa.s received From Chief of Police Miller
with reference to the rulin~:• of the Attorney General of the Stf=te
ofCalifornia relative to restriction of use of liquor license funds
allocated. to cities to enforcement of state laws regulating liauor
traffic, estimating; that fifteen per cent of the to~:tal expense of
operatin~;• tee Police Department arises from State Lir,,uor enforcement
and re~~lalation, therefore, recommending that this basis of division
of cost be approved, and that the City Clerk be instructed. to make
the proper book adjustr;.ents at the clcs e o'' the fiscal year. There-
upon it was ;:roved by Councilman Boster and seconded by Councilman
T~ieyer that the City Clerk be instructed to make a book adjustment
of 15t'/o of, the total expense of the Police Department as cost of
enforcement and reg»lat ion of the State liquor law, a t the end of
the fiscal year. All members of the Council present voting' aye, the
Pu'i&yor declared the motion duly carried.
A communication was received from Faulkner, Oakes & Faulk-
ner, making application to do the auditing; of the CityBooks for
fiscal year 1538-39. There being no oi~~jection, the communication
was ordered .,.filed.
A communication was received from Fire Chief Lewis report-
ing in writing on inspection of Fire hydrants ~_nd condition of
each at the time of i~nspE=ction, stating that necessary adjustments
have been made 4t~here needed. There being no objection, the com-
munication was ordered filed.
Report of activities of theCity Court for nonth of April,
wa_s received: also hF;alth reports, and same were ordered filed.

City Attorney Ruby reported that the Pacific Electric
Ra'-lroad 'nas granted an easement for the crossing at Bullis Road
as applied for some tune ago, with the rrovision that the City
shall assume part of the. costs as agreed upon.
The hour of 8 P.~~~. having arrived, said time being the
hour fixed for a hearing in connection with the abatement of dry
and drying weeds on certain parcels of land ir: the City ofL,ynwood
as set forth in Resolution No. 1098 of the City of Lynwood.
The Mayor inquired of the City Clerk whether or not any
written or.:jections a.nd r~rotests ria_d. been filed. The Clerk stc.ted.
that none had been filed.
Thereupon the mayor inquired of the audience v~~hether or
not there was any one rresent tTrho wished to protest in connection
~~~,-ith said matter. There was no response.

was read. Thereupon it was moved by Councilman Boster and seconded
by Councilman Meyer that said Resolution No. 1104 be adopted.

Absent: Councilman Snyder.
The hour of 8 P. haI. having arrived, said. time being the hour
fixed for the hearing of protests and objections in connection with
the reassessment in the matter of refunding of the indebtedness of
Acquisition and Improvement District No. 8 of the City of Lynwood as
set forth mare fully. in Resolution No. 1093 and in the Notices x~osted
and published.
There having been no written protests filed and no one was
present to submit their protest either in writing or orally, it wa.s
duly moved by Councilman Meyer and seconded by Councilman Lake that
said hearing be continued until Ma.y 17th, 1938, at 8 P.T~t. All mem-
bers of the Council present voting aye, the Mayor declared the motion
duly carried.
The hour of 8 P.T°. having arrived, said time being the hour
fixed for the hearing of protests and objections in connection with

set forth more fully in Resolution No. 1094, and in the Notices postec

hearing be continued until Inlay 1'7th, 1938, at 8 P.~~. All members
of the Council present voting aye, the Mayor declareda the :notion duly
carried and it wa.s so ordered.
UNFINISHED B?JSINESS COT\TTINUED
Councilman Bolter reported on the matter. of Resolution in
connection with Santa Fe Ave. opening, to the effect that he will
report his finding at a later date when he has secured all the data.
Councilman Bolter also reported on the matter of ameeting
of the ImperialHi~;hway Assoc Lion, stating that the County arecon-
templating on constructing a temporary bridge over the L. A. river
at an early date.
