The City Council of the City of Lynwood met in a regular session, in the Council Chambers of the City Hall, 11331 Plaza Street, on above date, at 7:30 P.N.'. Mayor Nation in the chair. Councilmen Lake, R4eyer, Snyder and Nation answered the roll call. Councilman Boster was absent. It was moved by Councilman Snyder and seconded by Cour~i.1- man Meyer that the minutes of the previous regular meet~.ng of August 16th and of the previous adjourned regular meeting of August 25th, 1938, be approved as written. All members of the Gouncil present voting aye, the Pdayor declared the motion duly carried and it was so ordered.. WRITTEN COMTJIUNIC.ATIONS A communication was received from Miss Beulah Lott, sug- gesting that Lynwood should have an annual celebration, home-coming or play day, arranging it so that it would be of benefit to the local merchants and institutions, suggesting that it might be worked in together with the Hallowe'en annual carnival held by the Junior High School, recommending that local talent be used throughout, and that the celebration should be by, for and of the. citizens of Lynwood, something in which we can all have a part with the idea ofkeeping our efforts and dollars at home to make them work for us. Also stating that the entertainment should be of high standard without the element of gambling or other questionable practices. There being no ob,jectiot the communication wa_s ordered tabled for later consideration as the Mayor announced that the merchants are working on some kind of plan along this line and it might be advisable to wait for further comment from them, appointing Councilman Snyder a committee of one to wait on Miss Lott and thank her for her timely sugga~tions. A communication was received from i~r. Claude L. Reber, sub- mitting bid for insurance covering the City fleet of motor driven vehicles, as the resent policy expires on September 14th, 1938, sub- mitting a bid of 850.37 for coverage of fire, theft, collision, public liability and property damage in a Conference Company. A communication was also received from T!.~r. Claude L. Reber wherein he submitted bid of X685.16 for same coverage in a non- con- ference Company, known as the General Insurance Company of America, stating that he does not hesitate to recommend same, submitting a financial statement of their standing. A communication was received from The Travelers Insurance Co. submitting bid of X835/49 covering the City fleet of cars in a conference Gompany against loss a_s specified above, by Jimmie Walker, their Agent. After due consideration of the matter it was duly moved by Councilman Meyer that Mr. Claude L. Reber be instructed to write the insurance in the General Insurance Company of America, and that the profits therefrom be divided equally between the following agents; Messrs. Claude Reber, A: L. Young, George R. Wood, H.~, ~: ~eiser, Floyd B. Rowlee, G. W. Rehfeld, and Edmund S. Cavanaug ,/ l~~ motion was seconded. by Councilman Lake. A communication eras received $om City Engineer Bateman recommencing that the City Glerk be instructed to advertise for bids for the following items:. ITETJi N0. 1. Gast iron pipe - 4500' of 6", 1000' of 8" and 2000' of 12". ITEM N0. 2. 2100 tons plant mixed surfacing. ITETuT N0. 3. 1 - All purpose. Adjustable Spreader box. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that the City Clerk be instructed to advertise for bids for the items as listed by the Gity Engineer. All members of the City Council present voting .aye, the Mayor declared the motion duly carried. A communication was received from the City Planning Com- mission of the City of Lynwood wherein they petitioned the Honarable James Farley, Postmaster General of the U.S., to dispatch of mail from the local post office in the City of Lynwood at an hour not earlier than 9 P. M. of each day, Sundays and holidays included. Triere being no objection, the Mayor ordered the Resolution filed. ~~~ Report of activities of the City Court for the month of August, 1938 was received; also application for employment from Carl Carstensen; also health report. There bein~,~ no objection, the re- ports and application were ordered filed by the Mayor. The hour of 8 P. P;:7. having arrived, said ti me being the hour fixed for continuance of the hearing in connection with protests or objections to the proposed reassessment in the matter of refunding of the indebtedness of Acquisition and Improvement District No. 15 of the City of Lyh~rood. The I~2ayor inquired of the City Clerk whether or not any uiritten ob~jeetions or protests had been filed. The Clerk stated that none had been filed. Thereupon the PJfa,yor inquired of the au~t.ence if there was any one present who wished to protest to the proposed reassessment. There was no response. Thereupon it was moved by Councilman Lake and seconded by Councilman P~J~'eyer that said hearing be continued to September 13th, 1938, a_t 7 P.TJi. All members of the Council present voting aye, the IJiayor declared the motion duly carried. The hour of 8 P.Iti~. having arrived, said time being the hour fixed for continuance of the hearing in connection with protests or objections to the pro posed reassessment in the matter of refunding of the indebtedness of Acquisition and Improvement District No. 24 of the City of Lynwood. The Mayor inquired of the City Clerk