HomeMy Public PortalAboutM 1938-10-18 - CCREGULAR MEETING OCTOBER 18TH, 1938. ~`~ The City Council of the City of Lynwood met in a regular•ses- sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 7:30 P. M. In the absence^of Mayor Nation, the meeting was called to order by the City Clerk and upon roll call it showed the following present: Councilmen Boater, Meyer, Lake and Snyder. Mayor Nation was absent. It was moved by Councilman Snyder and seconded by Councilman Meyer that Councilman Boater act as temporary chairman and Mayor pro tem. All members of the Council present voting aye, the City Clerk declared the motion duly carried. VPhereupon Councilman Boater took the chair. It was moved by Councilman Lake and seconded by Councilman Meyer that the minutes of the previous regular meeting of Oatobe.r 4th, 1938 be approved sa written. All members of the Council present voting aye, the Mayor declared .the motion duly carried and it was so ordered. 1PRITTEN COMMUNICATI ONS common cation was received from the L. A. County Division of the League of. California Municipalities calling attention to their. next meeting at South Pasadena on Thursday, October 20th, 1938 to be held at the American Legion Hall on F~dr Oaks Avenue, dinner to be served at 6:30 P. M. All who possible can do so, were urged .to at- tend. A communication was received from H. 8. Blakeley, Secretary and Jury commissioner of the Superior Court, advising that the State law provides that a Federal, State, County, Municipal, District or Bureau employee is not exempt Prom fury service, but under the policy of the Superior Court as given to the Jury Commissioner by various and several Judges of the Court, such employees wi-11 not be required to serve on the fury, suggesting that when they receive notice to serve if they will write across the letter that they are employed by a department of Government, naming the Department., and mail it back to the Jury Commissioner, there will be no need of their appearance. Inasmuch as the pity Clerk had already submitted a copy of same to each impartment head, the communication was ordered filed. A communication was received .from the Shoreline Planning As- sociation urging the Council to oppose Proposition No. 4, which under- took to autQiorize slant .oil drilling along the sea shore. There be- ing no ob~eetion, the Mayor pro tem ordered the communication filed and no further action was taken thereon. A communication was received from the League of California Municipalities reporting on propositions to be v©tad on in November and the notion that the Board of Directors have Cs.ken in eonneo- tion with .the matters, urging that the Councils of the Cities sup- port their position in the matter.. There being no obseetion, the matter was laid en the table for study of copies furnished by the City Cle1x . The health reports for weeks endiMg October 1st and 8th, 1938 were received. There being no objection, said reports were ordered filed. ORAL COMMUNICATIONS: r. offitt a dressed the Council on progress being made on the matter of clearing certain A. & I. Districts and espec- ially as pertaining to A. & I. Districts Nos. 4, ? and 26. No ac- tion was taken thereon. Mr. Frank Bober addressed the Counoil on the matter of com- e. plaint registered with the Police Department regarding a boy damag- e ing their garage, stating that they had reported .it to the Police Depa rtment and they were to contact the violator, but up to the pre- sent time no action has been takers. Mr. Bober was requested to check with the Police Department again~to ascertain what they had Pound out, and if n® a otion is taken then Mr. Bober could swear out a warrant for the arrest of the per- son who damaged hisgarage. Mr. H. M. Murray addressed the Council submitting a petition signed by Glen Gerken and 255 others petitioning the Counoil to have installed on Long Beach Boulevard at Imperial Highway a "Stop ar~d Go" signal, or some type of stop signal that w111 help prevent accidents and will permit pedestrians to dross Long Beach Blvd., without danger of being hit by motor vehicles. At this time Mayor Nation arrived and took a seat at the Counoil table. ~ ~~ There being no objection, the matter of .sat op and go signal was referred to Councilmen Meyer and Nation to cheek into the matter of costs and to take such action as they may deem advisable to in order to eliminate the hazard that exists. A communication was received Prom the Lynwood Float Com- mittee advising that the Committee have met and discussed the advisi- bility oP Lynwood entering a float in the New Year's Rose Tournament for 1939 and have voted against same due to unfavorable financial eir- eumataneea, however, that they offer an alternative oP decorating the streets oP Lynwood for Christmas holiday season, offering to cooper- ate in such an enterprise. There being no ob,ection, Councilman Snyder was appointed a committee oP one to meet with the Lynwo©d Float Com- mittee and discuss the matter further. A communication was received Prom thePaeifia Eleetrio Railway Co. addressed to Councilman Lake regarding a light at the Long Beach B1 vc3.. crossing in Lynwood, to the effect that the matter is being looked into, and when some conclusion has been reached they will com- municate further regarding the matter. NEW BUSINESS: S N 1160, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, RELATIVE TO STREET IM- PROVEMENT IN SAID CITY", waa read, requesting X6,799.59 Por the pur- pose of making such improvements. It was moved by. Councilman Lake and seconded by Councilman Meyer that said Resolution No. 1160 be adopted. Roll Call: Ayes: Councilmen Lake, Meyer, Nation, Snyder andBoater. Noes: None. Councilmen Nation addressed the Council regarding the pro- posed Haloween annual parade sponsored by the Lynwood Junior High School, suggesting that the City cooperate in the parade and any other way possible. Thereupon it was moved by Councilman Meyer and seconded by Councilman Lake that the City participate in the parade by~ent~ring one`or two decorated cars therein, and in any other way possible to help make :`the parade,a~euceess. X11 members oP the Council voting aye, the Mayor declared the motion duly carried and it waa so ordered.