Councilman Boster also reported that after conferring with
Dr. Chrisman and the proposed tenant at Lyn~vood Road a.nd L.B. Blvd.
it was determined that the business proposed would be a noisy one
and may develop into a nuisance to the residents in the irranediate
vicinity so that he would not recommend a license therefor at said
location inasmuch as it is in the commercial zone in lieu of a ma-nu-
facturing~ zone.
Councilman Meyer reported for the. committee appointed. to
look into the matter of application for license to operate in the
residential district, stating that he had explained to the applicant
at 11469 Copeland Ave. in the person of Paul E. Clarke that the
Council cannot grant a license inasmuch as it would be in vio~.ation
of the zoning ordinance.
The matter of application by Mrs. Harriet Smyth for license
to sell artificial flov,~ers, art, novelties, gifts, etc. , at her resi-
dence 3554 E. Palm Ave., was again considered.
Mr. Smyth was present and addressed the Council on the mat-
ter.
After due consideration of the matter again, b2r. Smyth was
informed. that the Council cannot g~ra_nt permit therefor inasmuch as
the location is in the residential district anc~ would not comply with
the zoning ordjnance.

Tuirs. Barbee addressed the Council regarding building regu-
lations and with respect to zoning on Orchard Avenue. Mrs. Barbee
was instructed to take her matters up with the Building Inspector.
NEt'V BUSINESS ;
A memorandum of Agreement between the City of Lynwood and
O'Melveny-Tuller & i~yers in connection ~rrith their fee for services
in refunding proceedings heretofore initiated in Acquisition and
Imt~rovement Districts Nos. 8 and 25 of the City of Lynwood, calling
for a consideration of 1`~o in connection with A. 8: I. Dist. Nos.
8 and 25 for legal services based on the outstanding bonds of said
Districts as of the date of the Resolutions of Intention, and X600
for A. ~ I. Di t. No. 11.
Thereupon it was moved by Councilman 1'Jleyer and seconded
by Corzncilrnan Lake that said Agreement be accepted and the Mayor be
authorized to execute same for and on behalf of the City of Lynwood;
also that said firm be instructed to submit a Master Agreement
covering all A. & I. Districts along the line as outlined in a let-
ter that was submitted some time ago, said agreement to supersede
all other Agreements heretofore entered into.

The City Clerk presented a diagram and Reassessment in con-
nection with the refunding of the indebtedness of Acquisition and
Improvement District No. 11 of the City of Lynr~rood, which was pre-
oared by tl~~ Superintendent of Streets pursuant to instructions of
`~ the City Council .

was moved by Council~rran N~eyer and seconded by CounciLnan Lake that
said Resolution No. 1105 be adopted.

The Audit report w~~s received from Crenshaw, Diehl and
Edwards covering period ending march ul.st, 1938. There being no
ob,~ection same was ordered filed.
The City Clerk submitted budget report; also sub?_nittal
letter in connection therewith.
Mayor Nation announced that he had seen fit to appoint Nirs.
Agnes Copeland and T2r. Louis H. Decker to succeed themselves as mem-
bers of the Pla_nn:rng Commission, requesting that the Council ratify
such appointment. Thereupon it was moved by Councilman Roster and
seconded by Councilrnan Lake that the Mayor's action in said matter
be confirmed..

Councilman Bolter suggested that a committee ire appointed
to study the license fees in connection with Electrical, Plumbing
and Ro:~fing businesses.

Thereupon it was moved by Councilman Koster and seconded by Councilman
Meyer that the Chair appoint a committee of three to look into the
matter. All members of the Council present voting aye, the Mayor de-
clared the motion duly carried.

It was moved by Councilman Meyer and. seconded by Councilman
Bolter t'rat the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.

Absent: Councilman Snyder.
City Treasurer Reed addressed. the Council on the matter
adopting an Ordinance again waiving heavy penalties for non-payment
of lighting assessment and sucstituting a 7'o interest charge in
lieu thereof.
Thereupon it was moved by Councilman Meyer and seconded
Councilman Lake that the C;_ty Attorney be instructed to draft an
Ordinance extending same to April 20th, 1939. All members of the
Council present voting aye, the ?ayor declared the motion duly car-
ried.