whether or not any written objections or protests had been filed. The Clerk stated that none had been filed. Whereupon the Itlayour inquired of the audience if there was any one present who wished to protest to the proposed reassessment. There was no resx~onse . Ther~zpon it was moved by Councilman Snyder and seconded byCouncilman IUleyer that said hearing be continued to September 13th, 1938, at 7 P.w'. All members of the Council present voting aye, the PJiayor declared the motion duly carried a.nd it was so ordered. The hour of 8 P.M. having arrived, said. time being tre hour fixed. for receiving bids for the furnishing of electric energy to maintain certain street lights ~rithin the City of Lynwood, all as per notices posted and per notice published in the newspaper, affi- davits of which. were on file in the City Clerk's office. The Clerk stated that one bid had been submitted. Thereupon it was :roved by Council7:-:an Snyder and seconded by Councilman Meyer that said bid. be x~ublicly opened and declared. All members of the Council pre ent voting aye, the Iti~iayor declared the motion duly carried and it was so ordered. The Southern California Edison Company, Ltd., submitted. the only bid_, a_ccomuanied by a certified check in the principal sum of ~l, 200.00. There being no objection, said bid was referred to tree City Engineer for investigation and report. ORAL COP~~II~lIUNICATIONS P,~r. Cravin addressed the Council on the matter of the bos- sibility of getting Pendelton Avenue opened. as a number of the property owners in Tract No. 5103 are desirous to have same opened in order that they might have access to their property. After due consideration of the .matter, it was determined that considerable work had been done in a_n endeavor to secure deeds for the opening of said Street, but the desired result ~-ad not been obtained, therefore, the PJfayor referred the matter to Street Com- missioner P.~eyer to work with the City Clerk and Attorney IJ[offitt to ascertain if some thing definite can be done and to submit a_ re- port at the next regular meeting of the Council to be held on September 20th, 1938. Noes: None. Absent: Councilman Bolter. At this time Mayor Nation asked to be excused as he had an im- p ortant engagement to take care of, requesting that Councilman Snyder take the chair. Whereupon Pray or Nation vacated his chair and left the room wY~ereupon Councilman Snyder resumed the chair andcalled for the next order of business. Thereupon an ordinance entitled: "An ordinance of the City Council of the City of Lynwood, California, va.c2ting, abandoning and closing the Railway crossing upon the Pacific Electric Railway known as 6N-10.2? located upon Bullis Road, in the City of Lynwood, Califor- nia,," was introduced and read the first time. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that said Ordinance be accepted as read the first tide and pass to the second reading. Roll Call: Ayes: Councilmen Lake, P~Ieyer and Snyder. Noes : None. Absent: Councilmen Bolter and l~?ation. RFSOLliTION N0. 1145, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, REQUIRING THE STREET SUP- ERINTENDENT TO CLOSE BULLIS ROAD OVER THE PACIFIC ELECTRIC TRACKS AT CROSSITvG 6N-10.27", was read. It was moved by Councilman Meyer and seconded by Councilman Lake that said Resolution No. 1145 be adopted. Roll Call: Ayes: Councilmen Lake, P~4eyer and Snyder. Noes: None. Absent: Councilmen Bolter and Nation. A P.~ap of Tract No. 11689 recently subdivided was received, containing Lots 1 to 14, inclusive, in Block A, and Lots 1 to 16 in Blocs. B, and being bounded on the west by Otis Street and on .the east by Fracar Street and being between Tweedy Abbott Road and Imperial HigY: ~~~ wa.y. Thereupon it wa.s moved by Councilman Lake and seconded by Coun- cil;T,an <<"eyer that said Tract PJ~ap No. 116£9 be and t_r_e same is hereby approved by the City of Lynwood. A petition was received signed by Schlotterback, and 46 other businessmen, betitioning the Council to immediate action to re- lieve tYie business district of flood waters during the rainy season by having culverts constructed underneath the P. E. right of way, or by such. other process as will remedy the situation. Councilman Lake addressed the Council to the effect that the Council are greatly in sympathy with the movement a.nd feels that immediate action should be taken in order to relieve further damage to the businessmen, however, that the progress has been delayed on ac- count of the P. E. officials not having completed their negotiations with the City. D~?ayor pro tem Snyder referred the matter to Council- man Lake to confer with Engineer Bateman and see what can be done to expedite the matter. RESOLUTION N0. 1146, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNVJOOD, CALIFORNIA; RELATIVE TO THE NECESSITY OF FLOOD CONTROL I~aIPROVEMENT ON THE LOS ANGF'LFS RIVER, " was read . It vas moved by Councilman Lake and seconded by Councilman l~ieyer that said Resolution No. 1146 be adooted: Roll Call: Ayes: Councilmen Lake, Pti~eyer and Snyder. Noes: None. Absent: Councilmen Bolter and Nation. Councilman ?~~leyer was appointed as a com~,ittee to decorate streets for American Legion Convention. It wa.s moved by Councilman L~-ke and seconded by Councilman P~reyer that the meeting adjourn to September 13th, 103B, at ? P.^~.~.
