The City Council of the City of Lynwood met in a regular session, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 7 : 30 P. M. Mayor Nation in the chair. Councilmen Lake, Meyer, Boster and Nation answered the roll call. Councilman Snyder was absent. It was moved by Councilman Lake and seconded by Councilman Meyer that the minutes of the previous regular meeting of September 6th, 1938 and of the adjourned regular meeting of September 13th, 1938, be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly carried. An invitation was received from the Imperial Highway As- sociation announcing their next meeting at Brea on September 24th, 1938 at the Womans Club House. Black Company 497.86 It was moved by Councilman Lake and seconded by Councilman Meyer that the demands be allowed and warrants be drawn on the City Treasurer for said various amounts. Roll Call: Ayes : Councilmen Lake, Meyer, Nation and Boster. Noes: None. Absent: Councilmen Snyder The matter of complaint about burning hedge by weed burn- ing crew registered by Mrs. U. C. Miller was brought up, and Mayor Nation stated that he would check into the matter further. City Attorney Ruby submitted a written report on the mat- ter of suitable franchise ordinance to the effect that he has been unable to contact Mr. Burke of the League of California Municipali- ties and therefore hehas not completed his report, but as soon as he does he will file a report thereon as directed by the City Council some time ago. The matter of installation of a drinking fountain in the corridor of the City Hall to take the place of bottled water now purchased was discussed and the matter was referred to Councilman Lake to work out some suitable plan. The matter of changing the refunding of water deposits so that the applicant would not have to wait until a Council meet- ing is held to be approved, was brought up by Mayor Nation. After due consideration of the matter, it was duly moved by Councilman Boster and seconded by Councilman Lake that the City Auditor, Mr. Wright, be requested to work out some refund system that !~ ~. would expedite the matter, and thereafter the Water Clerk be in- strutted and authorized to make refunds as outlined by said Auditor without delay. All members of the Council present voting aye, the Mayor declared the motion carried. QRAL COMMUNICATIONS: Mr. Peterson addressed the Council regarding the proposed opening of Pendelton Avenue requesting information as to what has been done. City Clerk Anderson and R. A. Moffitt, Attorney, informed Mr. Peterson of the progress that had been made, suggesting that the property owners wait on one person whbis not receptive to the move. The hour of 8 P. M. having arrived, said time being the hour fixed for continuance of the hearing in connection with protests or objections to the proposed reassessment in the matter of refunding the indebtedness of Acquisition and Improvement District No. 15 of the City of Lynwood. The Mayor inquired of the City Clerk whether or not any written objections or protests ha_d been filed. The Clerk stated that none had been filed. Thereupon the Mayor inquired of the audience if there was any one present who wished to protest to the pr©posed reassessment of said District. There was no response. Attorney R. A. Moffitt addressed the Council suggesting that the hearing be continued until Thursday and he believes by that time the matter can be settled. Whereupon it was maned by Courdlman Boster and seconded by Councilman Meyer that said hearing in connection with said matter be continued until September 22nd, 1938, at 2 P. M. All members of the Council present voting aye, the Mayor declared the motion duly car- ried. The Mayor announced that the hour of 8 P.M. had arrived, said time being the hour fixed for receiving bids for. Cast Iron Water Pipe as published in the Lynwood Press, and for Premix rock and oil, as well as spreader Box. Thereupon it was moved by Councilman Lake and seconded by Councilman Meyer that the bids be publicly opened and declared:, All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. The following firms submitted bids for purchase of cast iron water pipe: Pacific States Cast Iron Pipe Co. United States Pipe & Foundry Co. American Cast Iron Pipe Co. National Cast iron Pipe Do. It was moved by Councilman Boster and seconded by Council- man Meyer that the bids be referred to Engineer Bateman and Water Commissioner for analyzation and report at the next regular meeting of the Council. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. The following firms submitted bids on premix: C. 0. Sparks and G. G. Fisher Equipment Co. It was moved by Councilman Boster and seconded by Couneilmar Lake that said bids be referred to Engineer Bateman and 3treeL Com- missioner for analyzation and report their findings to the CityCounci7 at their next regular meeting. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. Smith Booth Usher Co., submitted the ohly bid for the pur- e chase of an adjustable spreader box. It was moved by Councilman Lake and seconded by Councilman Boater that said bids be referred to Engineer Bateman and Street Com- missioner Meyer for analyzation, and report their findings to the City Council at their next regular meeting. All members of the Coun- cil present voting aye, the Mayor declared the motion duly carried. Each bid was accompanied by a bidders check or bond repre- senting o e-tenth of the bid.
